2. उपरोि छूट की अनुमजत उस जस्ट्थजत के अधीन इसरो की खेप के पररवहन के जलए एक समय की अनुमजत के जलए
जविेष मामले के रूप म ेंिी िाती हःै -
(i) संयोिनों का संचालन संयोिन के ऐस े आंिोलन के पूवग अनुमोिन के बाि ही दकया िाएगा और राज्य / केंर
िाजसत प्रिेि / राष्ट्रीय रािमागग प्राजधकरण के संबंजधत सड़क प्राजधकरणों द्वारा सुरिा के िजृ िकोण स े इस े
अनुमोदित और बारीकी से िेखा िाएगा।
(ii) लो.जन.जव./स्ट्थानीय प्राजधकाररयों/भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा जवजभन्न सड़कों के जलए जवजनर्ििग
भार प्रजतबंधों का अनुपालन दकया िाएगा और वाहनों का प्रत्येक बार सड़कों पर लात े समय इन प्राजधकाररयों स े
अनुमजत ली िाएगी।
(iii) समायोिन पर खतरे संबंधी सभी झंजडयां और बजत्तयां लगी होनी चाजहए, बेहतर यह होगा दक लि े वाहन के आग े
तथा पीछे एक-एक वाहन स्ट्पि रूप से यह ििातग ा हुआ चल ेदक भारी लिा हुआ वाहन गुिर रहा ह।ै
(iv) सड़क की चौड़ाई म ेंरेलरों को िोड़न े की अनुमजत नहीं िी िाएगी।
(v) समायोिन के आवागमन कायगक्रम की सूचना कम-से-कम िस दिन पूवग संबंजधत कायगपालक इंिीजनयरों को िी
िानी चाजहए और उनकी स्ट्वीकृजत प्राप्त कर लेनी चाजहए।
(vi) वाहन का पंिीकरण संयुि रूप से दकया िाएगा।
(vii) दकसी राज्य या संघ िाजसत प्रििे के लो.जन.जव./स्ट्थानीय प्राजधकाररयों/भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा
यदि ऐसा जनिेष दिया िाए तो लि े हुए वाहनों को उस राज्य/ संघ िाजसत प्रिेि म ें सड़कों पर बने पुलों स े
गुिरन े की अनुमजत नहीं होगी और ऐसे मामलों म ें आवेिकों को नदियों/नालों को पार करने के जलए स्ट्वय ं
व्यवस्ट्था करनी होगी। इसके अलावा, यह जनिेजित दकया िाता ह ै दक वाहन को सड़क पररवहन और रािमाग ग
दििाजनिेिों का पालन करना चाजहए क्योंदक पैरा 1 िारी दकए गए आिेि क्रमांक आरडब्लल्य ू / एनएच -35072
/01/2010-एस एंड आर (बी) दिनांक 24.08.2020 के अनुसार ह।ै
(viii) बड़े आकार के कागो को घ्यान के रखत े हुए उन्द्ह ें दकसी माग ग जविेष पर चलन े स े पहले प्रत्येक बार संबंजधत
राज्य या संघ िाजसत प्रिेि के प्राजधकाररयों/ भारतीय राष्ट्रीय रािमाग ग प्राजधकरण की अनुमजत प्राप्त करनी होगी।
ऐस े प्रत्येक आवागमन के जलए संबंजधत प्रजधकारी द्वारा समय का जनधागरण दकया िाना चाजहए।
(ix) उि समायोिन, यातायात के सामान्द्य आवागमन म ें कोई बाधा पहुॅ चाए बगैर चलाया िाना चाजहए।
(x) सड़क पर चलन े के जलए समायोिन की अजधकतम गजत िस दक.मी./घंटा स ेअजधक नहीं होनी चाजहए।
(xi) समायोिन की संपूण ग चौड़ाई म ें अगल े एव ं जपछल े जहस्ट्से पर पीले एवं काले रंग स े िेबरा पट्टी बनाई िाएगी और
उस पर राजत्र के समय चलान े के जलए जवजधवत जलखा होना चाजहए/पार्कगग के जलए आग,े और पीछे समुजचत रूप[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
स े लाल बत्ती होनी चाजहए तथा दिन में िोंनों ओर लाल झण्डी लगाई िाएगी, जिससे वाहन की सही-सही
जस्ट्थजत का स्ट्पि रूप से पता चल सके।
(xii) इसरो प्रोपल्षन कॉम्प्लेक्स, महरें जगरर, जतरुनले वेली जिला, तजमलनाडु सड़कों अथवा सड़क ढांचों/अन्द्य सड़क
प्रयोिाओं/व्यजियों का ऐसे समायोिनों के प्रचालन के कारण प्रत्यि अथवा अप्रत्यि रूप स े हुई दकसी िजत के
जलए राज्य/ संघ िाजसत प्रिेि सरकार/भारतीय राष्ट्रीय रािमागग प्राजधकरण या दकसी अन्द्य प्रभाजवत व्यजि को
ऐसी राजि का भुगतान करन े के जलए जिम्पमेिार होगा।
