L.-33004/99 सी.जी.-डी.एल.-अ.-06012025-259973 xxxGIDHxxx CG-DL-E-06012025-259973 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 24] नई दिल्ली, सोमवार, िनवरी 6, 2025/पौष 16, 1946 No. 24] NEW DELHI, MONDAY, JANUARY 6, 2025/PAUSHA 16, 1946 राष्ट्रीय होम्योपथै ी आयोग अजधसचू ना नई दिल् ली, 3 िनवरी, 2025 फा. स.ं 3-34/2023/एनसीएच/एचईबी/सीसी/पीटी.आई.—राष्ट्रीय होम्योपैथी आयोग अजधजनयम, 2020 (2020 का 15) की धारा 55 की उपधारा (1) और उपधारा (2) के खंड (एच), (आई), (क्य)ु , (एस) और (टी) द्वारा प्रित्त िजियों का प्रयोग करते हुए, राष्ट्रीय होम्योपैथी आयोग, राष्ट्रीय होम्योपैथी आयोग (होम्योपैथी स्नातक जडग्री पाठ्यक्रम – होम्योपैथी जचदकत्सा और िल्य जचजिसा स्नातक (बीएचएमएस) जवजनयम- 2022 म ें संिोधन करन े के जलए जनम्नजलजखत जवजनयम बनाता ह,ै नामत: - 1. सजं िप्त नाम और प्रारंभ.- (1) इन जवजनयमों को राष्ट्रीय होम्योपैथी आयोग (होम्योपैथी स्नातक जडग्री पाठ्यक्रम - होम्योपैजथक जचदकत्सा एवं िल्य जचदकत्सा स्नातक (बीएचएमएस) संिोधन जवजनयम, 2025 कहा िाएगा। (2) य ेसरकारी रािपत्र म ेंप्रकािन की जतजथ स ेलाग ूहोंग।े 2. राष्ट्रीय होम्योपैथी आयोग (होम्योपैथी स्नातक जडग्री पाठ्यक्रम - होम्योपैजथक जचदकत्सा और िल्य जचदकत्सा स्नातक (बीएचएमएस) जवजनयम, 2022 (जिसे इसके बाि मख्ु य जवजनयम कहा िाएगा) में, जवजनयम 3 को उसके उप- जवजनयम (1) के रूप में क्रमांदकत दकया िाएगा और उप-जवजनयम (1) को इस प्रकार पनु ः क्रमांदकत करन े के पश्चात, जनम्नजलजखत उप-जवजनयम (2) को अंतःस्ट्थाजपत दकया िाएगा, नामत: - 141 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (2) होम्योपैथी स्नातक जडग्री पाठ्यक्रम के उद्दश्े य: (क) राष्ट्रीय लक्ष्य: स्नातक पाठ्यक्रम के अतं में, मेजडकल छात्र जनम्नजलजखत में सिम होना चाजहए: (i) होम्योपैथी की ताकत, समाि और व्यजि की स्ट्वास्ट््य िेखभाल म ें इसकी उपयोजगता और सीमाओं को पहचानना; (ii) स्ट्वास्ट््य िेखभाल के प्रभावी जवतरण के जलए जचदकत्सा सेवाओं के एकीकरण को सीखना ; (iii) राष्ट्रीय स्ट्वास्ट््य नीजत और “सभी के जलए स्ट्वास्ट््य” के उद्दश्े य को राष्ट्रीय लक्ष्य और सभी नागररकों के स्ट्वास्ट््य अजधकार के रूप में पहचानना तथा इस सामाजिक जिम्मेिारी की प्राजप्त के जलए प्रजििण प्राप्त करना । (iv) सामान्य रोगों के प्रोत्साहन, जनवारक, उपचारात्मक और पनु वाास संबंधी पहलुओं को िाजमल करत े हुए समग्र िजृ िकोण के साथ होम्योपैथी जचदकत्सा -अभ्यास में ििता हाजसल करना ; (v) वैज्ञाजनक िजृ िकोण जवकजसत करना, पेिे म ें ििता के जलए िैजिक अनुभव प्राप्त करना और होम्योपैथी के जसद्ांतों के आधार पर स्ट्वस्ट्थ िीवन को बढावा िेना ; (vi) राष्ट्रीय आकांिाओं को परू ा करने के जलए जचदकत्सीय नैजतकता का पालन करत े हुए तथा सामाजिक और पेिेवर िाजयत्वों को पूरा करत े हुए एक अनुकरणीय नागररक बनना ; (vii) होम्योपैथी को कायम रखने के जलए कौिल जवकजसत करना तथा इसे उत्साह के साथ अभ्यास करना तादक यह अन्य वैज्ञाजनक उपचार पद्जतयों के समानांतर खडी हो। (ख) संस्ट्थागत लक्ष्य: राष्ट्रीय लक्ष्यों के अनरूु प, प्रत्येक होम्योपैजथक जचदकत्सा संस्ट्थान को प्रजिजित होम्योपैजथक पेिेवरों को तैयार करने के जलए संस्ट्थागत लक्ष्यों को जवकजसत करना चाजहए। होम्योपैजथक जचदकत्सा संस्ट्थान स े जनकलने वाल े स्नातक छात्रों को जनम्नजलजखत करना चाजहए:- (i) व्यजि और समुिाय की स्ट्वास्ट््य समस्ट्याओं के नैिाजनक जनिान और होम्योपैजथक प्रबंधन में सिम होना, प्राथजमक, माध्यजमक या तृतीयक स्ट्तर पर स्ट्वास्ट््य टीम के सिस्ट्य के रूप में उसकी जस्ट्थजत के अनुरूप, इजतहास, िारीररक परीिण और प्रासंजगक िांच के आधार पर अपन ेनैिाजनक कौिल का उपयोग करना; (ii) स्ट्वास्ट््य समस्ट्याओं के जलए जनवारक, प्रोत्साहक, उपचारात्मक, उपिामक और पुनवाासात्मक तरीके स े होम्योपैजथक औषजधयों का वैज्ञाजनक रूप से उपयोग करने म ेंसिम होना; (iii) जवजभन्न