In exercise of the powers conferred under Section 14 of Indian Nursing Council Act, 1947 XLVIII of 1947 the Indian Nursing Council hereby issues the following order
## Policy Analysis Report: Indian Nursing Council Order Regarding Shree Jagram Nursing College
**1. Executive Summary:**
This report analyzes an order issued by the Indian Nursing Council (INC) regarding Shree Jagram Nursing College, located in Bhopal, Madhya Pradesh. The order, effective from June 19, 2021, restricts the registration of B.Sc. Nursing graduates from this college to the state of Madhya Pradesh only. This action stems from the college's failure to respond to notices regarding its suitability and its refusal to allow a statutory inspection by the INC. The key finding is that the INC has taken action to limit the recognition of the college's graduates due to concerns about the institution's standards.
**2. Introduction:**
This report aims to provide an informative analysis of the Indian Nursing Council's order concerning Shree Jagram Nursing College, based solely on the information provided in the policy text. The report will focus on the objectives, rationale, key provisions, stakeholders, implementation aspects, and expected outcomes derived from the given document.
**3. Policy Overview:**
This is a specific order relating to one particular college rather than a broad new policy or an amendment of an existing one.
* **Core Objective(s):** The core objective, as inferred from the text, is to ensure the quality and standards of nursing education and practice by restricting the registration of graduates from an institution deemed potentially deficient. The INC aims to protect the integrity of the nursing profession by addressing concerns about the suitability of Shree Jagram Nursing College to conduct nursing courses.
**4. Background and Rationale:**
The order addresses the issue of a nursing college, Shree Jagram Nursing College, that was recognized by the Madhya Pradesh state government and nursing registration council, but failed to comply with INC requirements. The college did not respond to a notice regarding potential withdrawal of recognition and refused a mandatory statutory inspection. The rationale for the order is to address concerns about the college's teaching, clinical, or infrastructural facilities, which are necessary for conducting quality nursing courses. The absence of a response from the college and its refusal to allow an inspection raise serious doubts about its suitability.
**5. Key Provisions / Changes:**
* The central provision is that, effective from June 19, 2021, any individual holding a B.Sc. Nursing degree from Shree Jagram Nursing College can only be registered as a nurse within the state of Madhya Pradesh.
* This action effectively limits the employment opportunities of these graduates outside of Madhya Pradesh, as registration in other states typically requires recognition by the Indian Nursing Council.
* This order serves as a sanction against the college for its non-compliance and raises questions about the validity of its nursing program.
**6. Target Audience and Stakeholders:**
The primary target audience is Shree Jagram Nursing College, its administration, faculty, and, most significantly, its current and prospective students. The direct stakeholders include:
* **Shree Jagram Nursing College:** The institution faces potential reputational damage and reduced enrollment.
* **B.Sc. Nursing Students (current and future):** Their career prospects outside of Madhya Pradesh are now limited.
* **The Madhya Pradesh State Government and Nursing Council:** They are informed of the INC's decision and must adjust their recognition processes accordingly.
* **Healthcare Employers (outside of Madhya Pradesh):** They may not recognize qualifications from this college as readily.
* **The Indian Nursing Council:** who are taking actions to protect the standards of nursing in India.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Indian Nursing Council (INC) is the primary body responsible for implementing this order. The Madhya Pradesh Nurses Registration Council will need to enforce the restricted registration.
* **Timelines/Procedures:** The order is effective from June 19, 2021. The text does not specify the duration of this restriction or the procedures for the college to regain full recognition.
* The order implies that the Madhya Pradesh Nurses Registration Council will modify their procedures to reflect this restriction and that applications for registration from graduates of Shree Jagram Nursing College will be reviewed accordingly.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this order are:
* To incentivize Shree Jagram Nursing College to address the INC's concerns and allow for a proper inspection.
* To protect the reputation of the nursing profession by ensuring that only qualified individuals are registered to practice.
* To potentially encourage students to enroll in more reputable nursing colleges that have full INC recognition.
* To raise awareness among other nursing institutions regarding the importance of complying with INC regulations and inspections.
* Reduced number of students attending Shree Jagram Nursing College.
**9. Conclusion:**
The Indian Nursing Council's order regarding Shree Jagram Nursing College is a significant action taken to address concerns about the institution's suitability to conduct nursing courses. The restriction on registration for its graduates demonstrates the INC's commitment to maintaining the quality and standards of nursing education in India. This order serves as a warning to other institutions and highlights the importance of adhering to regulatory requirements and allowing for necessary inspections. The order will significantly impact the college and its students, requiring them to take steps to address the INC's concerns in order to regain full recognition.

INDIAN NURSING COUNCIL
ORDER
New Delhi, the 23rd December, 2021
F.No. 18-18/8080-INC.—In exercise of the powers conferred under Section 14 of Indian Nursing Council Act,
1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:—
Whereas, Shree Jagram Nursing College situated at C-118, Bharti Niketan, Govindpura, Bhopal,
Dist. Bhopal–462044, Madhya Pradesh was recognized by State Government of Madhya Pradesh and
Madhya Pradesh Nurses Registration Council.
Whereas, a notice no. 18-18/8080-INC dated 04/02/2020 for withdrawal of Recognition under section 14 of
Indian Nursing Council Act, 1947 addressed to Principal Secretary (Health & FW), Government of Madhya Pradesh,
Room No. 241, Mantralaya (Vallabh Bhawan) Area Hills, Bhopal – 462004, Madhya Pradesh was issued. Copy of the
notice dated 04/02/2020 was also enclosed to Shree Jagram Nursing College situated at C-118, Bharti Niketan,
Govindpura, Bhopal, Dist. Bhopal – 462044, Madhya Pradesh. In the notice issued, the State Government was
requested to submit their recommendations to the Council as respects Suitability of the nursing institution.
Whereas, the Council has not received any recommendation from the State Government as respects the case of
Shree Jagram Nursing College, Madhya Pradesh. Even the institution Shree Jagram Nursing College has not
responded to the notices issued.
Whereas, the Council has considered the matter in its entirety. Refusal for statutory inspection under section 13
of Indian Nursing Council Act 1947 is a serious issue. It is on the basis of inspections only that the Council would be
in a position to decide about the suitability of the nursing institution to conduct nursing courses. Refusal for inspection
would ipso facto mean that the institution does not possess the requisite Teaching, Clinical or infrastructural facilities.
Now therefore, the Council exercising powers under section 14(3)(b) of Indian Nursing Council Act, 1947
declares that with effect from 19/06/2021 any person holding a recognized qualification of B.Sc (N) from Shree
Jagram Nursing College situated at C-118, Bharti Niketan, Govindpura, Bhopal, Dist. Bhopal – 462044, Madhya
Pradesh shall be entitled to be registered only in the State of Madhya Pradesh.
Lt. Col (Dr.) SARVJEET KAUR, Secy.
