(ख) प्राजधकरण, कनााटक और एसईएसी, कनााटक के अध्र्क्ष और सिस्ट्र् एक पररर् िना के जलए पर्ाावरण प्रभाव आकलन
(ईआईए) और पर्ाावरण प्रबंधन र् िना की त)र्ारी के सार् दकसी भी परामि ा र्ा सार् गी नाीं ाकगे का कार् ा करें जिसके
द्वारा उनके कार्ाकाल के िौरान प्राजधकरण, कनााटक और एसईएसी, कनााटक द्वारा मूल्र्ांकन दकर्ा िाना ा;) तर्ा
(ग) र्दि जपछले पााँच वर्ों म,ें प्राजधकरण के अध्र्क्ष र्ा सिस्ट्र्क में से दकसी ने, पररर् िना के प्रस्ट्तावक, के जलए कनााटक और
एसईएसी, कनााटक परामि ा सेवाए ाँ प्रिान की ा ैं र्ा दकसी के जलए ईआईए अध्र्र्न दकर्ा ा ) उस घटना म ें व े प्राजधकरण,
कनााटक और एसईएसी, कनााटक ऐसे प्रस्ट्तावकक द्वारा प्रस्ट्ताजवत दकसी भी पररर् िना के मल्ू र्ांकन की प्रदक्रर्ा में स्ट्वर् ं क
ब)ठकक स े ाटा िेंग े।
10. कनााटक राज्र् सरकार, प्राजधकरण कनााटक और एस.ई.ए.सी., कनााटक के जलए सजचवालर् के रूप म ें कार्ा करने के
जलए दकसी अजभकरण क अजधसूजचत करेंगी और सजचवालर् सभी जवत्तीर् और सभं ार तंत्र संबंधी साार्ता, जिसके अंतगता
वास-सुजवधा, पररवान और उनके सभी कानूनी कृत्र्क की बाबत अन्दर् सुजवधाएं भी ा,ैं उपलब्ध कराएगी ।
11. प्राजधकरण, कनााटक के अध्र्क्ष और सिस्ट्र्क तर्ा एस.ई.ए.सी., कनााटक के अध्र्क्ष और सिस्ट्र्क की ब)ठक की फीस,
र्ात्रा भत्ता और मां गाई भत्ता कनााटक राज्र् सरकार के जनर्मक के अनुसार संित्त दकर्ा िाएगा ।

NOTIFICATION
New Delhi, the 19th November, 2020
S.O. 4170(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the
Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of
India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14thSeptember,
2006 (hereinafter referred to as the said Gazette Notification), the Central Government hereby constitutes the
State Level Environment Impact Assessment Authority (SEIAA), Karnataka (hereinafter referred to as the
Authority, Karnataka) comprising of the following Members, namely:—

2. The Chairman and Members of the Authority, Karnataka shall hold office for a term of three years from
the date of publication of this order in the Official Gazette.
3. The Authority, Karnataka shall exercise such powers and follow such procedures as enumerated in the said
Gazette Notification.
4. The Authority, Karnataka shall take its decisions after the recommendations of the State Level Expert
Appraisal Committee (SEAC) constituted under paragraph 5 of this order for the State of Karnataka.
5. To assist the Authority, Karnataka, the Central Government, in consultation with the State Government of
Karnataka, hereby constitutes the State Expert Appraisal Committee (SEAC), Karnataka (hereinafter referred

6. The Chairman and Members of SEAC, Karnataka shall hold office for a term of three years from the date

7. The SEAC, Karnataka shall exercise such powers and follow such procedures as enumerated in the said
Gazette Notification.
8. The SEAC, Karnataka shall function on the principle of collective responsibility and the Chairman shall
endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority
shall prevail.
9. In order to avoid any conflict of interest,-
(a) the Chairman and Members of the Authority, Karnataka and SEAC, Karnataka shall declare as to which
consulting organisation they have been associated with and also the project proponents;
(b) the Chairman and Members of the Authority, Karnataka and SEAC, Karnataka shall not undertake any
consultation or associate with preparation of Environment Impact Assessment (EIA) and Environment
Management Plan for a project, which is to be appraised by the Authority, Karnataka and SEAC, Karnataka
during their tenure; and
(c) if in the past five years, the Chairman or any of the Members of the Authority, Karnataka and SEAC,
Karnataka have provided consultancy services or conducted EIA studies for any project proponent, in that
event they shall recuse themselves from the meetings of the Authority, Karnataka and SEAC, Karnataka in
the process of appraisal of any project being proposed by such proponents.
10. The Government of Karnataka shall notify an agency to act as Secretariat for the Authority, Karnataka
and SEAC, Karnataka and shall provide all financial and logistic support including accommodation,
transportation and such other facilities in respect of all the statutory functions of the Authority, Karnataka
and SEAC, Karnataka.
11. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the
Authority, Karnataka and SEAC, Karnataka shall be paid as per the rules of the State Government of
Karnataka.