जचदकत्सीय पद्जतयों के उपयोग के औजचत्य को समझना तथा आवश्यकता पडन े पर क्रॉस-रेफरल की सहायता लेना ; (iv) स्ट्वास्ट््य को प्रभाजवत करन े वाले सामाजिक-मनोवैज्ञाजनक, सांस्ट्कृजतक, आर्थाक और पयाावरणीय कारकों को समझने में सिम होना तथा पिे ागत जिम्मेिाररयों का जनवाहन करत े समय मरीिों के प्रजत मानवीय िजृ िकोण जवकजसत करना; (v) सामुिाजयक स्ट्वास्ट््य समस्ट्याओं की पहचान करने म ें सिम होना तथा होम्योपैजथक जसद्ांतों के अनुसार सुधारात्मक किमों को समझकर, उसके अनुरूप तैयार करके, लागू करके तथा ऐस े उपायों के पररणामों का मूल्यांकन करके इनके समाधान के जलए काया करना सीखना; (vi) पयाावरणीय जस्ट्थरता के प्रजत सवं ेिनिीलता जवकजसत करना तथा जिम्मेिारी और प्रजतबद्ता के साथ इसे प्राप्त करने के जलए सामुिाजयक काया में संलग्न होना; (vii) आलोचनात्मक चचंतन, साक्ष्य-आधाररत अभ्यास म ें प्रजिजित होना चाजहए तथा पेिेवर काय ा के जलए आवश्यक अनुसंधान योग्यता और िस्ट्ताविे ीकरण कौिल से यिु होना चाजहए; (viii) आिीवन सीखने की प्रवृजत्त रखना तथा अभ्यास की पररजस्ट्थजतयों की मांग के अनुसार ििताओं को जवकजसत करने के जलए तैयार रहना ; (ix) उन बुजनयािी कारकों स े पररजचत होना िो होम्योपैथी के साथ राष्ट्रीय स्ट्वास्ट््य कायाक्रमों के कायाान्वयन और एकीकरण के जलए आवश्यक ह,ैं जिनम ें पररवार कल्याण और मातृ एव ं जिि ु स्ट्वास्ट््य (एमसीएच), स्ट्वच्छता और िल आपूर्त,ा संक्रामक और गरै -संक्रामक रोगों की रोकथाम और जनयंत्रण, टीकाकरण और स्ट्वास्ट््य जििा के व्यावहाररक पहल ू िाजमल ह;ैं[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (x) स्ट्वास्ट््य िेखभाल जवतरण, सामान्य और अस्ट्पताल प्रबंधन, प्रमुख सूची कौिल और परामिा में होम्योपैथी स े संबंजधत मानव संसाधन, सामग्री और संसाधन प्रबंधन के िेत्र में बुजनयािी प्रबंधन कौिल हाजसल करना ; (xi) स्ट्वास्ट््य िेखभाल टीमों म ें एक सदक्रय और जिम्मेिार भागीिार के रूप म ें काम करन े म ें सिम होना और सहकर्मायों, रोजगयों और बडे पमै ाने पर समुिाय के साथ संचार कौिल में ििता हाजसल करना; (xii) जवजभन्न प्रकार की स्ट्वास्ट््य िेखभाल व्यवस्ट्थाओं म ेंकाम करने म ें सिम होना चाजहए ; और (xiii) पेिेवर िीवन के जलए आवश्यक व्यजिगत जविेषताओं और िजृ िकोणों को जवकजसत करना िैसे व्यजिगत ईमानिारी, जिम्मेिारी की भावना, भरोसेमंिता और अन्य व्यजियों के साथ संबंध बनान े या उनके प्रजत चचंता दिखाने की िमता"। 3. मूल जवजनयमों के जवजनयम 4 के उप-जवजनयम (1) में ,- (i) खंड (क) के स्ट्थान पर जनम्नजलजखत प्रजतस्ट्थाजपत दकया िाएगा, अथाात:् - “(क) अभ्यथी न े भौजतकी, रसायन जवज्ञान , िीव जवज्ञान या िैव प्रौद्योजगकी जवषयों के साथ 10 +2 (या समकि) उत्तीणा दकया होगा।” (ii) खंड (ग) को हटा दिया िाएगा दकया िाएगा। (iii) उप-जवजनयम (12) के पश्चात ्जनम्नजलजखत उप-जवजनयम अंतःस्ट्थाजपत दकया िाएगा, अथाात:- (13) 'केन्रीय सरकार या राज्य सरकार या संघ राज्य िेत्र परामिा प्राजधकरण आबंरटत जवद्यार्थायों का सम्पूणा डाटा समय - समय पर आयोग द्वारा जनर्िाि प्रारूप में राष्ट्रीय होम्योपैथी आयोग को सत्यापन के जलए जनजश्चत समय अवजध में प्रस्ट्ततु करेगा । 4. मूल जवजनयमों के जवजनयम 5 में, ताजलका-1 में, कॉलम (2 ) के अंतगात क्रम संख्या (4) के सामने की प्रजवजि में, चौथे के बाि िब्ि और कोष्ठक “(अंजतम)” का हटा दिया िाएगा। 5. मूल जवजनयमों के जवजनयम 7 म,ें उप-जवजनयम (2) के पश्चात जनम्नजलजखत उप-जवजनयम अंतःस्ट्थाजपत दकया िाएगा, अथाात:- (3) "स्नातक स्ट्तर पर योग्यता आधाररत गजतिील पाठ्यक्रम - होम्योपैथी जििा बोड ा समय-समय पर राष्ट्रीय होम्योपैथी आयोग की वेबसाइट पर योग्यता आधाररत गजतिील पाठ्यक्रम और उसके पररणाम उद्दश्े यों को प्रकाजित करेगा। पाठ्यक्रम के मानक बिलते स्ट्वास्ट््य सेवा पररिश्ृ य के साथ समय-समय पर संिोधन का जवषय ह।ैं योग्यता आधाररत गजतिील पाठ्यक्रम िस्ट्तावेज़ म ें संिोधन केवल आयोग की बैठकों म ें आयोग से अनुमोिन के बाि ही दकया िाएगा।" 