ड्राइवर (श्रणे ी-I) स्ट्टाफ कार ड्राइवर (श्रेणी-II) और स्ट्टाफ कार ड्राइवर (साधारण श्रणे ी) पदों से ह,ै उन बातों के जसवाय
अजधक्ांत करत े हुए जजन्ह ें ऐसे अजधक्मण से पहले दकया गया ह ै या करने का लोप दकया गया ह,ै िहरी जवकास मंत्रालय म ें
स्ट्टाफ कार ड्राइवर के पदों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते ह,ैं अथातता :—
1. संजिप्त नाम और प्रारंभ.—(1) इन जनयमों का संजिप्त नाम िहरी जवकास मंत्रालय स्ट्टाफ कार ड्राइवर समूह ‘ग’ पद
भती जनयम, 2022 ह।ै
(2) य ेराजपत्र में प्रकािन की तारीख को प्रवृत्त होंग े।
2. अजी.—ये जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट पदों पर लाग ूहोंगे।
3. पद सख्ं या, वगीकरण और वते न बडैं तथा ग्रडे वते न या वते नमान.—उि पद की संखया, उसका वगीकरण और
उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4)
में जवजनर्ददष्ट ह।ैं
4. भती की पद्धजत, आय-ु सीमा, अहता ाएं, आदद.—उि पद पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे
संबंजधत अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजवजनर्ददष्ट ह।ैं

5. जनरहता ा.—वह व्यजि,—
(क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजवत ह,ै जववाह दकया ह ैया
(ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहत ेहुए दकसी व्यजि से जववाह दकया ह,ै
उि पद पर जनयुजि का पात्र नहीं होगााः
परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पिकार
को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम
के प्रवतान से छूट द ेसकेगी।
6. जिजथल करन े की िजि.—जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहां वह,
उसके जलए जो कारण ह ैं उन्ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी वगा या प्रवगा के व्यजियों की
बाबत, आदिे द्वारा जिजथल कर सकेगी।
7. व्यावजृ त्त.—इन जनयमों की कोई बात, ऐस े आरिणों, आयु-सीमा म ें छूट और अन्य ररयायतों पर प्रभाव नहीं डालगे ी,
जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनसु ार अनुसूजचत जाजतयों,
अनुसूजचत जनजाजतयों, भूतपूव ासैजनकों और अन्य जविेष प्रवगा के व्यजियो के जलए उपबंध करना अपेजित ह।ै

(ख) उपरोि (i) से (iv) पर आधाररत प्रायोजगक
परीिण।
रटप्पण- I जहां ऐसे करठन व्यजियों के संबंध
में, जजन्होने अपनी अहका / पात्रता सेवा पूरी
कर ली है, प्रोन्नजत के जलए जवचार दकया जा
रहा हो वहां उनसे ज्येष्ठ व्यजियों के संबंध में
भी जवचार दकया जाएगा परन्तु यह तह
जबदक उनके द्वारा की गई ऐसी अहका /पात्रता
सेवा, अपेजित अहका / पात्रता सेवा के आधे से
अजधक से या दो वष ा से, इनमें से जो भी कम
हो, कम न हो और उन्होंने अपन े ऐसे कजनष्ठ
व्यजियों सजहत जजन्होंने ऐसी अहका /पात्रता
सेवा पहली ही पूरी कर ली है, अगली उच्चतर
श्रेणी म ें प्रोन्नजत के जलए अपनी पररवीिा की
अवजध सफलतापूवाक पूरी कर ली हो।
रटप्पण-II प्रोन्नजत के जलए न्यूनतम अहका सेवा
की संगणना के प्रयोजन केजलए, दकसी
अजधकारी द्वारा, 1 जनवरी, 2006 से पहले
या उस तारीख से जजससे छठे केन्रीय वेतन
आयोग की जसफाररिों पर आधाररत
पुनरीजित वेतन संरचना का जवस्ट्तार दकया
गया ह,ै जनयजमत आधार पर की गई सेवा को,
जसवाय उस दिा के जहां एस से अजधक पूव ा
पुनरीजित वेतनमान का साधारण ग्रेड वेतन
या वेतनमान सजहत एक श्रेणी में जवलय हो

पदों) पर, जजनके जलए ग्रेड वेतन जबना दकसी
उन्नयन के साधारण प्रजतस्ट्थान ग्रेड हे,

पर आधाररत जवस्ट्ताररत तत्स्ट्थानी ग्रेड वेतन
या वेतनमान पर की गई सेवा समझी जाएगी।

उतीणा ह,ै पाठ्य जववरण जनम्नानुसार हाःै 2. उप भूजम तथा जवकास अजधकारी - सदस्ट्य
(i) जो अंग्रेजी अंको और आकृजतयों को पढ़ने में समथा हो; 3. अवर सजचव, िहरी तथा जवकास
(ii) जो यातायात जवजनयमों का अच्छा ज्ञान रखता हो; मंत्रालय - सदस्ट्य
(iii) जो पैरोल और डीजल इंजजन की कायाकरण का अच्छा

