िनदशे $ के पा\1म$ पर भारत अथवा िवदेश$ म4 जान ेके िलए दायी ह$गे। य(cid:4)द (cid:4)कसी अिधकारी को छह माह या उसस ेअिधक
क? अविध के (cid:31)िश*ण अथवा पा\1म$ पर भेजा जाता ह ैअथवा अविध का Rयान (cid:4)कए िबना उसे (cid:31)िश*ण के िलए भारत से
बाहर अथवा भारत म4 गरै -सरकारी फमB या कारखान$ को भेजा जाता ह,ै य(cid:4)द वह (cid:4)कसी भी कारण से (cid:31)िश*ण क? अविध के
दौरान अथवा (cid:31)िश*ण पूरा करन े के तीन वष9 क? अविध के भीतर अपनी सेवा समाY करना चाहता ह,ै तो वह (cid:31)िश*ण क?
पूरी लागत का (cid:31)ितदाय करन ेके िलए दायी ह$गे।

7.1 वै;ािनक ‘बी’ के (cid:31)वेश Nतर पर सीधी भत. अनसु ूची म4 पMरभािषत अपे*ताe के अनसु ार, सघं लोक सवे ा आयोग के
माRयम से क? जाएगी। वै;ािनक ‘बी’, ‘सी’ और ‘डी’ के पद$ पर (cid:31)ो(cid:29) नित के माRयम से भत. अनुसचू ी के Nत(cid:12)भ 11 म 4
पMरभािषत (cid:31)(cid:4)1या के अनसु ार क? जाएगी।
7.2 छछछछााााननननबबबबीीीीनननन ससससििििममममिििितततत - वै;ािनक सी एवं डी के पद पर (cid:31)ो(cid:29) नित के िलए अgयWथय9 $ क? पा:ता पर िवचार करन े के िलए
अनसु ूची के Nत(cid:12)भ 12 म4 पMरभािषत नमनीय अनुपरू क Nक ?म के अनसु ार, छानबीन सिमित का गठन (cid:4)कया जाएगा।

िज(cid:29)ह$ने 1 जनवरी अथवा 1 जलु ाई स ेपूव 9 के तीन महीन$ क? अविध के दौरान (cid:4)कसी पद पर िनयिमत सेवा पूरी कर
ली ह ै या पूरी कर ल4गे, यथािNथित के नाम$ पर अगले उl mेणी म4 (cid:31)ो(cid:29) नित के िलए उस तारीख को िवचार (cid:4)कया
जाएगा।
7.4 य(cid:4)द वै;ािनक पद पर कायर9 त कोई kि" (cid:31)ोjित के योnय नहc पाया जाता ह,ै तो एक वष9 क? अविध समाY होन ेके
बाद ही उसके नाम पर पनु ः िवचार (cid:4)कया जाएगा।
7.5 नमनीय अनुपरू क योजना के अधीन अगल े उl pेड म 4 (cid:31)ोjित के िलए योnयता का िविनq चय करत े समय म(cid:6)ू याकं न
सिमित िनrिलिखत को Rयान म 4रखेगी:—
(i) महािनदशे क, रा[ीय परी*णशाला क? िसफाMरश,
(ii) वाWषक9 गोपनीय MरपोटB के अनसु ार वै;ािनक का काय9 िन(cid:16)पादन, और
(iii) रा[ीय परी*णशाला म4 (cid:4)कए गए काय 9 के पMर(cid:31)ेsय म 4 उनके वै;ािनक योगदान और उपलिtधय$ के िवशषे

(1) वै;ािनक ‘बी’, चाह े सीधी भत. अथवा (cid:31)ोjित (cid:30)ारा, सेवा म 4 िनयुि" होने पर, अनसु ूची म 4 यथापMरभािषत के
अनसु ार, पMरवी*ा क? अविध एक वष 9के िलए होगी।
(2) वै;ािनक ‘बी’ स े वै;ािनक ‘सी’ एवं वै;ािनक ‘डी’ के पद पर (cid:31)ो(cid:29)न ित होने वाल$ के िलए कोई पMरवी*ा अविध नहc
होगी।
(3) (cid:31)ितिनयुि" (िजसम 4 अ(cid:6)पकािलक संिवदा शािमल ह)ै पर िनयु" (cid:4)कए गए अिधकाMरय$ के िलए कोई पMरवी*ा
अविध नहc होगी।

वै;ािनक ‘बी’ के Nतर पर लाया गया माना जाता ह ै िजस शाखा म 4 वह वै;ािनक संब@ होता ह ैऔर िजसके जाने से
वह Mरि" उbपj ’ई हो। यह अिभिनिZत करना होगा (cid:4)क 6या वह पद सीधी भत. कोटे का है या उपयु9" अनसु ूची के
Nत(cid:12)भ 11 के अनुसार वै;ािनक अिधकारी (समूह ‘ख’) के फ?डर पद स े वै;ािनक ‘बी’ के िलए (cid:31)ो(cid:29) नित कोटे का य(cid:4)द

