(1) These regulations may be called the Technology Development Board (Terms and conditions of service of Secretary and employees) Amendment Regulations, 2020. (2) These regulations shall come into force on the date of their publication in the Official Gazette. 2. In the Technology Development Board (Terms and conditions of service of Secretary and employees) Regulations, 2002 (hereinafter referred to as the said regulations) in regulation 2,- (i) for clause (b), the following clause shall be substituted, namely: - ‘(b) “appointing authority” means the authority designated as such under regulation 7;’; (ii) for clause (e), the following clause shall be substituted, namely: - ‘(e) “employee” means any officer or other employee appointed as a staff of the Board;’; (iii) clause (f) shall be omitted.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 3. In the said regulations, in regulation 4, for the word “Schedule – I”, the word “Schedule” shall be substituted. 4. In the said regulations, in regulation 5:- (i) for the words “scales of pay”, the words “levels in pay matrix” shall be substituted; (ii) for the word “Schedule – I” the word “Schedule” shall be substituted. 5. In the said regulations, for regulation 6, the following regulation shall be substituted, namely: - “6. Recruitment.-The method of recruitment, eligibility conditions and other matters concerning appointments to various posts shall be as specified by the Board keeping in view the qualification, experience and other requirements as provided for similar or comparable posts in the Central Government Institutions: provided that in respect of recruitment to the post of Secretary, prior approval of the Central Government shall be required”. 6. In the said regulations, for regulation 7, the following regulation shall be substituted, namely: - “7. Appointing authority.-Appointing authorities for various posts in the Technology Development Board shall be as under: Sl. No. Level in Pay Matrix / Posts Appointing authority 1. Up to Pay Level 11, i.e., up to the level of Under Secretary Secretary 2. Pay Levels 12, 13 and 13A i.e., Deputy Secretary Chairperson or Director or Scientists (D, E and F) 3. Pay Level 14 i.e., Scientist ‘G’ Board 4. Secretary Board with prior approval of the Central Government”. 7. In the said regulations, in regulation 8,- (i) sub-regulation (1) shall be omitted; (ii) sub-regulations (2) to (5) shall be re-numbered as sub-regulations (1) to (4) thereof; (iii) after re-numbering sub-regulations (1) to (4) thereof,- (a) in sub-regulations (1), for the words “scale of pay”, the words levels in pay matrix” shall be substituted; (b) in sub-regulations(4), for the words “pay scales”, the words “levels in pay matrix” shall be substituted. 8. In the said regulations, for regulation 9, the following regulation shall be substituted, namely: - “9. Conduct and discipline. - (1) The Central Civil Service (Conduct) Rules 1964 and the Central Civil Service (Classification, Control and Appeal) Rules, 1965, as amended from time to time, shall mutatis mutandis apply to the posts of Secretary and other employees of the Board. (2) The disciplinary authority, appellate authority and reviewing authority in respect of various posts in the Technology Development Board shall be as under: Level in pay matrix of Disciplinary Appellate Authority Reviewing Authority posts Authority Up to Pay Level 11 Secretary Chairperson Board Pay Levels 12, 13 and 13A Chairperson Board Central Government Pay Level 14 Board Central Government N.A. Secretary Board Central Government N.A. (3) In respect of employees of the Central or state Governments working in the Board on deputation or otherwise, the provisions of Rules 20 and 21 of the Central Civil Service (Classification, Control and Appeal) Rules, 1965 shall apply and the Board shall exercise the powers of the appointing authority and of the disciplinary authority, as the case may be, for the purpose of the aforesaid rules.”.[भाग—III खण् ड 4] भारत का रािपत्र : असाधारण 5 9.
