L.-33004/99 सी.जी.-डी.एल.-अ.-28052024-254406 xxxGIDHxxx CG-DL-E-28052024-254406 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 373] नई दिल्ली, मगं लिार, मई 28, 2024/ज्य ष्े ि 7, 1946 No. 373] NEW DELHI, TUESDAY, MAY 28, 2024/JYAISHTHA 7, 1946 राष्ट्रीय बाधं सरु क्षा प्राजधकरण अजधसचू ना नई दिल्ली, 20 मई, 2024 फा. स.ं टीई- 32/2/2023-एनडीएसए-एमओडब्लल्यआू र.—राष्ट्रीय बांध सुरक्षा प्राजधकरण, राष्ट्रीय बांध सुरक्षा सजमजत की जसफाररिों पर, बाधं सुरक्षा अजधजनयम, 2021 (2021 का 41) के धारा 54 की उपधारा (2) के खंड (क) और (ट) के साथ परित उपधारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए, जनम्नजलजखत जिजनयम बनाते ह,ैं अथाात:् - 1. सजं क्षप्त नाम और प्रारंभ- (1) इन जिजनयमों का संजिप्त नाम जनर्िाष्ट बांधों की जनगरानी, जनरीक्षण और िल -मौसम जिज्ञान स्ट्टेिन जिजनयमन, 2024 ह ै। (2) य ेसरकारी रािपत्र म ेंउनके प्रकािन की तारीख से प्रिृत् त होंगे। 2. पररभाषाएँ: - (1) इन जिजनयमों में, िब तक दक संिभ ासे अन्यथा अपेजक्षत न हो, - (क) "अजधजनयम" स ेबांध सुरक्षा अजधजनयम, 2021 (2021 का 41) अजभप्रेत ह;ै (ख) "प्राजधकरण" से अजधजनयम की धारा 8 के अधीन स्ट्थाजपत राष्ट्रीय बांध सुरक्षा प्राजधकरण अजभप्रेत ह;ै (ग) "खंड" से अजधजनयम का खडं अजभप्रेत ह।ै (2) यहां प्रयिु जिन िब्लिों और पिों को जिन्ह ें इन जिजनयमों म ें पररभाजषत नहीं दकया गया ह ै लेदकन अजधजनयम म ें पररभाजषत दकया गया ह,ै उनके िही अथा होंग ेिो उस अजधजनयम में ह।ैं 3244 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. बाधं सरु क्षा आश्वासन के सतं ोषिनक स्ट्तर को प्राप्त करन ेके जलए दििाजनिेि, मानक और अन्य जनिेि – (1) प्रत्येक राज्य बांध सरु क्षा संगिन, या तो बांध माजलकों के माध्यम स े या दकसी अन्य माध्यम से, अपने अजधकार क्षेत्र के अधीन सभी जनर्िाष्ट बाधं ों की सतत जनगरानी रखगें े, तादक बांध या तटबंध के ढांचें म ेंिरारें, असामान्य ररसाि, बांध की सुरक्षा के जलए बांध के ढाचं े म ें जिक्षेपण और बांध या हाइड्रो-मैकेजनकल उपकरण स े संबंजधत दकसी भी अन्य समस्ट्या सजहत जिजभन्न जिसंगजतयों का जनरीक्षण दकया िा सके तथा उि बांध के जलए संचालन और रखरखाि मैनअु ल में दिए गए जनिेिों का पालन करेंगें। (2) प्रत्येक राज्य बांध सुरक्षा संगिन, या तो बांध माजलकों के माध्यम से या दकसी अन्य माध्यम से, जनम्नजलजखत जनरीक्षण करेगा, अथाात:् - (i) मानसून पूि ा और पश्चात जनरीक्षण धारा 31 की उपधारा (1) के उपबधं ों और उसके अधीन बनाए गए जिजनयमों के अनुसार दकए िाएंगे; (ii) बैरािों के जलए 50 िषा की िापसी अिजध में प्रत्येक 1 बाढ़ के िौरान या उसके बाि तथा बांधों के जलए 100 िषा की िापसी अिजध में प्रत्येक 1 बाढ़ के िौरान या उसके बाि, भूकंप के तुरंत बाि, जिससे पररयोिना को संरचनात्मक क्षजत होती ह ै या जहमनि झील के फटने से बाढ़, भूस्ट्खलन झील के फटने स े बाढ़, जहमस्ट्खलन िैसी प्राकृजतक आपिाएं आती ह,ैं अजधजनयम धारा 31 की उपधारा (2) के उपबंध और उसके अधीन बनाए गए जिजनयमों के अनुसार जनरीक्षण दकया िाएगा; (iii) दकसी भी कारण स े बांध जनकाय या उसके दकसी सहायक ढांचे म ें संकट के दकसी भी संकेत या दकसी असामान्य व्यिहार के मामल े में जनरीक्षण, अजधजनयम की धारा 31 की उपधारा (2) के उपबंधों के और उसके अधीन बनाए गए जिजनयमों के अनुसार दकया िाएगा; (iv) बांध के माजलकों या पररयोिना प्राजधकाररयों द्वारा खंड (i), (ii) और (iii) के अधीन जनरीक्षण, अजधजनयम की धारा 31 के उपधारा (3) के अधीन जिजनर्िाष्ट दििाजनिेिों और चेकजलस्ट्ट के अनुसार दकया िाएगा; (v) अजधजनयम की धारा 27 के उपधारा (2) के उपबंध के अनसु ार िलाियों के प्रारंजभक भराि से पहल े जनरीक्षण दकया िाएगा। (3) प्रत्येक जिजनर्िाष्ट बांध के संचालन और रखरखाि की जनगरानी उि बांध के संचालन और रखरखाि मैनअु ल के उपबंधों के अनुसार की िाएगी और इस प्रयोिन के जलए बांध माजलकों से राज्य बांध सुरक्षा संगिन को सूचना का जनरंतर प्रिाह सुजनजश्चत दकया िाएगा। 4. जिजनर्िष्टा बाधं ों के िल-मौसम जिज्ञान केंद्र - (1) िल-मौसम जिज्ञान केंद्र जनम्नजलजखत इनपुट को मापने के जलए बांध के आसपास स्ट्थाजपत दकए िाएंग,े अथाात:- (i) िषाा (पातन); (ii) पानी की सतह; (iii) प्रिाह; (iv) तापमान; (v) नमी; (vi) िाष्पीकरण; (vii) हिा का िेग और दििा; और (viii) बफाबारी, िैसा लाग ूहो। (2) उपयुि उपकरणों के माध्यम स े डेटा माप की आिृजत्त आिश्यकता के आधार पर दिन म ें एक बार या अजधक होगी, उपकरणों को बांध स्ट्थल पर या दकसी भी तटबंध से लगभग 250 मीटर की जत्रज्या पर रखा िाना चाजहए और बांध स्ट्थल पर प्रिाह माप एक अच्छी तरह से कैजलब्रेटेड रेटटंग िक्र के माध्यम से दकया िाएगा जिसे हर िो िष ा में अद्यतन दकया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (3) जिजनर्िाष्ट बांधों के प्रत्येक माजलक को बाढ़ के पूिाानुमान और चते ािनी के जलए अच्छी तरह से जडिाइन दकए गए िल-मौसम जिज्ञान संबंधी उपकरण नेटिका की स्ट्थापना करनी होगी। अजनल िैन, अध्यक्ष [जिज्ञापन-III/4/असा./142/2024-25] NATIONAL DAM SAFETY AUTHORITY NOTIFICATION New Delhi, the 20th May, 2024. F. No. TE-32/2/2023-NDSA-MOWR.