New Delhi, the 19th September, 2018
S.O. 4913(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile
Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as
the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment
Authority, Kerala (hereinafter referred to as the Authority, Kerala) comprising of the following Members, namely: -

2. The Chairman and Members of the Authority, Kerala shall hold office for a term of three years from the date of
publication of this notification in the Official Gazette.
3. The Authority, Kerala shall exercise such powers and follow such procedures as specified in the said

4. The Authority, Kerala shall take its decision on the recommendations of the State Level Expert Appraisal
Committee (SEAC) constituted under paragraph 5 for the State of Kerala.

6. The Chairman and Members of SEAC, Kerala shall hold office for a term of three years from the date of
publication of this notification in the Official Gazette.
7. The SEAC, Kerala shall exercise such powers and follow such procedures as specified in the said notification.
8. The SEAC, Kerala shall function on the principle of collective responsibility and the Chairman shall endeavor to
reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail.
9. The Government of Kerala shall notify an agency to act as Secretariat for the Authority, Kerala and SEAC,
Kerala and the Secretariat shall provide all financial and logistic support including accommodation, transportation and
such other facilities in respect of all their statutory functions.
10. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority,
Kerala and SEAC, Kerala shall be paid as per the rules of the State Government of Kerala.