6. मूल जवजनयमों के जवजनयम 9 म,ें - (i) खंड (15) के पश्चात ्जनम्नजलजखत स्ट्पिीकरण अतं ःस्ट्थाजपत दकया िाएगा, अथाात:- स्ट्पिीकरण :- जसद्ांत और प्रायोजगक परीिाएं एक ही जवषय के िो घटक ह ैं। यदि छात्र दकसी एक घटक या िोनों म ें अनुत्तीणा होता ह ै तो उस े जवषय में अनुत्तीण ा माना िाएगा और ऐसे मामले म ें छात्र को जसद्ांत और प्रायोजगक िोनों परीिाओं म ें बैठना होगा। (ii) उप-जवजनयम (17) के खडं (ख) का हटा दिया िाएगा; (iii) उप-जवजनयम (24) म,ें खडं (क) में, िब्ि “अंजतम” के स्ट्थान पर िब्ि “सभी” प्रजतस्ट्थाजपत दकया िाएगा। 7. मूल जवजनयम के जवजनयम 11 में,- (i) उप-जवजनयम (1) के खडं (ख) म,ें िब्ि "अंजतम" िहां कहीं भी आता ह,ै हटा दिया िाएगा; (ii) ताजलका-8 के स्ट्थान पर जनम्नजलजखत ताजलका प्रजतस्ट्थाजपत की िाएगी;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ताजलका-8 [मल्ू याकं न योिना (प्रारंजभक एव ंयोगात्मक)] क्रम व्यावसाजयक पाठ्यक्रम पिे ेवर पाठ्यक्रम की सत्र सख्ं या (1) (2) (3) प्रथम सत्र जद्वतीय सत्र ततृ ीय सत्र और जवश्वजवद्यालय परीिा (क) (ख) (ग) (1) प्रथम होम्योपजै थक जचदकत्सा एव ं िल्य प्रथम पीए िसू रा पीए तीसरा प्रथम पेिेवर होम्योपैजथक जचदकत्सा एवं जचदकत्सा स्नातक (बीएचएमएस)। और प्रथम और िसू रा पीए िल्य जचदकत्सा स्नातक (बीएचएमएस) टीटी-1 टीटी-2 परीिा (यूई) पहला सत्र िसू रा सत्र और जवश्वजवद्यालय परीिा (2) जद्वतीय पेिेवर होम्योपैजथक जचदकत्सा प्रथम पीए और प्रथम िसू रा पीए जद्वतीय पेिेवर होम्योपैजथक जचदकत्सा एवं िल्य जचदकत्सा स्नातक टीटी-1 एवं िल्य जचदकत्सा स्नातक (बीएचएमएस)। (बीएचएमएस) परीिा (यूई) (3) तृतीय पेिेवर होम्योपैजथक जचदकत्सा एवं प्रथम पी.ए. और िसू रा पीए तृतीय पेिेवर होम्योपैजथक जचदकत्सा एवं िल्य जचदकत्सा स्नातक प्रथम टी.टी. िल्य जचदकत्सा स्नातक (बीएचएमएस) (बी.एच.एम.एस.)। परीिा (यूई) (4) चौथा पेिेवर होम्योपैजथक जचदकत्सा प्रथम पी.ए. और िसू रा पीए चतुथा पेिेवर होम्योपजै थक जचदकत्सा एव ं और िल्य जचदकत्सा स्नातक प्रथम टी.टी. िल्य जचदकत्सा स्नातक (बीएचएमएस) (बीएचएमएस)। परीिा (यईू ) पीए: आवजधक मूल्यांकन; No. 3-34/2023/NCH/HEB/C.C/Pt.I.—In exercise of the powers conferred by sub-section (1) and clauses (h), (i), (q), (s) and (t) of sub-section (2) of section 55 of the National Commission for Homoeopathy Act, 2020 (15 of 2020), the National Commission for Homoeopathy hereby makes the following regulations to amend the National Commission for Homoeopathy (Homoeopathy Graduate Degree Course – Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S). Regulations- 2022, namely:- 1. Short title and commencement. – (1) These regulations may be called the National Commission for Homoeopathy (Homoeopathy Graduate Degree Course – Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S.) Amendment Regulations 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the National Commission for Homoeopathy (Homoeopathy Graduate Degree Course – Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S.) Regulations, 2022 (hereinafter referred to as principal regulations), regulation 3 shall be numbered as sub-regulation (1) thereof, and after re-numbering of sub- regulation (1) as so re-numbered, the following sub-regulation (2) shall be inserted, namely:-6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “(2) Objectives of Homoeopathy Graduate Degree Course: (a) National Goals: At the end of undergraduate course, the medical student should be able to: (i) Recognise the strength of homoeopathy, its applicability and limitations in health care of society and the individual; (ii) Learn the integration