जम.स.ं 1-2/2018 (सीपीपी-I/डीय)ू .—जिश्वजिद्यालय अनुदान आयोग अजधजनयम, 1956 (1956 का 3) की धारा
26 की उप-धारा (1) के खंड (च) और (छ) के अधीन प्रदत्त िजियों का प्रयोग करते हुए, जिश्वजिद्यालय अनुदान आयोग
एतदद्वारा जिश्वजिद्यालय अनुदान आयोग (सम जिश्वजिद्यालय संस्ट्थान) जिजनयम, 2019 में जनम्नजलजखत संिोधन करता है,
यथा
1. (1) इन जिजनयमों को जिश्वजिद्यालय अनुदान आयोग (सम जिश्वजिद्यालय संस्ट्थान) संिोधन जिजनयम, 2020
कहा जाएगा।
(2) ये सरकारी राजपत्र म ेंउनके प्रकािन की तारीख स े प्रभािी होंगे ।
2. जिश्वजिद्यालय अनुदान आयोग (सम जिश्वजिद्यालय संस्ट्थान) जिजनयम, 2019 म,ें जिजनयम 19.0 के खंड (iii) म,ें
"सम जिश्वजिद्यालय संस्ट्थान के संकाय" िब्दों के पश्चात, जनम्नजलजखत जोड़ा जाएगा, यथा:-
"जनम्नजलजखत मामलों को छोड़कर, अथाात:्-
(क) जिजनयम 7.01 के अधीन अनुमोददत सम जिश्वजिद्यालय संस्ट्थान कोई समझौता या व्यिस्ट्था कर सकते ह ैंयदद -
(I) ऐसे संस्ट्थान की स्ट्थापना, अनरु क्षण या संचालन की अनुमजत संसद के दकसी अजधजनयम या उसके अधीन
बनाए गए जनयमों या जिजनयमों के अधीन दी जाती ह;ै और
(II) इसने उप-जिजनयम 7.01.2 की प्रदिया को छोड़कर, जिजनयम 7.01 में जिजनर्ददष्ट प्रदिया का पालन करते
हुए उप-जिजनयम 7.01.1 के अधीन एक आिेदन दकया ह।ै
और पररसर की स्ट्थापना ऐसे समझौते या व्यिस्ट्था के अधीन की जानी ह ै-
(क) जब तक ऐसा समझौता या व्यिस्ट्था ऐसे कानून के अधीन मान्य रहता है, तब तक सम जिश्वजिद्यालय
संस्ट्थान को ऑफ-कैंपस केंद्र के रूप म ेंमाना जाएगा; और

(ख) अगर सम जिश्वजिद्यालय संस्ट्थान के रूप म ें 'लाभ अर्तजत नहीं करन े िाली’ इकाई के रूप म ें
लेखापरीक्षा और प्रकटीकरण के समान मानकों के अधीन हो;
(ख) जिजनयम 7.01 के अधीन अनमु ोददत सम जिश्वजिद्यालय संस्ट्थान एक कौिल उन्मुख व्यािसाजयक पाठ्यिम के
छात्रों के प्रायोजगक प्रजिक्षण के जलए समझौता या व्यिस्ट्था कर सकते ह ैं यदद इस तरह के पाठ्यिम को जिश्वजिद्यालय
अनुदान आयोग या संसद के दकसी अजधजनयम के अधीन स्ट्थाजपत दकसी अन्य जनकाय द्वारा अनमु ोददत दकया गया ह।ै

NOTIFICATION
New Delhi, the 18th November, 2020
F. No. 1-2/2018 (CPP-I/DU).—In exercise of the powers conferred under clauses (f) and (g) of
sub-section (1) of section 26 of the University Grants Commission Act, 1956 (3 of 1956), the University
Grants Commission hereby makes the following amendments in the UGC [Institutions Deemed to be
Universities] Regulations, 2019 namely:
1. (1) These regulations may be called the UGC [Institutions Deemed to be Universities]
Amendment Regulations, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the UGC [Institutions Deemed to be Universities] Regulations, 2019, in regulation 19.0, in
clause (iii), after the words ―faculty of the Institution Deemed to be University‖, the following shall
be inserted, namely:-
―except in the following cases, namely:-
(a) The Institution Deemed to be University approved under regulation 7.01 may enter into an
agreement or arrangement if –
(I) the establishment, maintenance or operation of such institution is permitted under any Act
of Parliament or the rules or regulations made thereunder; and
(II) it has made an application under sub-regulation 7.01.1 after following the procedure
specified in regulation 7.01, except the procedure in sub-regulation 7.01.2,
and the campus to be established under such agreement or arrangement shall be –
(A) treated as an off-campus centre of the Institution Deemed to be University as long as such
agreement or arrangement remains valid under such law; and
(B) subject to similar standards of audit and disclosure as a ‗not-for-profit‘ entity as that of the
Institution Deemed to be University;
(b) the Institution Deemed to be University approved under regulation 7.01 may enter into
agreement or arrangement for practical training of students of a skill oriented vocational course if
such course is approved by the University Grants Commission or any other body established
under any Act of Parliament.‖
