New Delhi, the 14th August, 2018
S.O. 3978(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile
Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as
the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment
Authority,Uttarakhand(hereinafter referred to as the Authority,Uttarakhand) comprising of the following Members,
namely: -
(1) Dr. Sharad Singh Negi, IFS (Retd.), - Chairman;

2. The Chairman and Members of the Authority,Uttarakhand shall hold office for a term of three years from the
date of publication of this notification in the Official Gazette.
3. The Authority,Uttarakhand shall exercise such powers and follow such procedures as specified in the said
notification.
4. The Authority,Uttarakhand shall base its decision on the recommendations of the State Level Expert
Appraisal Committee (SEAC) constituted under paragraph 5 of this notification for the State of Uttarakhand.
5. For the purposes of assisting the Authority,Uttarakhand, the Central Government, in consultation with the
Government of Uttarakhand, hereby constitutes the State Level Expert Appraisal Committee, Uttarakhand(hereinafter
referred to as SEAC, Uttarakhand)comprising of the following Chairman and Members, namely :-

date of publication of this notification in the Official Gazette.
7. The SEAC,Uttarakhand shall exercise such powers and follow such procedures as specified in the said
notification.
8. The SEAC,Uttarakhand shall function on the principle of collective responsibility and the Chairman shall

9. The Government of Uttarakhand shall notify an agency to act as Secretariat for the Authority,Uttarakhand and
SEAC, Uttarakhand, and shall provide all financial and logistic support including accommodation, transportation and
such other facilities in respect of all their statutory functions.
10. The sitting fee, travelling allowance and dearness allowance to the Chairman and Members of the
Authority,Uttarakhand and the Chairman and Members of the SEAC, Uttarakhandshall be paid in accordance with the
relevant rules of the Government of Uttarakhand.