(xiii) इसरो प्रोपल्षन कॉम्प्लेक्स, महरें जगरर, जतरुनले वेली जिला, तजमलनाडु ऐस े प्रजतबंधां का पालन करेंग ें िो इस
संबंध म ें राज्य सरकारें/ संघ िाजसत प्रिेि / भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा आिेि द्वारा जवजनर्ििग
दकए िाएं।
(xiv) इसरो प्रोपल्षन कॉम्प्लेक्स, महरें जगरर, जतरुनेलवले ी जिला, तजमलनाडु ऐसे समायोिनों का प्रत्येक बार आवागमन
के संबंध म ें राज्य सरकार/भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा इस संबंध में जवजनदिि ऐसे प्राजधकारी या
अजधकारी को अजिम सूचना िेगा।
(xv) इसरो प्रोपल्षन कॉम्प्लेक्स, महरें जगरर, जतरुनेलवले ी जिला, तजमलनाडु िेखेगी दक उपरोि फेरों म ें काम आन े वाले
सारे वाहनों का सड़क कर िे दिया गया ह ै एव ं दफटनेस सर्टगदफकेट, बीमा कवर, राष्ट्रीय परजमट एव ं पी यू सी
प्राप्त कर जलए गय ेह।ैं
(xvi) पंिीकरण प्रमाण पत्र म ें एक जवषेष प्रजवजि की िाए दक समायोिन के माजलक के जलए यह आवश्यक होगा दक
वह प्रत्येक प्रचालन के जलए संबंजधत प्रजधकारी अथागत राज्य सरकार/ संघ िाजसत प्रिेि सरकार/भारतीय राष्ट्रीय
रािमाग ग प्राजधकरण से अनुमजत प्राप्त करे।
(xvii) केवल इसरो प्रोपल्षन कॉम्प्लेक्स, महरें जगरर, जतरुनेलवले ी जिला, तजमलनाडु द्वारा ही इन वाहनों के उपयोग की
अनुमजत होगी।
(xviii) इसरो प्रोपल्षन कॉम्प्लेक्स, महरें जगरर, जतरुनले वेली जिला, तजमलनाडु केंरीय मोटर वाहन जनयम, 1989 के संबंध
म ेंसभी अजधसूजचत प्रावधानों का अनुपालन सुजनजित करना चाजहए।
(xix) इसरो प्रोपल्षन कॉम्प्लेक्स, महरें जगरर, जतरुनले वेली जिला, तजमलनाडु को सीएम वीआर, 1989 के संिभग म ें
तकनीकी आवश्यकता के अनुसार पूरी तरह स े रैक्टर रेलर संयोिन का परीिण करना और अहतग ा प्राप्त करना
चाजहए। यूआर एससी को चाजहए दक वह रैक्टर रेलर ऑपरेिन लािेन ध् अन-लािेन को मानक संचालन के
अनुसार प्रजिजित मानव िजि की सख्त जनगरानी में ले िाए। प्रदक्रया के साथ-साथ उपिहों के सामररक आंिोलन
को िेखते हुए, सुरिा सुजनजित करन े के जलए जवजधवत रूप स े काय ग दकया गया।
(xx) इसरो कंसाइनमेंट के पररवहन का जवजिि मागग बेंगलुरु स े भारत म ें जस्ट्थत सभी इसरो सेंरे म ें जस्ट्थत होगा और
सड़क मागग से िाएगा।
3. केन्द्रीय मोटरयान जनयमावली. 1989 के जनयम 47 (47 (सी), 47 (िी), 47 के उप-जनयम 2 और अन्द्य प्रासंजगक
प्रावधानों को छोड़कर ) के तहत जनधागररत षते पूरी करने तथा जबक्री िस्ट्तावेि / खरीि आिेि ( बीिक, सभी करों के
भुगतान का सबूत ) प्रस्ट्तुत करने के बाि ही तजमलनाडु राज्य में समायोिनों का पंिीकरण दकया िाएगा।

New Delhi, the 25th May, 2021
S.O. 2244(E).—In exercise of the powers conferred by sub-Section 3(a) of Section 110 of the Motor Vehicles
Act, 1988, the Central Government hereby accords approval for transportation of the following Tractor and Semi-
Trailer with dimensions as mentioned in the Schedule appended hereto :4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

2. The above relaxation is allowed as special case for one time permission for transportation of the ISRO
consignments subject to the conditions that :-
(i) The operations of the combinations shall be done only after prior approval of such movement of the
combination is approved and closely monitored by the concerned road authorities in State/Union
Territory/National Highway Authority of India from Safety point of view.