New Delhi, the 29th September, 2017
G.S.R. 1220(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and
in supersession of the National Test House, ( Group ‘A’ posts) Recruitment Rules, 1993, except as respect things
done or omitted to be done before such supersession, the President hereby makes the following rules regulating the
method of recruitment and conditions of service to the posts of Scientists (Group ‘A’ Gazetted posts, Non-
Ministerial) in the National Test House, under the Ministry of Consumer Affairs, Food and Public Distribution,
Department of Consumer Affairs, namely :-
1. Short title and commencement.-(1) These rules may be called the National Test House, Scientists
(Group ‘A’ Gazetted Posts, Non-Ministerial ) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the Pay Matrix.- The number of posts, its classification, level
in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3. Method of Recruitment and promotion.- (1) The posts of Scientist ’B’ to Scientist ‘D’ shall be selection
posts.
(2) The posts shall be exempted from the purview of the Union Public Service Commission for the
purpose of recruitment through promotion, except for filling up of Scientist ’B’ posts through promotion failing
which by deputation (including short-term contract) and by direct recruitment.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 21
(3) Recruitment for the posts of Scientist ‘B’ shall be made either by promotion failing which by
deputation (including short- term contract) and by direct recruitment or by promotion failing which by deputation
(including short-term Contract) as specified in Schedule.
(4) Recruitment for the posts of Scientist ‘C’ to ‘D’ shall be made by promotion under Flexible
Complementing Scheme as amended by the Department of Personnel and Training from time to time.
(5) The experience specified in Column 7 of the Schedule shall be the experience acquired after obtaining
the basic educational qualifications.
4. Liability of officers to serve in India and abroad. - Officers appointed shall be liable to serve
anywhere in India or outside India whenever so deputed.
5. Training.- Officers appointed shall be liable to undergo such training and be nominated to courses of
instruction in India or abroad, as the Director General, National Test House, may decide from time to time. An
officer nominated for training or courses, the duration of which is six months or more or an officer detailed for
training outside India, or with private firms or factories in India, irrespective of the duration of training, shall be
liable to refund in full the cost of training, if, for any reason, during the training or within a period of three years
after the completion of such training, he chooses to discontinue his service.
6. Disqualification . - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the
personal law applicable to such person and other party to the marriage and that there are other grounds for so doing,
exempt any person from the operation of this rule.
7. Recruitment and Screening Committee.-
7.1 Direct recruitment at the entry level of Scientist ‘B’ shall be through Union Public Service Commission as
per the requirement defined in the schedule. Recruitment of Scientist ‘B’, ‘C’ and ‘D’ by promotion shall be as per
procedure defined in Column 11 of the schedule.
7.2 Screening Committee .- Screening Committee shall be constituted for considering the eligibility of the
candidates for promotion to Scientist C and D as per Flexible Complementing Scheme defined under Column
No.12 in the Schedule.
7.3 Promotion through Flexible Complementing Scheme (FCS) .- Promotion through Flexible
Complementing Scheme, meeting by the Screening Committee shall be done twice in a calendar year that is before
1st January and 1st July of every year. Those who have completed or will complete requisite years of regular
service in a post during a period of three months before the 1st January or 1st July, as the case may be, will be
considered as on that date for promotion to the next higher grade.
7.4 A person holding a scientific post not found fit for promotion shall be eligible for the next chance only after
a lapse of period of one year.
7.5 For deciding the fitness for promotion under Flexible Complementing Scheme to the next higher grade,
Screening Committee shall take into consideration,
(i) the recommendation of Director General, National Test House;
(ii) the performance of the scientist with reference to his or her Annual Performance Assessment Report; and
(iii) his or her performance in the interview with special reference to his or her scientific contribution and
achievement in the perspective of the work done in the National Test House.

8. Probation.-
(1) Scientist ‘B’ on appointment to the service , either by direct recruitment or by promotion, shall be on
probation for a period of one year as defined in the schedule.
(2) There shall be no probation for Scientist ‘B’ promoted as Scientist ‘C’ and Scientist ‘D’.
(3) There shall be no probation for officers appointed on deputation (including short- term contract).
9. Filling up of vacancies arising due to promotion or vacation of the post by a Scientist due to
resignation or superannuation or death.-
9.1 A scientist promoted in situ after a review shall carry the post with him and consequently no vacancy is
caused.
9.2 When a vacancy is caused due to a Scientist vacating a post on retirement or on resignation, the post that
falls vacant shall be deemed to have been brought down to the level of Scientist ‘B’ in the same discipline to which
the vacating Scientist belonged. It will be ascertained whether the post falls in the direct recruitment quota or the
promotion quota for Scientist ‘B’ from the feeder post of Scientific Officer (Group ‘B’) as provided in Column 11
of the aforesaid schedule. If the post falls in the promotion quota it shall be filled as such at the level of Scientist
‘B’. In case the post falls in the direct recruitment quota, it shall be filled in the same manner as specified above.
10. Avenue for promotion .- A scientist will be eligible for promotion upto the grade of Scientist ‘D’
through promotion process under these rules.
11. Power to relax.- Where the Central Government is of the opinion that it is necessary and expedient so to
do, it may, by order and for the reasons to be recorded in writing, and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
12. Saving.-Nothing in these rules shall affect reservation, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories
of persons in accordance with the orders issued by the Central Government from time to time in this regard.
