## Policy Analysis Report: Indian Nursing Council Withdrawal Order (October 14, 2022)
**1. Executive Summary:**
This report analyzes the Indian Nursing Council Withdrawal Order, dated October 14, 2022, concerning the recognition of Life Care Nursing School in Jharkhand. The core purpose of this order is the withdrawal of recognition for the ANM (Auxiliary Nurse Midwife) course offered by the institution due to identified deficiencies in clinical and teaching facilities. Key findings indicate that graduates of this institution will only be eligible for registration within the State of Jharkhand, subject to state government orders, effective from June 25, 2022. This is a new policy affecting the Life Care Nursing School and its students.
**2. Introduction:**
This report aims to provide a comprehensive overview of the Indian Nursing Council Withdrawal Order concerning Life Care Nursing School, based solely on the provided policy text. The analysis focuses on the policy's objectives, rationale, key provisions, affected stakeholders, inferred implementation aspects, and expected outcomes.
**3. Policy Overview:**
* This is a new policy (Withdrawal Order).
* **Core Objective:** The primary objective of this order is to withdraw recognition of the ANM course offered by Life Care Nursing School, Siktiya, Godda, Jharkhand due to deficiencies in the institution.
**4. Background and Rationale:**
As this is a new policy (Withdrawal Order), the likely problem the policy addresses is the substandard quality of education and training provided by Life Care Nursing School. The text indicates that an inspection report revealed "serious deficiencies…i.e., clinical and teaching facilities," suggesting that the institution failed to meet the required standards for nursing education. Despite being given the opportunity to rectify these deficiencies through a notice to the State Government and the Nursing School, neither responded to the Council.
**5. Key Provisions / Changes:**
* The Indian Nursing Council (INC), exercising powers under Section 14 of the Indian Nursing Council Act, 1947, declares that, effective from **June 25, 2022**, any person holding an ANM qualification from Life Care Nursing School will only be eligible for registration in the State of Jharkhand, subject to the orders of the State government of Jharkhand.
* The order explicitly withdraws the national recognition of the ANM course.
* The withdrawal is based on deficiencies in clinical and teaching facilities.
**6. Target Audience and Stakeholders:**
The direct target audience and stakeholders affected by this policy are:
* **Life Care Nursing School:** The institution loses its national recognition for the ANM course.
* **Students and Graduates of Life Care Nursing School:** Their ANM qualification will only be recognized for registration within the State of Jharkhand (subject to State Government orders).
* **State Government of Jharkhand and Jharkhand Nurses Registration Council:** They are responsible for the local oversight and registration of ANM professionals qualified from the institution.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:**
* Indian Nursing Council (INC): Responsible for issuing and enforcing the withdrawal order.
* State Government of Jharkhand and Jharkhand Nurses Registration Council: Responsible for managing registration and oversight of nurses qualified from Life Care Nursing School within the state.
* **Timelines/Procedures:**
* The withdrawal of recognition is effective from June 25, 2022.
* The Jharkhand State government’s approval is necessary for graduates to be registered.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this policy are:
* **Improved Quality of Nursing Education:** By withdrawing recognition from a deficient institution, the INC aims to uphold the standards of nursing education.
* **Protection of Public Health:** Ensuring that only adequately trained nurses are registered and allowed to practice, potentially minimizing risks to patient care.
* **Increased Scrutiny of Nursing Institutions:** The action sets a precedent for stricter enforcement of standards and potential withdrawal of recognition for institutions failing to meet requirements.
**9. Conclusion:**
The Indian Nursing Council Withdrawal Order regarding Life Care Nursing School represents a decisive action to address deficiencies in nursing education standards. The order limits the registration eligibility of graduates from the institution to within the State of Jharkhand, subject to state government approval. This policy underscores the INC's commitment to maintaining quality in nursing education and protecting public health by ensuring adequately trained and qualified nurses are available within the profession.

Act, 1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:—
Whereas, Life Care Nursing School situated at Siktiya, Godda – 814133, Jharkhand is recognized by State
Government of Jharkhand and Jharkhand Nurses Registration Council to conduct ANM Course.
Whereas, a notice no. 18-36/14038-INC/13321 dated 10/03/2021 for withdrawal of Recognition under section
14 of Indian Nursing Council Act, 1947 addressed to Chief Secretary, Health and Family Welfare Department,
Government of Jharkhand, Nepal House, Doranda, Ranchi – 834002, Jharkhand was issued. Copy of the notice dated
10/03/2021 was also enclosed to Life Care Nursing School situated at Siktiya, Godda – 814133, Jharkhand. In the
notice issued, the State Government was requested to submit their recommendations to the Council as respects
