L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E0x6xx0 32021-225702 CG-DL-E-06032021-225702 असाधारण EXTRAORDINARY भाग II—खण्ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 110] नई ददल्ली, बहृ स्ट्प जतिार, माच च4, 2021/फाल्ग नु 13, 1942 No. 110] NEW DELHI, THURSDAY, MARCH 4, 2021/PHALGUNA 13, 1942 खान मत्रं ालय अजधसचू ना नई ददल् ली, 3 माचच, 2021 सा.का.जन. 151(अ).—राष्ट्रपजत, संजिधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और, (I) भारतीय खान ब्यूरो, (िग च iii अननुसजचिीय पद) भती जनयम, 1965, जहां तक उसका संबंध ज्य ेष् ठ तकनीकी सहायक (रसायन) के पद से है, (II) खान मंत्रालय, भारतीय खान ब्यूरो, कजनष् ठ तकनीकी सहायक (रसायन) समूह ‘ग’ पद भती जनयम, 2007 (III) खान मंत्रालय, भारतीय खान ब्यूरो, प्रधान रसायनज्ञ भती जनयम, 2014 (IV) खान मंत्रालय, भारतीय खान ब्यूरो, (अधीक्षण रसायनज्ञ, ज्य ेष् ठ रसायनज्ञ, रसायनज्ञ, और सहायक रसायनज्ञ) भती जनयम, 2015, को उन बातों के जसिाय अजधक्ांत करते हुए जजन् ह ें ऐसे अजधक्मण से पूिच दकया गया है या करने का लोप दकया गया है, खान मंत्रालय, भारतीय खान ब्यूरो में प्रधान रसायनज्ञ, अधीक्षण रसायनज्ञ, ज्य ेष् ठ रसायनज्ञ, रसायनज्ञ और सहायक रसायनज्ञ के पदों पर भती की पद्धजत का जिजनयमन कर जनम्नजलजखत जनयम बनात े ह,ैं अथाचत ्:- 1. सजंक्षप्त नाम और प्रारंभ: (1) इन जनयमों का संजक्षप्त नाम खान मंत्रालय, भारतीय खान ब्यूरो (समूह ‘क’ और ‘ख’ पद) और (प्रधान रसायनज्ञ, अधीक्षण रसायनज्ञ, ज्य ेष् ठ रसायनज्ञ, रसायनज्ञ और सहायक रसायनज्ञ) भती जनयम 2021 है। (2) ये राजपत्र में उनके प्रकािन की तारीख को प्रिृत् त होंग।े 2. लाग ूहोना- ये जनयम इन जनयमों से उपाबध् द अनुसूची के स्ट्त ंभ (1) में जिजनर्ददष् ट पदों पर लागू होंगे। 3. पदों की सख्ं या, िगीकरण और िते न मट्रैरक्स म ेंस्ट्त र— उक् त पदों की संख्या, उनका िगीकरण और उससे जुडे िेतन मैट्ररक्स में िे होंगे जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्त ंभ (2) से स्ट्त ंभ (4) में जिजनर्ददष्ट हैं। 1384 GI/2021 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. भती की पद्धजत, आय-ु सीमा, अहतच ाएं, आदद —उक् त पदों पर भती की पद्धजत, आय-ु सीमा, अहतच ाएं और उससे संबंजधत अन्य बातें िे होंगी जो उि अनुसूची के स्ट् तंभ (5) से स्ट् तंभ (13) में जिजनर्ददष्ट ह।ैं 5. जनरहतच ा —िह व् यजि— (क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत् नी जीजित ह,ैं जििाह दकया है; या जििाह की संजिदा की है या (ख) जजसने अपने पजत या अपनी पत् नी के जीजित रहते हुए दकसी व्यजि से जििाह दकया है,या जििाह की संजिदा की है उि पद पर जनयुजि का पात्र नहीं होगा: परंतु यदद केंद्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जििाह उस व्यजि और जििाह के अन्य पक्षकार को लागू स्ट् िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार हैं तो िह दकसी व्यजि को इस जनयम के प्रितचन से छूट दे सकेगी। 6.जिजथल करन े की िजि — जहां केंद्रीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए जो कारण हैं, उन् ह ें लेखबद्ध करके तथा संघ लोक सेिा आयोग से परामिच करके इन जनयमों के दकसी उपबंध को दकसी िगच या प्रिगच के व्यजियों की बाित, आदिे द्वारा जिजथल कर सकेगी। 7. व्य ािजृत्त—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी जजनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदिे ों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य जपछ़े े िगों, भूतपूिच सैजनकों और अन्य जििेष प्रिगच के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पदों का पदों की संख्या । िगीकरण । िेतन मैट्ररक् स में स्ट्त र चयन पद है सीधे भती के सीधे भती के जलए नाम । । या अचयन जलए आयु – अपेजक्षत, िैजक्षक पद । सीमा । और अन्य अहताचएं। (1) (2) (3) (4) (5) (6) (7) 1. प्रधान 1* (2021) साधारण केन्द्रीय स्ट् तर – 13 चयन पद । लागू नहीं लागू नहीं होता । रसायनज्ञ सेिा, समूह 'क' (123100 - होता । *कायचभार के आधार पर राजपजत्रत, 215900 रू.) पट्ररितचन दकया अननुसजचिीय जा सकता