of medical services for effective delivery of health care; (iii) Recognise the purpose of the National Health Policy and “Health for all” as a national goal and health right of all citizens and undergo training to achieve the realization of this social responsibility. (iv) Achieve competence in the practice of homoeopathy with holistic approach, encompassing promotive, preventive, curative and rehabilitative aspects of common diseases; (v) Develop a scientific temper, acquire educational experience for proficiency in profession and promote healthy living based on the tenets of homoeopathy; (vi) Become an exemplary citizen by observing medical ethics and fulfilling social and professional obligations so as to respond to national aspirations; (vii) Develop skills to perpetuate homoeopathy and practice it with zeal so that it stands parallel to other scientific healing methods. (b) Institutional Goals: In consonance with the national goals, each homoeopathic medical institution should evolve institutional goals to define the kind of trained homoeopathic professionals they intend to produce. The undergraduate students coming out of a homoeopathic medical institute should:- (i) be competent in clinical diagnosis and homoeopathic management of health problems of the individual and the community, commensurate with his/her position as a member of the health team at the primary, secondary or tertiary levels, using his/her clinical skills based on history, physical examination and relevant investigations; (ii) be competent to use homoeopathic medicines scientifically for health problems in preventive, promotive, curative palliative and rehabilitative mode; (iii) appreciate the rationale for the use of different therapeutic modalities & engage in cross- referral when required; (iv) be able to appreciate the socio-psychological, cultural, economic and environmental factors affecting health and develop a humane attitude towards patients in discharging professional responsibilities; (v) be able to identify community health problems and learn to work to resolve these by understanding, designing, instituting corrective steps as per homoeopathic principles and evaluating outcome of such measures; (vi) develop sensitivity to environmental sustainability and engage in community work towards achieving it with responsibility and commitment; (vii) be trained in critical thinking, evidence-based practice and possess research aptitude and documentation skills necessary in professional work; (viii) possess the attitude for lifelong learning and be ready to develop competencies as and when conditions of practice demand it; (ix) be familiar with the basic factors which are essential for the implementation and integration of the National Health Programmes with homoeopathy including practical aspects of Family Welfare and Mother and Child Health (MCH), Sanitation and water supply, Prevention and control of communicable and non-communicable diseases, Immunization and Health Education; (x) acquire basic management skills in the area of human resources, materials and resource management related to homoeopathy in health care delivery, general and hospital management, principal inventory skills and counselling; (xi) be able to work as an active and responsible partner in health care teams and acquire proficiency in communication skills with colleagues, patients and the community at large; (xii) be competent to work in a variety of health care settings; and (xiii) develop personal characteristics and attitudes required for professional life such as personal integrity, sense of responsibility, dependability and ability to relate to or show concern for other individuals”.