L.-33004/99 सी.जी.-डी.एल.-अ.-24022023-243858 xxxGIDHxxx CG-DL-E-24022023-243858 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 106] नई ददल्ली, बृहस्ट्प जतवार, फरवरी 23, 2023/फाल्ग नु 4, 1944 No. 106] NEW DELHI, THURSDAY, FEBRUARY 23, 2023/PHALGUNA 4, 1944 भारतीय उपचया ापररषद ् प्रत्याहार आदेि नई ददल् ली, 22 फरवरी, 2023 फा. स.ं 18-1500/2002-आईएनसी.—भारतीय उपचयाा पररषद ् अजधजनयम, 1947 (1947 का XLVIII) की धारा 14 के तहत प्रदत्त िजियों का प्रयोग करते हुए, भारतीय उपचयाा पररषद ्एतद्दवारा जनम्नजलजखत आदेि िारी करती ह:ै - िबदक जबकानरे इंस्ट्टीट्यटू ऑफ मजे डकल साइंस, चौथा और पाचं वा ं तल, चलाना हॉजस्ट्पटल जबलल्डंग, सक्े टर 6, प्लॉट न. 1, िएे नवी कॉलोनी, जिला जबकानरे – 334003, रािस्ट्थान, रािस्ट्थान राज्य सरकार और रािस्ट्थान नर्सगिं काउंजसल द्वारा िीएनएम पाठ्यक्रम संचाजलत करने के जलए मान्यता प्राप्त ह।ै वहीं, प्रमुख सजचव, (Health & FW) स्ट्वास्ट््य और पररवार कल्याण जवभाग, रािस्ट्थान सरकार, कक्ष सख्ं या 5208, सजचवालय, मुख्य भवनु, ियपरु – 302005, रािस्ट्थान को भारतीय उपचयाा पररषद ् अजधजनयम, 1947 की धारा 14 के तहत मान्यता वापस लेन े के जलए एक नोरटस स.ं 18-1500/2002-आईएनसी ददनांक 30/05/2022 िारी दकया गया था। नोरटस ददनांक 30/05/2022 की एक प्रजत जबकानरे इंस्ट्टीट्यटू ऑफ मजे डकल साइंस, चौथा और पाचं वा ं तल, चलाना हॉजस्ट्पटल जबलल्डंग, सक्े टर 6, प्लॉट न. 1, िएे नवी कॉलोनी, जिला जबकानरे – 334003, रािस्ट्थान को भी भेिी गई थी। िारी नोरटस म ें राज्य सरकार से नर्सिंग संस्ट्थान की उपयुिता के संबंध म ें पररषद ् को अपनी जसफाररिें प्रस्ट्तुत करन े का अनुरोध दकया गया था। 1192 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] िबदक जबकानरे इंस्ट्टीट्यटू ऑफ मजे डकल साइंस के मामल े म ें पररषद ् को राज्य सरकार से कोई अनुिंसा प्राप्त नहीं हुई ह।ै यहां तक दक संस्ट्थान जबकानरे इंस्ट्टीट्यटू ऑफ मजे डकल साइंस ने िारी नोरटस का उत्तर भी नहीं ददया ह।ै िबदक,पररषद ् ने इस मामल े पर समग्र जवचार दकया ह।ै ददनाकं 18/03/2021 की जनरीक्षण ररपोटा के अवलोकन स े पता चलता ह ैदक संस्ट्थान म ेंकई तरह की कजमयां है, जविेष रूप से नैदाजनक और जिक्षण सुजवधाओं से संबंजधत कजमयां। अब इस प्रकार, भारतीय उपचयाा पररषद ्अजधजनयम 1947 की धारा 14(3)(बी) के तहत प्रदत्त अजधकारों का प्रयोग करत े हुए पररषद यह घोषणा करती ह ै दक ददनांक 08/09/2022 से आगे जबकानरे इंस्ट्टीट्यटू ऑफ मजे डकल साइंस, चौथा और पाचं वा ं तल, चलाना हॉजस्ट्पटल जबलल्डंग, सक्े टर 6, प्लॉट न. 1, िएे नवी कॉलोनी, जिला जबकानरे – 334003, रािस्ट्थान से िीएनएम की योग्यता रखन े वाला हर एक व्यजि, रािस्ट्थान राज्य सरकार के आदेि के अधीन केवल रािस्ट्थान राज्य म ें पंिीकृत होने का हकदार होगा। ले. कनला (डॉ.) सवािीत कौर, सजचव [जवज्ञापन-III/4/असा./633/2022-23] INDIAN NURSING COUNCIL WITHDRAWAL ORDER New Delhi, the 22nd February, 2023 F. No. 18-1500/2002-INC.—In exercise of the powers conferred under Section 14 of Indian Nursing Council Act, 1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:— Whereas Bikaner Institute of Medical Science situated at 04th & 05th Floor, Chalana Hospital Building, Sector 6, Plot No. 1, JNV Colony, District Bikaner – 334003, Rajasthan is recognized by State Government of Rajasthan and Rajasthan Nursing Council to conduct GNM Course. Whereas, a notice no. 18-1500/2002-INC dated 30/05/2022 for withdrawal of Recognition under section 14 of Indian Nursing Council Act, 1947 addressed to Principal Secretary (Health &FW), Department of Health & Family Welfare, Government of Rajasthan, Room No. 5208, Govt. Secretariat, Main Building, Jaipur – 302005, Rajasthan was issued. Copy of the notice dated 30/05/2022 was also enclosed to Bikaner Institute of Medical Science situated at 04th & 05th Floor, Chalana Hospital Building, Sector 6, Plot No. 1, JNV Colony, District Bikaner – 334003, Rajasthan. In the notice issued, the State Government was requested to submit their recommendations to the Council as respects Suitability of the nursing institution. Whereas, the Council has not received any recommendation from the State Government as respects the case of Bikaner Institute of Medical Science, Rajasthan. Even the institution Bikaner Institute of Medical Science has not responded to the notices issued. Whereas, the Council has considered the matter in its entirety. Perusal of the inspection report dated 18/03/2021 would show that the institution is deficient in many respects especially those relating to deficiencies i.e., clinical and teaching facilities. Now therefore, the Council exercising powers under section 14(3)(b) of Indian Nursing Council Act, 1947 declares that with effect from 08/09/2022 any person holding a recognized qualification of GNM from Bikaner Institute of Medical Science situated at 04th & 05th Floor, Chalana Hospital Building, Sector 6, Plot No. 1, JNV Colony, District Bikaner – 334003, Rajasthan shall be entitled to be registered only in the State of Rajasthan subject to the orders of State government of Rajasthan.