जा रहा हो वहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार
दकया जाएगा परन्तु यह तब जबदक उनके द्वारा की गई ऐसी
अहका / पात्रता सेवा, अपेजित अहका / पात्रता सेवा के आध े से
अजधक से या दो वष ा से, इनमें से जो भी कम हो, कम न हो और
उन्होंने अपने ऐस े कजनष्ठ व्यजियों सजहत जजन्होंने ऐसी
अहका /पात्रता सेवा पहली ही पूरी कर ली है, अगली उच्चतर श्रेणी
में प्रोन्नजत के जलए अपनी पररवीिा की अवजध सफलतापूवाक पूरी
कर ली हो।
रटप्पण-2 प्रोन्नजत के जलए न्यूनतम अहका सेवा की संगणना के
प्रयोजन के जलए, दकसी अजधकारी द्वारा, 1 जनवरी, 2006 से
पहले या उस तारीख से जजससे छठे केन्रीय वेतन आयोग की
जसफाररिों पर आधाररत पुनरीजित वेतन संरचना का जवस्ट्तार
दकया गया ह,ै जनयजमत आधार पर की गई सेवा को, जसवाय उस
दिा के जहां एक से अजधक पूवा पुनरीजित वेतनमान का
साधारण ग्रेड वेतन या वेतनमान सजहत एक श्रेणी में जवलय हो[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5
गया ह ै और जहां यह लाभ केवल उस पद (उन पदों) पर, जजनके
जलए ग्रेड वेतन जबना दकसी उन्नयन के साधारण प्रजतस्ट्थान ग्रेड हे,
जवस्ट्ताररत होगा, वेतन आयोग की जसफाररिों पर आधाररत
जवस्ट्ताररत तत्स्ट्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा
समझी जाएगी।

जो एक वषा की अवजध के भीतर सेवाजनवृत्त होने वाले ह ैं या
ररजवा में स्ट्थानांतररत दकए जाने वाले ह ैं और जजनके पास
अपेजित अनुभव और जवजहत अहता ाएं ह।ै ऐसे व्यजियों को उस
तारीख तक प्रजतजनयुजि के जनबधं ों पर रखा जाएगा जजस
तारीख से उन्हें सिस्त्र बल से जनमुाि दकया जाना ह ै तत्प्ात
उन्ह ेंपुनर्तनयोजन पर बने रहने ददया जा सकता ह।ै
रटप्पण-1 आनेदन प्राजप्त की तारीख की अंजतम तीरीख को
प्रजतजनयुजि के जलए अजधकतम आयु-सीमा 56 वषा है।
रटप्पण-2 प्रजतजनयुजि आमेलन के आधार पर जनयुजि के प्रयोजन
के जलए दकसी अजधकारी द्वारा, 1 जनवरी 2006 से पहले या उस
तारीख से जजससे छठे केन्रीय वेतन आयोग की जसफाररिों पर
आधाररत पुनरीजित वेतन संरचना का जवस्ट्तार दकया गया है,
जनयजमत आधार पर की गई सेवा को जसवाय उस दिा के जहां
एक से अजधक पूवा पुनरीजित वेतनमान का साधारण ग्रेड वेतन
या वेतनमान सजहत एक िेणी में जवलय हो गया ह ैऔर जहां यह
लाभ केवल उस पद(उनप पदों) पर जजनके जलए ग्रेड वेतन जबना
दकसी उन्नयन के साधारण प्रजतस्ट्थान ग्रेड ह,ै जवस्ट्ताररत होगा,
वेतन आयोग की जसफाररिों पर आधाररत जवस्ट्ताररत तत्स्ट्थानी
ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी।

NOTIFICATION
New Delhi, the 14th June, 2022
G.S.R. 452(E).—In exercise of the powers conferred by the proviso of the article 309 of the
Constitution, the President hereby makes the following rules regulating the method of recruitment to the
posts of Staff Car Driver in the Land and Development Office in the Ministry of Housing and Urban
Affairs, New Delhi, namely:-
1. Short title and commencement.—(I) These rules may be called the Ministry of Housing and
Urban Affairs, Land and Development Office, Staff Car Drivers (Group ‘C’) Recruitment Rules,
2022.
(II)They shall come into force on the date of their publication in the Office Gazette.
2. Number of posts, classification and scale of pay.—The number of the posts, their classification
and the scales of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule
annexed to these rules.
3. Method of recruitment, age limit and other qualification.—The method of recruitment, age
limit, qualifications and other matters relating to the said post shall be as specified in column 5 to
14 of the said Schedule.
4. Disqualification.—No person,--
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall
be eligible for appointment to the said post:
Provide that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other
grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient
so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these
rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other
concessions required to be provided to the Scheduled Castes, the Scheduled Tribes, Ex-servicemen
other Backward Classes and other special categories in accordance with the orders issued by the
Central Government from time to time in this regard.
