## Policy Analysis Report: Footwear Quality Control Amendment Order, 2021
**1. Executive Summary:**
This report analyzes the "Footwear made from all Rubber and all Polymeric material and its components Quality Control Amendment Order, 2021," as published in the Gazette of India on June 30, 2021. This amendment modifies the original Quality Control Order (QCO) of 2020, specifically concerning the effective date of implementation. The core purpose of this amendment is to delay the enforcement of the original order. The key finding is that the amendment pushes back the implementation date to July 1, 2022.
**2. Introduction:**
This report provides an overview and analysis of the "Footwear made from all Rubber and all Polymeric material and its components Quality Control Amendment Order, 2021," based solely on the text published in the Gazette of India. The purpose is to inform stakeholders, particularly those in the footwear industry, about the key changes introduced by this amendment.
**3. Policy Overview:**
This is an amendment to the "Footwear made from all Rubber and all Polymeric material and its components Quality Control Order, 2020." The core objective of the *amendment* is to modify the commencement date of the original order. The objective of the original order, while not explicitly stated in the provided text, can be inferred to ensure the quality control of footwear made from rubber and polymeric materials.
**4. Background and Rationale:**
This amendment likely aims to address challenges in the original implementation timeline of the 2020 Quality Control Order. While the specific reasons for the delay are not explicitly stated, it can be inferred that the industry may have requested an extension to prepare for compliance with the new standards, or that there have been delays in establishing the necessary infrastructure for quality control. This allows the relevant authorities time to communicate and enable the infrastructure and compliance necessities for the Industry
**5. Key Provisions / Changes:**
This amendment focuses specifically on changing the commencement date of the original Quality Control Order.
* **Specific Part Changed:** Paragraph 1, subparagraph 2 of the original "Footwear made from all Rubber and all Polymeric material and its components Quality Control Order, 2020."
* **New Rule/Provision:** The original commencement date is substituted with "It shall come into force with effect from 1st July, 2022."
* **Difference/Effect of Change:** The effect of this change is to postpone the date from which the Quality Control Order becomes effective by approximately one year and a half. Footwear manufacturers now have until July 1, 2022, to comply with the requirements of the original Quality Control Order.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by this amendment are manufacturers and suppliers of footwear made from all rubber and all polymeric material and its components. This includes manufacturers, importers, retailers, and consumers within the footwear industry.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Commerce and Industry, specifically the Department for Promotion of Industry and Internal Trade, is responsible for issuing and overseeing this order. The Bureau of Indian Standards (BIS) is also mentioned as being consulted.
* **Timelines:** The key timeline aspect is the new implementation date of July 1, 2022. The provided text does not specify any other procedural timelines.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to provide the footwear industry with additional time to prepare for the implementation of the Quality Control Order. This could include obtaining necessary certifications, upgrading manufacturing processes, and ensuring compliance with the standards set forth by the BIS. This delay could minimize disruption to the supply chain. It also provides the Ministry with time to support the rollout by ensuring stakeholders are aware of and able to comply with the Order.
**9. Conclusion:**
The "Footwear made from all Rubber and all Polymeric material and its components Quality Control Amendment Order, 2021" significantly alters the implementation timeline of the original 2020 order, pushing the enforcement date to July 1, 2022. This extension likely aims to facilitate a smoother transition for the footwear industry and ensure better compliance with the quality standards. This amendment is a crucial piece of information for all stakeholders involved in the manufacturing, importing, and sale of footwear made from rubber and polymeric materials, as it directly impacts their operational timelines and compliance requirements.
