िान्यताप्राप्त धारा 2 के खंड (च) के अंतगगत िान्यता प्राप्त संघठित संघठित अथिा सम्बन्ध िहाजिद्यालयों सजहत कोई अथिा सम्बन्ध िहाजिद्यालयों सजहत कोई जिश्वजिद्यालय अथिा कोई संस्ट्थान अथिा उि जिश्वजिद्यालय अथिा कोई संस्ट्थान अथिा उि आजधजनयि की धारा 3 के तहत सि जिश्वजिद्यालय आजधजनयि की धारा 3 के तहत सि जिश्वजिद्यालय संस्ट्थान ि ें जिश्वजिद्यालय और िहाजिद्यालय संस्ट्थान िें जिश्वजिद्यालय और िहाजिद्यालय जिक्षक, जिक्षक, पुस्ट्तकालय अध्यक्ष अथिा िारीठरक जिक्षा पुस्ट्तकालय अध्यक्ष अथिा िारीठरक जिक्षा और खेलकूद और खले कूद जनदेिक के पद पर दकसी ब्यजि की जनदेिक के पद पर दकसी ब्यजि की जनयुजि नहह होगी जनयुजि नहह होगी िबतक दक ब्यजि इन जिजनयिों िबतक दक ब्यजि इन जिजनयिों िें उल्लेजखत उपयुगि की अनुसूची 1िें उपयिुग पद के जलए यथा उपबंजधत पद के जलए यथा उपबंजधत अहतागओं के रूप िें अपेक्षाओं अहतागओं के रूप ि ें अपेक्षाओं को पूरा नहह करता को पूरा नहह करता होI होI इन जिजनयिों के तहत कैठरयर उन्नजत योिना के इन जिजनयिों के तहत कैठरयर उन्नजत योिना के अंतगगत 6.3 अंतगतग प्रोन्नजतयों के जलए बनाये गए िानदंड, इन प्रोन्नजतयों के जलए बनाये गए िानदंड, इन जबजनियों जबजनियों की अजधसूचना की जतजथ से प्रभािी होंगे I की अजधसूचना की जतजथ से प्रभािी होंगेI हालांदक, उन तथाजप, जिद्यिान जबजनियों के अंतगगत पहले स े संकाय सदस्ट्यों की कठिनाई का सिाधान करन े के योग्य अथिा संभाजित योग्यता प्राप्त करन े िाल े जलए,िो जिश्वजिद्यालय अनुदान आयोग संकाय के सदस्ट्यों की कठिनाई कि करने के जलए (जिश्वजिद्यालयों और िहाजिद्यालयों िें जिक्षकों और उन्ह ें जिद्यिान जबजनियों के अतं गतग प्रोन्नजत हते ु अन्य िैजक्षक किगचाठरयों की जनयुजि हते ु न्यूनति जिचार दकये िाने के जलए जिकल्प ददया िा सकता अहतग ा तथा उच्चतर जिक्षा ि ें िानकों के रख-रखाि हते ु ह ै I यह जिकल्प इन जिजनयिों के जतजथ से केिल अन्य उपायों संबंधी) जिजनयि, 2010 जिजनयिों के 3 िर्ग तक प्रयोग िें लाया िा सकता हIै अनुसार पहल े ही अहतग ा प्राप्त कर चुके ह ैं या िौिूदा जनयिों के तहत छह िहीने के भीतर (17 िनिरी 2019 तक) अहतग ा प्राप्त करने की संभािना ह,ै उन्ह ें पदोन्नजत हते ु जिचार करन े के जलए एक जिकल्प 2010 या 2018 जिजनिय के अंतगतग ददया िा सकता ह।ै इस जिकल्प का उपयोग इन जिजनयिों की अजधसूचना की तारीख स े केिल 31 ददसंबर, 2023 तक दकया िा सकता ह ै और पात्रता की तारीख को पदोन्नजत की तारीख के रूप ि ें बरकरार रखा िाएगा। आिेदन ििा करन े की जतजथ पर, उम्िीदिार को पदोन्नजत के जलए आिश्यक सभी पात्रता िानदंडों को पूरा करना होगा। िो उम्िीदिार पहल े िूल्यांकन ि ें सफल नहह होते िो उम्िीदिार पहले िूल्यांकन ि ें सफल नहह होते ह,ैं 6.3 VI (iii) ह,ैं उनका एक िर्ग के बाद ही पुनिूगल्यांकन होगा। उनका एक िर्ग के बाद ही पुनिूगल्यांकन करना होगा। िब ऐसा उम्िीदिार अंजति िूल्यांकन ि ें सफल िब ऐसा उम्िीदिार अंजति िूल्यांकन ि ें सफल होता होता ह,ै तो उसकी पदोन्नजत अस्ट्िीकृजत की तारीख ह,ै तो उसकी पदोन्नजत अंजति िूल्यांकन की तारीख के स े एक िर्ग िानी िाएगी। आधार या तो 1 िनिरी या 1 िुलाई से प्रभािी होगी, िैसा दक नीच ेबताया गया ह:ै यदद अंजति िूल्यांकन 1 िनिरी और 30 िून के बीच[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 ह ैतो पदोन्नजत 1 िुलाई से दी िाएगी। यदद अंजति िूल्यांकन 1 िुलाई और 31 ददसंबर के बीच ह ैतो पदोन्नजत 1 िनिरी से दी िाएगी। सी.ए.