L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E2x4x0x 22023-243897 CG-DL-E-24022023-243897 असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 128] नई ददल्ली, बृहस्ट्प जतवार, फरवरी 23, 2023/फाल्ग नु 4, 1944 No. 128] NEW DELHI, THURSDAY, FEBRUARY 23, 2023/PHALGUNA 4, 1944 भारतीय उपचया ापररषद ् प्रत्याहार आदेि नई ददल् ली, 22 फरवरी, 2023 फा.स.ं 18-36/11925-आईएनसी:—भारतीय उपचया ा पररषद ्अजधजनयम, 1947 (1947 का XLVIII) की धारा 14 के तहत प्रदत्त िजियों का प्रयोग करते हुए, भारतीय उपचयाा पररषद ्जनम्नजलजखत आदिे िारी करती ह:ै- िबदक, राधा गोववद स्ट्कूल ऑफ नर्ससग राधा गोववद नगर, लकी घजत, रामगढ़, जिला रामगढ़ - 829122, झारखडं एएनएम पाठ्यक्रम का संचालन करने के जलए झारखडं राज्य सरकार और झारखंड नसेंस एंड रजिस्ट्रेिन काउंजसल से मान्यता प्राप्त ह।ै िबदक, मुख्य सजचव, स्ट्वास्ट््य और पररवार कल्याण जवभाग, झारखंड सरकार, नेपाल हाउस, डोरंडा, रांची - 834002, झारखंड को भारतीय उपचयाा पररषद ् अजधजनयम की 1947 धारा 14 के तहत मान्यता को वापस लेन े के जलए एक नोरिस सं. 18-36/11925-आईएनसी ददनांक 09/02/2021 िारी दकया गया था। नोरिस ददनांक 09/02/2021 की एक प्रजत राधा गोववद स्ट्कूल ऑफ नर्ससग राधा गोववद नगर, लकी घजत, रामगढ़, जिला रामगढ़ – 829122, झारखडं को भी भेिी गयी थी। िारी दकय े गए नोरिस में, राज्य सरकार से नर्ससग संस्ट्थान की उपयिु ता के संबंध म ें पररषद को अपनी जसफाररिें प्रस्ट्तुत करन े का अनरु ोध दकया गया था। िबदक, पररषद ने आईएनसी अजधजनयम, 1947 की धारा 13 के तहत जनरीक्षण के जलए ऑनलाइन आवेदन प्राप्त दकया। आवेदन को आईएनसी द्वारा अस्ट्वीकार कर ददया गया था क्योंदक अनपु ालन योग्य नहीं था। संस्ट्था को अनुपालन प्रस्ट्तुत करना अपेजक्षत था। राधा गोववद स्ट्कूल ऑफ नर्ससग से कोई अनुपालन प्राप्त नहीं हुआ। 1214 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] िबदक, पररषद ने इस मामल े पर समग्र जवचार दकया ह।ै ददनाकं 24/01/2020 की जनरीक्षण ररपोिा के अवलोकन से पता चलता ह ै दक संस्ट्थान म ें कई तरह की कजमयां है, जविेष रूप स े नैदाजनक और जिक्षण सुजवधाओं से संबंजधत कजमयां। ये गंभीर कजमयां बताती ह ैंदक संस्ट्थान एएनएम कोसा चलाने में असमथ ा ह।ै अब इसजलए, पररषद धारा 14 (3) (बी) के तहत प्रदत्त अजधकारों का प्रयोग करत े हुए यह घोषणा करती ह ै दक 25/06/2022 स े राधा गोववद स्ट्कूल ऑफ नर्ससग राधा गोववद नगर, लकी घजत, रामगढ़, जिला रामगढ़ - 829122, झारखडं स े एएनएम की मान्यता रखन े वाला हर एक व्यजि झारखडं राज्य सरकार के आदेिों के अधीन केवल झारखडं राज्य में पंिीकृत होने का हकदार होगा। ले. कनाल (डॉ.) सवािीत कौर, सजचव [जवज्ञापन-III/4/असा./654/2022-23] INDIAN NURSING COUNCIL WITHDRAWAL ORDER New Delhi, the 22nd February, 2023 F. No. 18-36/11925-INC:— In exercise of the powers conferred under Section 14 of Indian Nursing Council Act, 1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:— Whereas, Radha Govind School of Nursing situated at Radha Govind Nagar, Lalki Ghati, Ramgarh, Distt. Ramgarh – 829122, Jharkhand is recognized by State Government of Jharkhand and Jharkhand Nurses & Registration Council to conduct ANM Course. Whereas, a notice no. 18-36/11925-INC dated 09/02/2021 for withdrawal of Recognition under section 14 of Indian Nursing Council Act, 1947 addressed to Chief Secretary, Department of Health and Family Welfare, Government of Jharkhand, Nepal House, Doranda, Ranchi – 834002, Jharkhand was issued. Copy of the notice dated 09/02/2021 was also enclosed to Radha Govind School of Nursing situated at Radha Govind Nagar, Lalki Ghati, Ramgarh, Distt. Ramgarh – 829122, Jharkhand. In the notice issued, the State Government was requested to submit their recommendations to the Council as respects Suitability of the nursing institution. Whereas, the Council received online application for inspection under Section 13 of INC Act, 1947. The application was rejected by INC as compliance was not tenable. The institution was supposed to submit compliance. No compliance received from Radha Govind School of Nursing. Whereas, the Council has considered the matter in its entirety. Perusal of the inspection report dated 24/01/2020 would show that the institution is deficient in many respects especially those relating to deficiencies i.e., clinical and teaching facilities. These are serious deficiencies which constitute the institution is unable to run ANM Course. Now therefore, the Council exercising powers under section 14(3)(b) declares that with effect from 25/06/2022 any person holding a recognized qualification of ANM from Radha Govind School of Nursing situated at Radha Govind Nagar, Lalki Ghati, Ramgarh, Distt.
