## Report on the Transparent Float Glass Quality Control Order, 2021
**1. Executive Summary:**
This report analyzes the "Transparent Float Glass Quality Control Order, 2021" based solely on the provided official text. The Order mandates compulsory use of the Standard Mark for transparent float glass conforming to Indian Standard IS 14900: 2018. This ensures that domestically sold transparent float glass meets specified quality standards. The key finding is that this order replaces a previous order from 2019, signifying an update or refinement in the quality control framework. The policy will come into effect on April 1, 2022.
**2. Introduction:**
This report aims to provide a comprehensive overview of the "Transparent Float Glass Quality Control Order, 2021," as published in the Gazette of India, based solely on the information presented within the provided policy document. The analysis will focus on the Order's objectives, provisions, and potential implications for relevant stakeholders, specifically industry members.
**3. Policy Overview:**
* This Order supersedes the "Transparent Float Glass Quality Control Order, 2019."
* **Core Objective:** To ensure the quality of transparent float glass manufactured and sold within India, thereby protecting public interest (inferred from the text).
**4. Background and Rationale:**
The policy text indicates that this is a *new* policy superseding a previous order. Given that the previous order is being superseded, the likely reason for this new order is to update, refine, or strengthen the existing quality control measures for transparent float glass. The new order potentially addresses shortcomings or introduces improvements compared to the superseded 2019 order.
**5. Key Provisions / Changes:**
This is a *new* policy replacing an old one, so we focus on the new policy in its entirety.
* **Compulsory Standard Mark:** The core provision is the mandatory use of the Standard Mark, issued under license from the Bureau of Indian Standards (BIS), for all transparent float glass conforming to Indian Standard IS 14900: 2018. Compliance is mandated as per Scheme I of Schedule II of the Bureau of Indian Standard Conformity Assessment Regulations, 2018.
* **Applicable Standard:** The transparent float glass must adhere to the "Transparent Float Glass Specification" outlined in Indian Standard IS 14900: 2018. The latest version of the standard and any subsequent amendments will apply from the date of notification by the Bureau of Indian Standards.
* **Exemption for Exports:** The Order explicitly states that it does *not* apply to transparent float glass intended for export.
**6. Target Audience and Stakeholders:**
Based on the text, the primary target audience and directly affected stakeholders are:
* Manufacturers and producers of transparent float glass within India.
* Importers of transparent float glass intended for sale within India.
* The Bureau of Indian Standards (BIS), as the certifying and enforcement authority.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Bureau of Indian Standards (BIS) is designated as both the certifying and enforcement authority.
* **Timeline:** The Order comes into effect on April 1, 2022.
* **Certification Process:** Manufacturers must obtain a license from BIS to use the Standard Mark, following the procedures outlined in Scheme I of Schedule II of the Bureau of Indian Standard Conformity Assessment Regulations, 2018.
* **Enforcement:** BIS is responsible for ensuring compliance with the Order, likely through inspections and other enforcement mechanisms.
**8. Expected Outcomes / Impact of Changes:**
* **Improved Quality:** The policy aims to ensure that transparent float glass available in the Indian market meets a minimum quality standard, as defined by IS 14900: 2018.
* **Consumer Protection:** By mandating adherence to quality standards, the policy indirectly protects consumers by ensuring they receive products that meet specified performance criteria.
* **Increased Compliance Costs:** Domestic manufacturers will likely incur costs associated with obtaining BIS certification and ensuring their products comply with IS 14900: 2018.
* **Market Advantage for Certified Products:** Products bearing the Standard Mark will likely gain a competitive advantage, as consumers may perceive them as higher quality and more reliable.
**9. Conclusion:**
The "Transparent Float Glass Quality Control Order, 2021" establishes a mandatory quality control framework for transparent float glass manufactured and sold in India, superseding a similar order from 2019. It requires manufacturers to obtain certification from the Bureau of Indian Standards (BIS) and affix the Standard Mark to products conforming to IS 14900: 2018. This Order signifies a continued emphasis on quality standards within the industry and aims to protect consumer interests by ensuring the availability of quality transparent float glass in the Indian market. The Order's implementation, effective April 1, 2022, will likely impact manufacturers, importers, and consumers within the transparent float glass sector.
