(1) These rules may be called the Ministry of Environment, Forest and Climate Change, Scientific Group ‘A’ Posts Recruitment (Amendment) Rules, 2016. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Ministry of Environment, Forests and Climate Change, Scientific Group ‘A’ Posts Recruitment Rules, 2015,- (i) in rule 13, for sub-rule (4), the following shall be substituted, namely :- “(4) The composition of the Departmental Peer Review Committee for assessment of screened-in scientists for promotion under the Flexible Complementing Scheme from a post in the lower grade to a post in the higher grade as specified in column (1) of the table below, shall be as specified in column (2) thereof, namely:— TABLE Posts Composition of the Departmental Peer Review Committee (1) (2) Scientist ‘E’ to 1. Chairman – Secretary Scientist ‘F’ 2. Members – Two Secretaries from other Scientific Ministries/Departments or their representatives not below the rank of Joint Secretary 3. External Members – Two eminent scientists or experts in the relevant field nominated by the competent authority 4. Member –Joint Secretary, Department of Personnel and Training Scientist ‘F’ to 1. Chairman – Secretary Scientist ‘G’ 2. Members – Two Secretaries from other Scientific Ministries/Departments or their representatives not below the rank of Additional Secretary 3. External Members – Two eminent scientists or experts in the relevant field nominated by the competent authority. 4.