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 3. In regulation 4 of the principal regulations, in sub-regulation (1),- (i) for clause (a), the following shall be substituted, namely:- “(a) the candidate shall have passed 10 +2 (or equivalent) with subjects of Physics, Chemistry, Biology or Biotechnology.”; (ii) clause (c), shall be omitted. (iii) After sub-regulation (12), the following sub-regulation shall be inserted, namely:- “(13) ‘The Central Government or the State Government or the Union Territory counseling authority shall submit complete data of allotted students to the National Commission for Homoeopathy in the format, within the time line specified by Commission from time to time for verification.”. 4. In regulation 5 of the principal regulations, in Table-1, in the entry against serial number (4) under column (2), the word and brackets “(Final)” after Fourth shall be omitted 5. in regulation 7 of the principal regulations, after sub-regulation (2) following sub-regulation shall be inserted, namely:- “(3) Competency Based Dynamic Curriculum at Graduate level – the Homoeopathy Education Board shall publish the competency based dynamic curriculum and the outcome objectives of the same from time to time on the National Commission for Homoeopathy website. The curriculum standards are subject to modification from time to time with the changing healthcare scenario. The Competency Based Dynamic Curriculum document modifications shall only be done after approval from the Commission in the meetings of Commission.” 6. In regulation 9 of the principal regulations,- (i) After clause (15), the following explanation shall be inserted, namely:- “Explanation:- Theory and practical examinations are two components of same subject. If student fails in any one of the component or both it shall be treated as failed in the subject and in such case, the student shall appear for both theory and practical examinations.”; (ii) clause (b) of sub-regulation (17) shall be omitted; (iii) in sub-regulation (24), in clause (a), for the word “final”, the word “all” shall be substituted. 7. (iii) in sub-regulation (2), for clause (a), the following clause shall be substituted namely:- “(a) University examinations conducted at the end of each professional Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S.) course shall be the Summative Assessment which shall include the complete syllabus for the respective professional year.”; 8. In regulation 14 of the principal regulations, in sub-regulation (1), for sub clause (c), the following shall be substituted, namely:- “The student shall be eligible to join the compulsory internship programme after passing all the subjects from First to Fourth Professional examination including six electives and after getting provisional registration Certificates from respective State Board or Council for Compulsory Rotatory Internship.” 10. In regulation 18 of the principal regulations, in sub-regulation (1), the word “Final” shall be omitted.
