New Delhi, the 11th October, 2019
S.O. 3701(E).— In exercise of the powers conferred by sub-section (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile
Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as
the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment
Authority, Andaman and Nicobar (hereinafter referred to as the Authority, Andaman and Nicobar) comprising of the
following Members, namely:—

2. The Chairman and Members of the Authority, Andaman and Nicobar shall hold office for a term of three years
from the date of publication of this notification in the Official Gazette.
3. The Authority, Andaman and Nicobar shall exercise such powers and follow such procedures as specified in the
said notification.
4. The Authority, Andaman and Nicobar shall take its decision on the recommendations of the State Level Expert
Appraisal Committee constituted under paragraph 5 for the State of Andaman and Nicobar.
5. For the purpose of assisting the Authority, Andaman and Nicobar, the Central Government in consultation with
the State Government of Andaman and Nicobar, hereby constitutes the State Level Expert Appraisal Committee
(hereinafter referred to as SEAC, Andaman and Nicobar) comprising of the following Members, namely:-

6. The Chairman and Members of SEAC, Andaman and Nicobar shall hold office for a term of three years from
the date of publication of this notification in the Official Gazette.
7. The SEAC, Andaman and Nicobar shall exercise such powers and follow such procedures as specified in the
said notification.
8. The SEAC, Andaman and Nicobar shall function on the principle of collective responsibility and the Chairman
shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall
prevail.
9. The Government of Andaman and Nicobar shall notify an agency to act as Secretariat for the Authority,
Andaman and Nicobar and SEAC, Andaman and Nicobar and the Secretariat shall provide all financial and logistic
support including accommodation, transportation and such other facilities in respect of all their statutory functions.
10. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority,
Andaman and Nicobar and SEAC, Andaman and Nicobar shall be paid as per the rules of the State Government of
Andaman and Nicobar.