ह ै। सीधे भती के जलए जिजहत आयु और पट्ररिीक्षा की अिजध, यदद कोई हो । भती की पद्धजत : भती सीधे होगी या प्रोन्नजत द्वारा िैजक्षक अहतच ाएं प्रोन्नत व् यजियों की या प्रजतजनयजु ि द्वारा /आमेलन द्वारा तथा जिजभन्न दिा में लागू होंगी । पद्धजतयों द्वारा भरी जाने िाली ट्ररजियों की प्रजतितता । (8) (9) (10) लागू नहीं होता । लागू नहीं होता । प्रोन् नजत द्वारा जजसके नहीं होने पर प्रजतजनयुजि द्वारा (जजसके अंतगचत अल् पकाजलक संजिदा भी ह)ै प्रोन्न जत या प्रजतजनयजु ि/आमले न द्वारा भती की दिा म ेंि ेश्रजे णया ंजजनस ेप्रोन्न जत या प्रजतजनयजु ि/आमले न दक या जाएगा । (11) प्रोन्न जत : िेतन मैट्ररक्स के स्ट् तर - 12 (78800 - 209200 रू.) में ऐसे अधीक्षण रसायनज्ञ जजन् होंने जनयुजि के पश् चात उस श्रेणी में पांच िषों की जनयजमत सेिा पूरी की हों तथा जजन् होंने भारतीय खान ब्यूरो या दकसी अन्य मान्यताप्राप्त प्रजिक्षण संस्ट्थान द्वारा संचाजलत ‘अयस्ट् कों और खजनजों का जिश् लेषण’ के क्षेत्र में दो सप्ताह का सेिाकालीन प्रजिक्षण सफलतापूिचक पूरा दकया हों । ट्रटप्पण : जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने अपनी अहकच या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 जा रहा हो, िहां उनके ज्य ेष्ठ व्यजियों के संबंध में भी जिचार दकया जाएगा परन्तु यह तब जब दक उसके द्वारा की गई ऐसी अहकच या पात्रता सेिा, अपेजक्षत अहकच या पात्रता सेिा के आधे से अजधक या दो िषच से, इनमें से जो भी कम हो, और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी अहकच या पात्रता सेिा पहले ही परू ी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिचक पूरी कर ली हो । प्रजतजनयजु ि (जजसके अतं गतच अल्प काजलक सजंिदा सजहत भी ह)ै : केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या स्ट्ििासी या कानूनी संगठनों या पजब् ल् क सेक् टर उपक्मों या मान्यताप्राप्त जिश्वजिद्यालय या अनुसंधान संस्ट्थाओ या अद्ध चसरकारी या कानूनी या स्ट्ि िासी संगठनों के ऐसे अजधकारी; (क) (i) जो मूल काडर या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए हो; या (ii) जजन्होंने मूल काडर या जिभाग में िेतन मैट्ररक् स के स्ट् तर - 12 (78800 - 209200 रू.) या समतुल् य में जनयजमत आधार पर जनयुजि के पश्चात् उस श्रेणी में पाचं िषों की जनयजमत सेिा की हो; और (ख) जो जनम् नजलजखत िैक्षजणक अहतच ा और अनुभि रखते हों। आिश्य क: (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट् था से रसायनिास्ट् त्र में स्ट्न ातकोत् तर जड्ी। (ii) िैज्ञाजनक और औद्योजगक अनुसंधान पट्ररषद~ या जिज्ञान और प्रौद्योजगकी जिभाग या अयस्ट् कों और खजनजों स े रासायजन क जिश् लेषण करने िाले ऐसे सरकारी संगठन द्वारा अनुसंधान प्रयोगिाला के रूप में मान् यताप्राप्त प्रयोगिाला में अयस्ट् कों और खजनजों के रसायजन क जिश् लेषण में बारह िषों का अनुभि। िाछं नीय : मान्यताप्राप्त जिश्वजिद्यालय से रसायनिास्ट् त्र में डॉक् टरेट की उपाजध। ट्रटप्पण 1 : पोषक प्रिगच के ऐसे जिभागीय अजधकारी, जो प्रोन् नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए जाने के पात्र नहीं होंगे । इसी प्रकार प्रजतजनयुि व् यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए जाने के पात्र नहीं होंगे । ट्रटप्पण 2 : प्रजतजनयजु ि की अिजध, जजसके अंतगचत केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन् य काडर बा्य पद पर प्रजतजनयुजि की अिजध साधारणतया पांच िषच से अजधक नहीं होंगी । ट्रटप्पण 3 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेदन प्राप्त करने की अंजतम तारीख को 56 िषच से अजधक नहीं होगी । यदद जिभागीय प्रोन्न जत सजमजत ह,ै तो उसकी सरं चना । भती करने में दकन पट्ररजस्ट्थजतयों में संघ लोक सेिा आयोग से परामिच दकया जाएगा । (12) (13) समहू 'क' जिभागीय प्रोन्न जत सजमजत ( प्रोन्न जत के सबं धं म ेंजिचार करन े दकसी प्रजतजनयजु ि (जजसके अंतगचत अल् पकाजलक संजिदा भी के जलए) जो जनम्न जलजखत स ेजमलकर बनगे ी :- ह)ै पर अजधकारी की जनयुजि करते समय, संघ लोक सेिा (1) अध्यक्ष या सदस्ट्य, संघ लोक सेिा आयोग - अध्यक्ष;
