S.O. 78(E).—In exercise of the powers conferred by sub-section (3) of Section 3 of the
Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the
Government of India in the erstwhile Ministry of Environment and Forests Number S.O. 1533(E),
dated the 14th September, 2006 (hereinafter referred to as the said Gazette notification), the Central
Government, for the purpose of assisting the State Level Environment Impact Assessment Authority
(SEIAA), Madhya Pradesh (hereinafter in this notification referred to as the said Authority), in
consultation with the State Government of Madhya Pradesh, hereby constitutes the Second State
Expert Appraisal Committee( hereinafter referred to as SEAC-2) from the date of publication of this
notification in the official Gazette, for appraisal of all the projects related to Mining activities, in the
State of Madhya Pradesh, comprising of the following Members, namely :-

2. The recommendations of the SEAC-2, shall be taken into consideration by the said Authority
for its decision.
3. The Chairman and Members of the SEAC-2, shall hold office for a period of three years from
the date of publication of this notification in the official Gazette.
4. The SEAC-2 shall exercise such powers and follow such procedures as are enumerated in the
said Gazette notification.
5. The SEAC-2 shall function on the principle of collective responsibility and the Chairman
shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the opinion of

6. The State Government of Madhya Pradesh shall notify an agency to act as Secretariat for the
SEAC-2, and shall provide all financial and logistic support including accommodation,
transportation and such other facilities in respect of all its statutory functions.
7. The sitting fee, travelling allowance and dearness allowance to the Chairman and Members of
SEAC-2 shall be paid in accordance with the existing rules of the State Government of Madhya
Pradesh.
