## Report on Withdrawal Order Regarding B.Sc. Nursing Program at B B Chhatoi College of Nursing, Odisha
**1. Executive Summary:**
This report analyzes a notification issued by the Indian Nursing Council (INC) on April 22, 2022, regarding the withdrawal of recognition for the B.Sc. Nursing program at B B Chhatoi College of Nursing in Odisha. The core purpose of this action is due to the college's failure to address deficiencies identified by the INC and their lack of response to a show cause notice. This withdrawal impacts the college's ability to offer recognized B.Sc. Nursing degrees and limits the registration options for graduates.
**2. Introduction:**
This report aims to provide a comprehensive overview of the Indian Nursing Council's order concerning the withdrawal of recognition for the B.Sc. Nursing program at B B Chhatoi College of Nursing. This analysis is based solely on the information provided within the given policy text.
**3. Policy Overview:**
This is *not* a new policy, but rather a specific action taken under the existing Indian Nursing Council Act, 1947. The core objective, as inferred from the text, is to ensure quality standards and compliance within nursing education programs, as mandated by Section 14 of the Indian Nursing Council Act, 1947.
**4. Background and Rationale:**
The rationale for this action stems from the B B Chhatoi College of Nursing's failure to rectify deficiencies identified by the Indian Nursing Council during an assessment of suitability for the academic year 2018-2019. The college also failed to respond to a show cause notice issued by the INC regarding these deficiencies. This lack of corrective action and communication led to the withdrawal of recognition.
**5. Key Provisions / Changes:**
This notification implements a specific action – the withdrawal of recognition. It details:
* **Specific Part of Policy Affected:** While not explicitly stated, the action falls under Section 14 (likely 3b based on the text: "... in terms of Section 14 3b of the Act") of the Indian Nursing Council Act, 1947, which allows the INC to withdraw recognition of nursing programs.
* **New Rule/Provision:** The key provision is the *withdrawal of recognition* for conducting the B.Sc. Nursing program at B B Chhatoi College of Nursing, effective from the academic session 2018-2019.
* **Effect of Change:** Graduates from B B Chhatoi College of Nursing after April 4, 2022, will only be eligible for registration as nurses within the state of Odisha, subject to orders of the State Government of Odisha. This restricts their ability to practice nursing in other states based on the INC's recognition.
**6. Target Audience and Stakeholders:**
The primary target audience includes:
* **B B Chhatoi College of Nursing:** Directly affected by the loss of recognition.
* **Students (current and prospective) of B B Chhatoi College of Nursing:** Current students may face limitations on registration outside Odisha after graduation. Prospective students should be aware of the college's loss of recognition.
* **The Odisha State Government and the Odisha Nurses and Midwives Registration Council:** While they did not provide comments, they are responsible for regulating nursing practice within the state and will be impacted by the restricted registration of graduates.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Indian Nursing Council (INC) is the responsible body for implementing the withdrawal of recognition. The Odisha State Government and the Odisha Nurses and Midwives Registration Council will be responsible for handling the registration of graduates from B B Chhatoi College of Nursing within the state.
* **Timelines/Procedures:** The withdrawal of recognition is effective from the academic session 2018-2019. The effective date for the registration restriction is April 4, 2022.
* **Changes to Implementation:** The implementation of registration procedures within Odisha might need to be adjusted to accommodate graduates from B B Chhatoi College of Nursing.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of these changes are:
* **Improvement in Nursing Education Standards:** By withdrawing recognition from non-compliant institutions, the INC aims to uphold the quality of nursing education across the country.
* **Limited Impact on National Nursing Workforce:** While restricting the mobility of B B Chhatoi College of Nursing graduates, the overall impact on the national nursing workforce may be limited.
* **Pressure on B B Chhatoi College of Nursing:** The college is likely to face pressure to address the identified deficiencies and potentially regain recognition in the future.
**9. Conclusion:**
The Indian Nursing Council's order represents a specific enforcement action taken under the existing Indian Nursing Council Act, 1947. The withdrawal of recognition for the B.Sc. Nursing program at B B Chhatoi College of Nursing is a significant event for the college, its students, and the nursing regulatory bodies in Odisha. It underscores the INC's commitment to maintaining standards in nursing education and protecting the integrity of the nursing profession. The long-term impact will depend on the college's response and the actions taken by the Odisha State Government regarding the registration of graduates.