एस के अंतगगत प्रत्याजित पदोन्नजत के जलए िहां कहह ओठरएंिेिन कोसग (ओसी)/ठरफ्रेिर कोसग 6.3 VIII अपेजक्षत ओठरएंिेिन कोसग और ठरफ्रेिर कोसग की (आरसी) की आिश्यकता अधूरी रह गई ह,ै िहा ं आिश्यकता 31 ददसंबर, 2018 तक अजनिाय ग नहह पदोन्नजत नहह रोकी िाएगी लेदकन इन अपेक्षाओं को होगी। आयोग द्वारा सिय-सिय पर अजधसूजचत या 31 ददसंबर, 2023 तक पूरा दकया िाना चाजहए। ताजलका एि.दफल. एि.दफल. /एलएल.एि/ एि.िेक/ 3एके Vol.II.—In exercise of the powers conferred under clause (e) and (g) of sub-section (1) of section 26 read with section 14 of the University Grants Commission Act, 1956 (3 of 1956), the University Grants Commission hereby makes the following amendment in the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018, namely:- 1. Short title and commencement.-(1) These regulations may be called the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) (3rdAmendment) Regulations, 2023.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (2) These shall come into force on the date of their publication in the Official Gazette. 2. The following regulations in the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018, shall stand amended and be read as under:- Existing Provisions in Principal Regulations on Amended provisions in principal Regulation Minimum Qualifications for Appointment of Regulations on Minimum Teachers and Other Academic Staff in Qualifications for Appointment of Universities and Colleges and Measures for the Teachers and Other Academic Staff in Maintenance of Standards in Higher Education, Universities and Colleges and Measures 2018 for the Maintenance of Standards in Higher Education, 2018 No person shall be appointed to the post of University No person shall be appointed to the post 3.12 and College teacher, Librarian or Director of Physical of University and College teacher, Education and Sports, in any university or in any of Librarian, or Director of Physical institutions including constituent or affiliated colleges Education and Sports, in any university or recognized under clause (f) of Section 2 of the in any of the institutions including University Grants Commission Act, 1956 or in an constituent or affiliated colleges institution deemed to be a University under Section 3 recognized under clause (f) of Section 2 of of the said Act if such person does not fulfill the the University Grants Commission Act, requirements as to the qualifications for the 1956 or in an institution deemed to be a appropriate post as provided in the Schedule 1 of University under Section 3 of the said Act these Regulations. if such person does not fulfill the requirements as to the qualifications for the appropriate post as provided in these Regulations. The criteria for promotions under Career The criteria for promotions under Career 6.3 Advancement Scheme laid down under these Advancement Scheme laid down under Regulations shall be effective from the date of these Regulations shall be effective from notification of these Regulations. On the date of submission of the application, the candidate should fulfil all eligibility criteria required for promotion.
