2. आविे न :- य ेनियम इन जनयमावजलयों स ेसलं ग्न अनसु चू ी के स्तभं (1) में जवजनर्ियष्ट पिों पर लागू होंगे ।

उक्त पि पर जनयुजक्त के जलए पात्र नहीं होंग े :
बित ें यकि केन्रीय सरकार, सतं ुष्ट हो िाए, कक ऐसा जववाह ऐसे व्यजक्त और जववाह के िसू रे पिकार पर लागू व्यजक्तगत
कानून के अधीन लागू ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो वह ककसी व्यजक्त को इस जनयम से छूट ि े सकेगी।

7. जिजथल करन े की शनि:- िहां राष्ट्रीय ककसान कल्याण काययक्रम कायायन्वयन सोसाइटी के प्रबंधन की यह राय हो कक
ऐसा करना आवश्यक या समीचीन है, वह शासी निकाय के अिुमोदि स े और कृनि एव ं ककसाि कल्याण नवभाग के परामश ा
स,े आदशे द्वारा और कारणों को नलनित रूप म ें दजा करके, और कृनि एव ं ककसाि कल्याण नवभाग के परामश ा स,े ककसी भी
वगय या श्रेणी के व्यजक्तयों के संबंध में इन जनयमावली यमों के ककसी भी प्रावधान को जिजथल कर सकता ह।ै

(क) मिबूत आईटी सोल्युिन्स के कायायन्वयन के जलए जबिनेस री-इंजीनियररंग
और कायाात्मक आईसीटी इंफ्रास्ट्रक्चर की आवश्यकताओं के बारे में जडजिटल
पररवतयन के समग्र पहलुओं की अच्छी समझ।
(ख) एआई/एमएल/क्लाउड/एिानलट्रटक्स/डेटा साइंस और अन्य में भारत सरकार
की नसफाट्ररशों के अिुरूप उभरते उद्योग मािक सोल्युिन्स
कायाान्वयि/नवकास को आग ेबढािा।
(ग) एसक्यूएल और एनओएसक्यूएल िोनों में डेटाबेस जडिाइन, जवकास और
उपकरणों में अच्छा अनुभव और जबग डेटा, ईडीडब्लल्यू, डेटा लेक्स आकि और
संबंजधत प्रौद्योजगककयों िैसे अपाचे हाडोप, स्ट्पाकय आकि का ज्ञान।
(घ) नवीनतम उद्योग मानक प्रौद्योजगकी रुझानों िैसे िेव ऑ्स, माइक्रो
सर्वयसेि, कंटेनरीकरण (डॉकर / कुबेरनेट्स), िावाजस्ट्क्र्ट फ्रेमवकय िैसे
एमईआरएन, मीन और एआई/एमएल का ज्ञान।

New Delhi, the 16th May, 2025
No. 2-10/2020-FWS — In exercise of the powers conferred by the provision to Governing Body under
Societies Act 1860, National Farmers Welfare Program Implementation Society (A Society under Ministry of
Agriculture & Farmers Welfare), makes the following rules regulating the method of recruitment to Group ‘A, B and
C’ posts in the National Farmers Welfare Program Implementation Society namely:-
4. Short title and commencement:- These rules may be called the National Farmers Welfare Program
Implementation Society (a Society Under Ministry of Agriculture and Farmers)Welfare (Group ‘A, B and C’)
Recruitment Rules, 2025. They shall come into force on the date of their publication in the Official Gazette.
2. Application:- These rules shall apply to the posts specified in column (1) of schedule annexed to these
rules.
3. Number of posts, classification and level in the pay matrix:- The number of the said posts, their
classification, pay level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
4. Method of recruitment, age-limit, qualifications etc. :- The method of recruitment to the said posts, age-
limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said
Schedule.
5. Disqualification:- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living;
or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
6. All these posts are to be filled on Deputation/Short term contract basis and shall be strictly co-terminus with
PM-KISAN Scheme.
7. Power to relax:- Where the Management of NFWPIS is of the opinion that it is necessary or expedient so to
do, it may, with the approval of Governing Body and in consultation with D/o Agriculture and Farmers Welfare, by
order and for reasons to be recorded in writing, and in consultation with the, D/o Agriculture and Farmers Welfare,
relax any of the provisions of these rules with respect to any class or category of persons.
8. Saving:- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, Ex-Servicemen
and other special categories of persons in accordance with the orders issued by the Central Government from time to
time in this regard.

in Data Analytics/ AI/ ML/ Data Science.
v. Experience in application development, modern architecture,

Desirable Qualifications:-
a) Sound understanding of overall aspects of digital transformation about
Business Re-engineering and functional ICT infrastructure
requirements for implementation of robust IT solution.
b) Drive emerging industry standard solution
implementation/development in line with recommendations of
Government of India in AI / ML /Cloud / Analytics /Data Science and
others.
c) Good experience in database design, development and tools in both
SQL and NoSQL & knowledge of Big Data, EDW, Data Lakes etc.
and associated technologies like Apache Hadoop, Spark, etc.
d) Understanding of latest industry standard technology trends like Dev
Ops, Micro services, Containerization (Docker / Kubernetes),
JavaScript frameworks like MERN, MEAN and AI/ML.
e) Knowledge of data Servers, as well as Cloud services of major Cloud
providers.

b) Possessing the following educational qualifications and experience:-
(i) Master’s Degree in Computer Applications/ Information
Technology/Computer Science from a recognized
University/Institute; or
(ii) B.E./B.Tech in Computer Engineering/ Computer Science/Computer
Technology/ Computer Science & Engineering/Information
Technology from a recognized University/Institute.
(iii) Three years of working experience of C#, NET framework, HTML,
MSSQL Server, Java, RDBMS (SQL Server) etc in a Government
Office/PSU/ Autonomous Body/Statutory Body or in any recognized
institution.
Note-1 The period of deputation including the period of deputation in
another ex-cadre post held immediately preceding this appointment in the same
or some other organization/department of the Central Government shall
ordinarily not exceed three years.
Note-2 The Maximum age limit for appointment by deputation shall be ‘Not
exceeding 56 years’ as on the last date of receipt of applications.
