1. (1) इन िनयम(cid:20) का संि’( नाम रेलवे बोड(cid:27) सिचवालय आशुिलिपक सेवा (िनजी सिचव (cid:28)ेड) संशोधन िनयम, 2018 ह.ै
(2) ये 1 जुलाई, 2011 से (cid:15)वृ(cid:16) (cid:23)ए समझे जाएंगे.
2. रेलवे बोड(cid:27) सिचवालय आशुिलिपक सेवा (िनजी सिचव (cid:28)ेड) िनयम, 1989 के िनयम 7 के उप-िनयम (4) के +थान पर,
िन(cid:29)िलिखत उप-िनयम रखा जाएगा, अथा(cid:27)त्:-
“(4) चयन सिमित, चयन सूची म, सि-मिलत अिधका0रय(cid:20) क1 िनजी सिचव (cid:28)ेड म, िनयुि(cid:18) के िलए ऐसे अिधका0रय(cid:20) को िविहत
िनद2श िच4ह के अनुसार ‘यो5य’ और ‘अयो5य’ के 6प म, वग7कृत करेगी तथा ‘यो5य’ के 6प म, वग7कृत अिधका0रय(cid:20) को ही फ1डर (cid:28)ेड म,
उनक1 पार+प0रक :ये;ता के <म म, चयन सूची म, सि-मिलत =कया जाएगा”.

NOTIFICATION
New Delhi, the 1st November, 2018
G.S.R. 1082(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President
hereby makes the following rules further to amend the Railway Board Secretariat Stenographers’ Service (Private Secretary
Grade) Rules, 1989, namely:-
1. (1) These rules may be called the Railway Board Secretariat Stenographers’ Service (Private Secretary Grade)
Amendment Rules, 2018.
(2) They shall be deemed to have come into force from the 1st day of July, 2011.
2. In rule 7 of the Railway Board Secretariat Stenographers’ Service (Private Secretary Grade) Rules, 1989, for
sub-rule (4), the following sub-rule shall be substituted, namely:-
“(4) The Selection Committee shall classify such of the officers included in the selection list for appointment to the Private
Secretary Grade as ‘Fit’ or ‘Unfit’ only with reference to the prescribed bench-mark and only those who are graded as ‘Fit’
shall be included in the select list in the order of their inter se-seniority in the feeder grade”.
Explanatory Memorandum
These rules are being framed to implement the decision taken by the Government of India to make the amendment rules
relating to prescribed bench-mark for preparation of selection list effective from a retrospective date from the date i.e. 1st July,
2011. It is certified that no officer is likely to be adversely affected by the making the proposed rules effective from a
retrospective date.
