Okay, I understand. Here's the policy analysis report based on the provided text:
**Policy Analysis Report: Amendment to Indian Administrative Service Fixation of Cadre Strength Regulations, 1955**
**1. Executive Summary:**
This report analyzes the "Indian Administrative Service Fixation of Cadre Strength Third Amendment Regulations, 2021" (hereafter referred to as "the Amendment"), as published in the Gazette of India on July 1, 2021. The Amendment modifies the Indian Administrative Service Fixation of Cadre Strength Regulations, 1955, specifically concerning the cadre strength for the state of Uttarakhand. The key finding is a restructuring of the Senior Duty Posts within the Uttarakhand cadre, leading to a revised Total Authorised Strength. This analysis is based solely on the provided text.
**2. Introduction:**
This report aims to provide an informative overview and analysis of the "Indian Administrative Service Fixation of Cadre Strength Third Amendment Regulations, 2021." This analysis is based solely on the provided policy text and focuses on understanding the specific changes introduced by the amendment.
**3. Policy Overview:**
* This is an *amendment* to the Indian Administrative Service Fixation of Cadre Strength Regulations, 1955.
* **Core Objective:** The core objective of the amendment, as inferred from the text, is to revise the cadre strength and allocation of posts for the Indian Administrative Service (IAS) in the state of Uttarakhand. The amendment seeks to update the distribution of Senior Duty Posts and adjust the overall authorized strength to meet the evolving administrative needs of the state.
**4. Background and Rationale:**
* **Rationale for this Amendment:** The amendment likely arises from a need to adjust the distribution of IAS officers within Uttarakhand to better align with the current administrative requirements and priorities of the state. The restructuring of Senior Duty Posts suggests a reassessment of departmental needs and potentially reflects changes in the state's governance structure or emerging challenges. The change in the total authorised strength from 120 to 126 suggests increased demand for IAS officers in the state.
**5. Key Provisions / Changes:**
The primary change introduced by this amendment is a *complete substitution* of the previous entry for "Uttarakhand" in the Schedule of the Indian Administrative Service Fixation of Cadre Strength Regulations, 1955. This includes:
* **Specific Part Changed:** The entire section pertaining to Uttarakhand within the "Schedule" of the original regulations is being replaced.
* **New Rule/Provision:** The *new* entry for Uttarakhand details the following:
* Lists 69 specific "Senior Duty Posts under the State Government," assigning specific roles and departments to each. Examples include "Chief Secretary," "Chairman UJVNL," "Principal Secretary to Government," and "District Magistrate".
* Specifies allocations for "Central Deputation Reserve," "State Deputation Reserve," "Training Reserve," and "Leave Reserve and Junior Posts Reserve" as percentages of the Senior Duty Posts.
* Sets a limit on "Posts to be filled by promotion under Rule 8 of the Indian Administrative Service Recruitment Rules, 1954".
* Provides the total authorized strength: 126
* **Difference/Effect of the Change:** The amendment results in a detailed and updated allocation of IAS officers to specific positions within the Uttarakhand government. The "Total Authorised Strength" has increased from 120 to 126. The amendment also clarifies the distribution of officers across various reserves and promotion quotas.
**6. Target Audience and Stakeholders:**
The direct target audience and stakeholders are:
* IAS officers currently serving or potentially serving in the Uttarakhand cadre.
* The Government of Uttarakhand, particularly the departments and positions listed in the "Senior Duty Posts."
* The Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training), responsible for administering the IAS.
* The Union Public Service Commission (UPSC), involved in the recruitment and allocation of IAS officers.
**7. Implementation Aspects (Inferred):**
* **Responsible Agencies:** The Department of Personnel and Training (Ministry of Personnel, Public Grievances and Pensions) is responsible for implementing the amendment. The Government of Uttarakhand will also play a key role in allocating officers to the specified positions.
* **Timelines/Procedures:** The amendment came into force on the date of its publication in the Official Gazette (July 1, 2021). The Government of Uttarakhand will likely need to update its internal administrative procedures and postings to reflect the new cadre strength and post allocations. There is no other timelines or procedures specified in the text.
* **Specific to Changes:** The implementation specifically involves reassigning or adjusting the postings of IAS officers within Uttarakhand to align with the newly defined Senior Duty Posts.
**8. Expected Outcomes / Impact of Changes:**
* The likely intended outcome of the changes is a more efficient and effective administration in Uttarakhand, facilitated by a revised allocation of IAS officers. This includes greater clarity in roles and responsibilities, and potentially improved governance through the alignment of officers with specific departmental needs. The increased cadre strength should help alleviate any strain on existing resources.
**9. Conclusion:**
The "Indian Administrative Service Fixation of Cadre Strength Third Amendment Regulations, 2021" represents a significant update to the IAS cadre structure for Uttarakhand. It details a restructured distribution of senior duty posts, and increases the Total Authorised Strength, likely aimed at improving administrative efficiency and governance within the state. This amendment underscores the dynamic nature of cadre management in response to evolving administrative requirements.
