## Report on the Indian Administrative Service Pay Second Amendment Rules, 2021
**1. Executive Summary:**
This report analyzes the Indian Administrative Service (IAS) Pay Second Amendment Rules, 2021, based on the official notification published in the Gazette of India. This amendment modifies Schedule II of the Indian Administrative Service Pay Rules, 2016, specifically concerning the pay structure for IAS officers serving under the State Government of Odisha. The amendment revises the pay matrix levels for specific posts in Odisha, impacting the compensation and potentially the career progression of IAS officers holding those positions. The key finding is that the amendment focuses on restructuring the pay scales for high-level administrative positions within the Odisha state government.
**2. Introduction:**
The purpose of this report is to provide a comprehensive overview of the Indian Administrative Service Pay Second Amendment Rules, 2021, as detailed in the provided government notification. The analysis focuses on understanding the changes introduced by this amendment and its potential impact on the relevant stakeholders, based solely on the information presented in the text.
**3. Policy Overview:**
* **Amendment to:** The Indian Administrative Service Pay Rules, 2016.
* **Core Objective(s):** The core objective, as inferred from the text, is to revise and update the pay scales and corresponding matrix levels for specific posts held by IAS officers within the State Government of Odisha. This likely aims to ensure appropriate compensation and alignment of pay with responsibilities.
**4. Background and Rationale:**
This amendment appears to be driven by the need to periodically review and adjust the pay structure for IAS officers to reflect changes in responsibilities, organizational structure, or the overall economic climate within the State Government of Odisha. The amendment likely aims to address any discrepancies or inconsistencies in the existing pay scales and to ensure fair and competitive compensation for senior administrative roles. The text doesn't explicitly state the reason, but it is reasonable to infer a need for realignment of pay with responsibilities or market standards.
**5. Key Provisions / Changes:**
This amendment focuses specifically on changes within Schedule II of the Indian Administrative Service Pay Rules, 2016, which relates to posts carrying pay above the Senior Scale of pay and in the Senior Scale of pay of the Indian Administrative Service under the State Governments.
* **Specific Part Changed:** The amendment modifies Part A (Posts carrying pay above the Senior Scale) and Part B (Posts carrying pay in the Senior Scale) of Schedule II specifically for the State of Odisha.
* **New Rule/Provision:**
* **Part A:** Level 17 in the pay matrix is assigned to posts such as Chief Secretary, Member of the Board of Revenue, Chief Administrator KBK, and Development Commissioner-cum-ACS Secretary to Government, Planning Coordination Department. Level 15 is assigned to posts such as Agriculture Production Commissioner, Principal Secretary to Government, Director General, Training Coordination, Gopabandhu Academy of Administration, Bhubaneswar, Principal Secretary to Governor, and Resident Commissioner, New Delhi. Level 14 is assigned to posts such as Revenue Divisional Commissioner, Commissioner, Commercial Taxes, Transport Commissioner, Commissioner-cum-Secretary to Chief Minister, Commissioner-cum-Secretary/Special Secretary to Government, and Special Relief Commissioner.
* **Part B:** Lists numerous positions in the Senior Scale, without specifying individual pay levels in this amendment text. Instead, it simply substitutes the entire list of positions. This substitution indicates an update to the roles that fall under the Senior Scale for IAS officers in Odisha. Positions listed include Secretary, Additional Secretary, Joint Secretary, Deputy Secretary, Secretary, Board of Revenue, and many others.
* **Difference/Effect of the Change:** These changes directly impact the salary and allowances received by IAS officers holding the specified posts in Odisha. Adjusting pay matrix levels can influence career progression and potentially improve morale and retention within the IAS cadre in the state. Replacing the list of positions under Part B ensures the roles and responsibilities that fall within the senior scale are current.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are:
* IAS officers serving under the State Government of Odisha, particularly those holding the positions explicitly mentioned in the amendment.
* The State Government of Odisha, particularly the Department of Personnel and Training, which is responsible for implementing and administering the pay rules.
* The Central Government, specifically the Ministry of Personnel, Public Grievances and Pensions, which oversees the All India Services.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Department of Personnel and Training, State Government of Odisha, is responsible for implementing these amended rules.
* **Timelines/Procedures:** The amendment came into force on the date of its publication in the Official Gazette (February 9, 2021). The implementation would involve updating payroll systems and issuing revised pay slips to affected officers.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of these changes are:
* Fair and competitive compensation for IAS officers serving in key positions within the Odisha state government.
* Improved morale and potentially reduced attrition among IAS officers.
* A more streamlined and transparent pay structure that accurately reflects the responsibilities and complexities of different roles.
* The updating of roles within the senior scale ensures that the roles and responsibilities that fall within this group are current.
**9. Conclusion:**
The Indian Administrative Service Pay Second Amendment Rules, 2021, represent a revision to the pay structure for IAS officers serving under the State Government of Odisha. By adjusting the pay matrix levels for specific posts and updating the positions within the senior scale, this amendment aims to ensure fair compensation, improve morale, and streamline the administrative structure. The changes are significant for affected IAS officers and the Odisha state government, warranting careful implementation and communication.
