## Report on Withdrawal of Recognition of Maa Kaila Devi Institute by the Indian Nursing Council **1. Executive Summary:** This report analyzes the Indian Nursing Council's (INC) Withdrawal Order, dated October 14, 2022, concerning Maa Kaila Devi Institute. The core purpose of this order, as stated within the text, is to withdraw recognition for conducting GNM and B.ScN courses from the academic session 2018-19 due to the institute operating on the same campus as another institution, violating INC norms. Key findings indicate that the withdrawal affects the institute's ability to grant qualifications recognized nationwide and impacts students who obtained qualifications from the institute since 2018-19. **2. Introduction:** This report aims to provide an informative overview and analysis of the Indian Nursing Council's Withdrawal Order regarding Maa Kaila Devi Institute, based solely on the text provided. This analysis is intended to inform affected parties about the implications of this order. **3. Policy Overview:** This is a specific withdrawal order based on Section 14 of the Indian Nursing Council Act, 1947 (XLVIII of 1947). * **Core Objective(s):** The core objective, as stated within the text, is to formally withdraw recognition of Maa Kaila Devi Institute for conducting GNM and B.ScN courses, effectively preventing the institute from offering nationally recognized nursing qualifications. **4. Background and Rationale:** The policy addresses the situation where Maa Kaila Devi Institute was found to be operating on the same campus as another institution (Nakoda Shiksha Samiti). The Indian Nursing Council considers this a violation of its norms, which prohibit two institutions from functioning in the same campus. The withdrawal is therefore justified by this violation, ensuring compliance with INC regulations. **5. Key Provisions / Changes:** This is not an amendment but a specific withdrawal order, therefore this section focuses on the key rules enacted. The central provision is the withdrawal of recognition for Maa Kaila Devi Institute. * **Specific Action:** The recognition of Maa Kaila Devi Institute for conducting GNM and B.ScN courses is withdrawn, effective from the academic session 2018-19. * **Effect:** From 2018-19 onwards, any qualifications obtained from Maa Kaila Devi Institute will only be valid for registration within the state of Madhya Pradesh, contingent on the state government's orders. They will not be recognized nationally by the INC. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders include: * **Maa Kaila Devi Institute:** Directly affected by the withdrawal of recognition. * **Students of Maa Kaila Devi Institute (past and present):** Students who have obtained or are pursuing GNM and B.ScN qualifications from the institute since 2018-19. * **Government of Madhya Pradesh:** Involved through the initial recognition of the institute and the subsequent communication regarding the withdrawal. They must also make a determination regarding validity of qualifications. * **Madhya Pradesh Nurses Registration Council:** The state-level body affected by the withdrawal of recognition in terms of registration of graduates from the mentioned institute. * **Potential future applicants:** Anyone considering studying nursing at Maa Kaila Devi Institute should be aware of this order. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Indian Nursing Council (INC) is the responsible agency, as it issued the withdrawal order. * **Timeline:** The withdrawal is effective from the academic session 2018-19. * **Procedure:** The INC initiated the withdrawal process by issuing a notice to the State Government of Madhya Pradesh and Maa Kaila Devi Institute, requesting recommendations regarding the suitability of the institution. The withdrawal was implemented after the INC found the institute to be in violation of its norms. The government of Madhya Pradesh is also responsible for implementing and enforcing the order within the state. **8. Expected Outcomes / Impact of Changes:** The intended outcome of this withdrawal order is to ensure compliance with INC regulations regarding the operation of nursing institutions. The likely impact is: * Students graduating from Maa Kaila Devi Institute after 2018-19 will face limitations in their ability to register as nurses outside of Madhya Pradesh. * Maa Kaila Devi Institute will need to address the violation of INC norms to regain recognition or cease offering GNM and B.ScN courses. * The order highlights the INC's commitment to enforcing its regulations and maintaining standards in nursing education. **9. Conclusion:** The Indian Nursing Council's Withdrawal Order concerning Maa Kaila Devi Institute has significant implications for the institute, its students, and the nursing profession in Madhya Pradesh. The withdrawal of recognition impacts the validity of qualifications obtained from the institute since 2018-19, restricting registration to the state level (subject to state government orders). This order underscores the importance of adhering to INC regulations and maintaining the quality and standards of nursing education.
