NOTIFICATION
New Delhi, the 27th January, 2021
G.S.R. 47(E).—In exercise of the powers conferred by sections 6, 8 and 25 of the Environment (Protection)
Act, 1986 (29 of 1986), the Central Government hereby makes the following rules further to amend the Hazardous and
Other Wastes (Management and Transboundary Movement) Rules, 2016, namely:-
1. Short title and commencement -
(1) These rules may be called the Hazardous and Other Wastes (Management and Transboundary
Movement) Amendment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 (hereafter in this
notification referred to as the said rules): -
(a) in rule 12, after sub-rule (6), the following sub-rule shall be inserted, namely: -
“6A. The import of ‘post-industrial or pre-consumer polyethylene wastes’ and ‘Polymethyl Methacrylate’
mentioned at column (2), against Basel Number B3010 in Schedule VI, is permitted to units in Special
Economic Zones and Export Oriented Units notified by the Central Government.
6B. the import of ‘post-industrial or pre-consumer polyethylene wastes’ shall be permitted with a requirement
of at least fifty percent exports in terms of tonnage for 18 months from the date of this notification or till a
decision is taken on the basis of review or audit undertaken to ascertain the effect of such import, whichever is
later.”;
(b) in the said rules, in Schedule III, in Part B, after Basel number B3 and the entries relating thereto the
following serial number and entries shall be inserted, namely: -
‘‘B3010 post-industrial or pre-consumer polyethylene waste Polymethyl Methacrylate’’;
(c) in the said rules, in Schedule III, in Part B, the Basel Number B3030 and B3035 and the entries relating
thereto shall be omitted;
(d) in the said rules, in Schedule III, in Part D, after Basel Number B3020 and the entries relating thereto the

‘‘B3030 Textile wastes **
The following materials which are textile wastes, provided they are not mixed with other wastes
and are prepared to a specification:
- Silk wastes (including cocoons unsuitable for reeling, yarn waste and garnetted stock)
• not carded or combed
• other
- Wastes of wool or of fine or coarse animal hair, including yarn waste but excluding garnetted
stock
• noils of wool or of fine animal hair
• other wastes of wool or of fine animal hair
• waste of coarse animal hair
- Cotton wastes (including yarn waste and garnetted stock)
• yarn wastes (including thread waste)
• garnetted stock
• other
- Flax tow and wastes
- Tow and waste (including yarn waste and garnetted stock) of true hemp (Cannabis sativa L.)
- Tow and wastes (including yarn wastes and garnetted stock) of jute and other textile bast fibres
(excluding flax, true hemp and ramie)
- Tow and wastes (including yarn wastes and garnetted stock) of sisal and other textile fibres of the
genus Agave
- Tow, noils and wastes (including yarn wastes and garneted stock) of coconut
- Tow, noils and wastes (including yarn wastes and garneted stock) of abaca (Manila hemp or
Musa textilis Nee)
- Tow, noils and wastes (including yarn wastes and garneted stock) of ramie and other vegetable
textile fibres, not elsewhere specified or included
- Wastes (including noils, yarn wastes and garnetted stock) of manmade fibres
• of synthetic fibres
• of artificial fibres
- Worn clothing and other worn textile articles
- Used rags, scrap twine, cordage, rope and cables and worn-out articles of twine, cordage, rope or
cables of textile materials
• sorted
• other
B3035 Wastes textile floor coverings and carpets **’’;
(e) in the said rules, in Schedule VI, against Basel Number B3010 in column (2), the words ‘‘polymethyl
methacrylate’’ shall be omitted;
(f) in the said rules, in Schedule VIII, after serial number 5 and the entries relating thereto the following
serial number and entries shall be inserted, namely: -
5 (A) B3030 Textile wastes (a) Duly filled up Form 6 - Movement

authorisation from concerned State Pollution
Control Board is required.

return filed with concerned State Pollution
Control Board for import in the last financial
year.