(ii) Dimensions and weight restrictions on various roads stipulated by the Public Works Department/Local
Authorities/National Highway Authority of India will be observed and prior permission of such authorities
will be obtained every time the vehicles are put on the roads.
(iii) The combination should display all danger flags and lights, preferably the vehicles should be preceded and
followed by a vehicle displaying prominently that a heavy load is passing.
(iv) Coupling of the trailers along side by side the width of the road shall not be permitted.
(v) The program of the movement of the combination should be intimated at least ten days in advance to the
Executive Engineers concerned and their clearance obtained.
(vi) The vehicle shall be registered as a combination.
(vii) If so directed by the Public works Department of a State/Union Territory/National Highway Authority of
India/Government of India, the over dimensional vehicles will not be allowed to pass over the
bridges/distress bridges on the roads in that State/Union Territory and in such cases applicants will have to
make their own arrangements to cross the rivers/drains.
(viii) They would need to obtain permission each and every time before moving on a particular route from
concerned State or union Territory Authorities/National Highway Authority of India enroot, in view of the
oversized cargo. For each such movement, the timing should be prescribed by the concerned authority.
(ix) The said combinations should be moved without any hindrance to the normal flow of traffic.
(x) The maximum speed of the combination for movement on the road shall not exceed 5 kms/hour.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5
(xi) The combinations shall be painted for the entire width by yellow and black zebra strips on the front and
rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red
flags on both the sides during day time to indicate the extreme position of the combination clearly.
(xii) ISRO Propulsion Complex, Department of Space, Mahendragiri, Tamil Nadu would be liable to pay such
amount to the Government of State/Union Territory/National Highway Authority of India or any other
affected person where any damage is caused to the roads/bridges or road structures/other road
users/person directly or indirectly due to the movement of the combinations.
(xiii) ISRO Propulsion Complex, Department of Space, Mahendragiri, Tamil Nadu will observe such
restrictions as the State/Union Territory Government/National Highway Authority of India may by order
specify in this behalf.
(xiv) ISRO Propulsion Complex, Department of Space, Mahendragiri, Tamil Nadu will give advance intimation
to such authority or officer specified in this behalf by the State Government/Union Territory
Government/National Highway Authority of India regarding each movement of such combination.
(xv) ISRO Propulsion Complex, Department of Space, Mahendragiri, Tamil Nadu will ensure that road tax
have been paid, fitness certificate, insurance cover, National Permit, and PUC have been obtained in
respect of all the vehicles to be utilized during the above movements.
(xvi) A specific entry in Registration Certificate is to be made that the combination owner in case of each and
every movement will be required to take the permission of concerned Authority i.e, State Govt./Union
Territory Govt./National Highway Authority of India.
(xvii) The permission will be valid for use of these vehicles by ISRO Propulsion Complex, Department of
Space, Mahendragiri, Tamil Nadu only.
(xviii) ISRO Propulsion Complex, Department of Space, Mahendragiri, Tamil Nadu should ensure compliance
with all notified provisions in respect of Central Motor Vehicles Rules, 1989.
(xix) ISRO Propulsion Complex, Department of Space, Mahendragiri, Tamil Nadu should test and qualify the
tractor trailer combination completely as per technical requirement with reference to the CMVR, 1989.
ISRO Propulsion Complex, Department of Space, Mahendragiri, Tamil Nadu should submit that tractor
trailer operation laden/un-laden will be carried under strict supervision of the trained manpower according
to standard operating procedure as well as duly escorted to ensure the safety, considering strategic
movement of satellites.
(xx) The specific route for transportation of ISRO Consignments will be from Tamil Nadu to all ISRO Centre’s
located in India and vice versa by road.
3. The trailer shall be registered in the State of Tamil Nadu only subject to fulfilment of conditions laid down
under Rules 47 (except 47(c), 47(g), sub-rule 2 of 47 and other relevant provisions) of the central Motor Vehicles
Rules, 1989 and production of sale documents/purchase order (invoice, proof of payment of all taxes).