—In exercise of the powers conferred by sub-section (1), read with clauses (a) and (k) of sub-section (2) of section 54 of the Dam Safety Act, 2021 (41 of 2021), the National Dam Safety Authority, on the recommendations of the National Committee on Dam Safety, hereby makes the following regulations, namely: - 1. Short title and commencement. – (1) These regulations may be called the Surveillance, Inspection and Hydro- meteorological Station of Specified Dams Regulation, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions: - (1) In these regulations, unless the context otherwise requires, - (a) “Act” means the Dam Safety Act, 2021(41 of 2021); (b) “Authority” means the National Dam Safety Authority established under section 8 of the Act; (c) “section” means section of the Act. (2) Words and expressions used herein and not defined in these regulations but defined in the Act shall have the meanings respectively assigned to them in the Act. 3. Guidelines, standards and other directions for achieving the satisfactory level of dam safety assurance. – (1) Every State Dam Safety Organisation, either through dam owners or by any other means, shall keep perpetual surveillance of all specified dams under their jurisdiction, to observe various anomalies including cracks in the body of the dam or abutment, unusual seepage, deflection in the dam body and any other problem related to dam or hydro-mechanical equipment, for the safety of the dam and follow the instructions in the operation and maintenance manual for the said dam. (2) Every State Dam Safety Organisation, either through dam owners or by any other means, shall carry out the following inspections, namely: - (i) pre and post-monsoon inspections shall be carried out in accordance with the provisions of sub- section (1) of section 31, and the regulations made thereunder; (ii) inspections during or after every 1 in 50-year return period flood for barrages and 1 in 100-year return period flood for dams, immediately after an earthquake which causes structural damage to the project or such natural calamities as glacial lake outburst flood, landslide lake outburst flood, avalanches shall be carried out in accordance with the provision of sub-section (2) of section 31 of the Act and the regulations made thereunder; (iii) inspection in case of any sign of distress or any unusual behaviour if noticed in the dam body or any of its appurtenant structure for whatsoever reason, shall be carried out in accordance with the provisions of sub-section (2) of section 31 of the Act and the regulations made thereunder; (iv) inspection under clauses (i), (ii) and (iii) shall be carried out in accordance with the guidelines and checklist specified under sub-section (3) of section 31 of the Act by the owners or the project authorities of the dam; (v) inspection shall be conducted before the initial filling of reservoirs in accordance with the provision of sub-section (2) of section 27 of the Act. (3) Monitoring of operation and maintenance of each specified dam shall be carried out as per the provisions of Operation and Maintenance manual of the said dam and a continuous flow of information from dam owners to State Dam Safety Organisation shall be ensured for this purpose.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 4. Hydro-meteorological stations of specified dams - (1) Hydro-Meteorological Station for measuring the following inputs shall be established near dam vicinity, namely: - (i) rainfall (precipitation); (ii) water level; (iii) discharge; (iv) temperature; (v) humidity; (vi) evaporation; (vii) wind velocity and direction; and (viii) snowfall, as applicable. (2) The frequency of data measurement through the appropriate instruments shall be once a day or more depending upon the requirement, the instruments are to be placed at the dam site or at around 250 m radius from any abutment and the discharge measurement at the dam site shall be through a well calibrated rating curve which shall be updated every two years. (3) Every owner of the specified dam shall install well-designed hydro- meteorological instrumentation network for inflow forecasting and flood warning.
