## Report: Analysis of Personal Protective Equipment (Footwear) Quality Control Amendment Order, 2021 **1. Executive Summary:** This report analyzes the Personal Protective Equipment (Footwear) Quality Control Amendment Order, 2021, as published in the Gazette of India. This amendment modifies the Personal Protective Equipment (Footwear) Quality Control Order, 2020. The core purpose of this amendment is to revise the date on which the original Quality Control Order comes into effect, pushing it back to January 1, 2022. The primary finding is that the amendment provides affected industries with additional time to comply with the original order's requirements. **2. Introduction:** This report provides an overview and analysis of the Personal Protective Equipment (Footwear) Quality Control Amendment Order, 2021, based solely on the official text published in the Gazette of India. The report aims to inform stakeholders, particularly those in the footwear industry, about the changes introduced by this amendment. **3. Policy Overview:** * This document is an amendment to the Personal Protective Equipment (Footwear) Quality Control Order, 2020. * **Core Objective (Inferred):** The inferred core objective of the original policy (as suggested by the amendment and its title) is to establish and enforce quality control standards for personal protective equipment footwear within India. This is likely intended to ensure the safety and reliability of such products. **4. Background and Rationale:** * **Rationale for Amendment:** The amendment specifically addresses the enforcement date of the original Quality Control Order. The likely reason for this amendment is to provide manufacturers and other stakeholders with more time to prepare for and comply with the requirements of the 2020 Order. This could be due to various factors, such as supply chain disruptions, the need for facility upgrades, or delays in obtaining necessary certifications. **5. Key Provisions / Changes:** * **Specific Part of Original Policy Changed:** Paragraph 1 of the original Personal Protective Equipment (Footwear) Quality Control Order, 2020. * **New Rule/Provision:** Sub-paragraph 2 of Paragraph 1 is replaced with the following: "It shall come into force with effect from 1st January, 2022." * **Difference/Effect of Change:** The original order, as previously stipulated, would have come into effect at an earlier date. This amendment delays the enforcement of the original order until January 1, 2022. This provides a delay, thus affecting compliance timelines. **6. Target Audience and Stakeholders:** Based on the text, the directly affected audience and stakeholders include: * Manufacturers of personal protective equipment footwear. * Importers and distributors of personal protective equipment footwear. * The Bureau of Indian Standards (BIS). * Consumers of personal protective equipment footwear (indirectly). **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Ministry of Commerce and Industry, specifically the Department for Promotion of Industry and Internal Trade, is responsible for issuing and overseeing the implementation of this order. The Bureau of Indian Standards (BIS) is also involved, as the Central Government consults with them before making the order. * **Timelines:** The amendment explicitly sets the new enforcement date as January 1, 2022. * **Changes-Specific Implementation:** Industries need to adjust their compliance strategies to align with the new enforcement date. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of this amendment is to provide stakeholders, particularly manufacturers, with more time to comply with the Personal Protective Equipment (Footwear) Quality Control Order, 2020. The potential impact of this change includes: * Reduced disruption to the supply of personal protective equipment footwear. * Increased opportunity for manufacturers to obtain necessary certifications and meet quality standards. * Potentially a smoother transition to the new regulatory regime. **9. Conclusion:** The Personal Protective Equipment (Footwear) Quality Control Amendment Order, 2021, is a significant update to the original 2020 order. By delaying the enforcement date to January 1, 2022, the amendment aims to facilitate a more effective and less disruptive implementation of quality control standards for personal protective equipment footwear. This change allows stakeholders additional time to prepare for compliance, which may contribute to improved product quality and safety in the long run.
