## Report on the Central Civil Services Classification, Control and Appeal Amendment Rules, 2021 **1. Executive Summary:** This report analyzes the Central Civil Services Classification, Control and Appeal Amendment Rules, 2021, as published in the Gazette of India. This amendment modifies the original Central Civil Services Classification, Control and Appeal Rules, 1965. The key changes involve revisions to the classification and control of certain Group B and Group C posts within the Departmentalized Accounts Offices of the Government of India. The amendment also omits a section pertaining to Part IV, against serial number 1, item iv. This report aims to inform affected stakeholders within the civil services about the specific changes and their potential impact. **2. Introduction:** This report provides a detailed overview of the Central Civil Services Classification, Control and Appeal Amendment Rules, 2021, based solely on the provided government policy text. The purpose of this report is to inform affected stakeholders about the specific changes introduced by this amendment and to analyze its potential implications based on the text provided. **3. Policy Overview:** This document amends the Central Civil Services Classification, Control and Appeal Rules, 1965. The core objective, as inferred from the amendment text, is to update and refine the classification and control mechanisms for certain positions within the Departmentalized Accounts Offices under the Government of India. Specifically, the amendment seems aimed at clarifying and potentially streamlining the hierarchical structure and responsibilities related to Group B and Group C posts within these offices. **4. Background and Rationale:** The amendment text suggests a need to revise the existing classification and control framework for specific positions within the Departmentalized Accounts Offices. The specific reasons for this revision are not explicitly stated within the provided text. However, the amendment likely aims to reflect changes in the organizational structure, responsibilities, or operational needs within these offices since the original rules were established. The amendment aims to streamline the roles and responsibilities of Chief Controllers, Controllers, Joint Controllers, and other associated positions. **5. Key Provisions / Changes:** This amendment introduces the following key changes to the Central Civil Services Classification, Control and Appeal Rules, 1965: * **Part II, Serial Number 33 (Group B Posts):** The amendment substitutes the entries relating to serial number 33 concerning Group B posts of Chief Controller of Accounts or Controller of Accounts or Joint Controller General of Accounts in the Departmentalised Accounts Offices of the Government of India. The revised entries detail the responsible authorities for different scenarios, particularly addressing situations where a Principal Chief Controller of Accounts is present or absent within a Ministry or Department. This likely clarifies the reporting and control structure for these positions. * **Part III, Serial Number 4 (Group C Posts):** The amendment substitutes item iv against serial number 4 concerning Group C posts of Controller of Accounts or Deputy Controller of Accounts or Deputy General of Accounts in the Departmentalised Accounts Offices of the Government of India. This revision outlines the control and reporting structure for All Group C posts of the Departmentalised Accounts offices of the Government of India. This likely clarifies the reporting and control structure for these positions. * **Part IV, Serial Number 1, Item iv:** This amendment omits item iv against serial number 1 in Part IV. The specific content of the omitted item is not provided in the available text, making it impossible to determine the precise impact of this deletion. **6. Target Audience and Stakeholders:** The primary target audience for this amendment includes: * Individuals holding Group B and Group C positions within the Departmentalized Accounts Offices of the Government of India. * Chief Controllers, Controllers, Joint Controllers, Principal Chief Controllers, and Additional Controllers General of Accounts. * Ministries and Departments of the Government of India with Departmentalized Accounts Offices. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Department of Personnel and Training (DoPT), under the Ministry of Personnel, Public Grievances and Pensions, appears to be the responsible agency for implementing and overseeing these amendments. * **Timelines:** The amendment came into force on the date of its publication in the Official Gazette, which is February 19, 2021, as indicated in the text. * **Procedures:** While the text does not explicitly detail specific procedures, it can be inferred that relevant administrative bodies within the affected ministries and departments will need to update their internal guidelines and reporting structures to align with the amended rules. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of these changes include: * **Improved Clarity:** The revised entries for Group B and Group C posts will likely lead to greater clarity in the roles, responsibilities, and reporting lines within the Departmentalized Accounts Offices. * **Streamlined Operations:** By clarifying the control structures, the amendment may contribute to more efficient and streamlined operations within these offices. * **Updated Framework:** The amendment ensures that the classification and control framework remains relevant and aligned with the current organizational structures and operational needs of the Government of India. **9. Conclusion:** The Central Civil Services Classification, Control and Appeal Amendment Rules, 2021, represent a targeted effort to refine the classification and control mechanisms for specific positions within the Departmentalized Accounts Offices of the Government of India. The changes aim to improve clarity, streamline operations, and update the existing framework to reflect current organizational structures and operational needs. While the full impact of the amendment cannot be definitively determined without further context, the changes are likely to be significant for affected stakeholders within the civil services.
