WITHDRAWAL ORDER
New Delhi, the 22nd April, 2022
F.No. 18-27/4462-INC:—In exercise of the powers conferred under Section 14 of Indian Nursing Council
Act, 1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:—
Whereas, Government of Rajasthan and Rajasthan Nursing Council had granted recognition to Dhanwantri
Institute of Medical Sciences, Sector - 2/6/6, Near K.L. Saini Stadium, Kaveri Path, Mansarovar, Jaipur – 302020,
Rajasthan (―College‖) for running GNM, B. Sc (N), Post basic B.Sc. (N) and M.Sc(N) course from the academic year
2008-2009.
Whereas, the recognition was obtained by Dhanwantri Institute of Medical Sciences after providing certain
necessary documents. That the most important of these documents were the property papers by which it was
canvassed that the Society namely Gyanram Jhamanlal Seva Samiti, running the college, is the lawful owner of the
land on which the Dhanwantri Institute of Medical Sciences College has been established.
And whereas, the Dhanwantri Institute of Medical Sciences was also granted affiliation by Rajasthan
University of Health Sciences.
WHEREAS on the basis of inspection/affidavits submitted by the College to the Indian Nursing Council, the
College also obtained suitability from the Indian Nursing Council as per Section 13 and 14 of the Indian Nursing
Council Act 1947 to run the nursing courses. It would be relevant to mention herein that the similar property[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3
documents were submitted which reflected that the land on which the College has been established belongs to the
Society.
Whereas, it had come to the notice of the authorities that the above-mentioned recognition, as also suitability,
had been obtained by the College by producing forged/ fabricated /fraudulent documents. That a show cause notice
dated 27.01.2022 was issued by the Indian Nursing Council to the state government of Rajasthan requesting them to
provide necessary comments with regard to submission of property documents, duly authenticated by the Competent
Authority, relating to the Nursing College possessing its own hospital and also to submit the property documents, duly
authenticated by the Competent Authority, reflecting the true ownership of the land.
Whereas, the College sent a reply dated 07.02.2022 in response to the show cause notice dated 27.01.2022.
The said reply was considered by the executive committee of the Indian Nursing Council. That no comments were
received from the state government of Rajasthan. The Executive committee had found the response of the College to
be unsatisfactory. It was found that the Society became the owner of the part of the property in 2014 only and all the
permissions obtained from the state authorities were obtained fraudulently. Further, after scrutiny of documents, it was
found that the office of Sub Avasan Commissioner-II vide his letter no. DHC-II/2462 dated 17.12.2021 stated that the
said office has refused permission for change of land use to Dhanvantri Life Care Pvt. Ltd. And has also not permitted
the said company from running educational institution from the land in which the college of nursing is being run. The
regulations and guidelines prescribed by the Council provides that any nursing Educational institution should be in
Institutional area only.
Hence, therefore, the recognition of Dhanwantri Institute of Medical Sciences for conducting GNM, B. Sc
(N), Post basic B.Sc. (N) and M.Sc(N) courses is hereby withdrawn from the academic session 2021-2022 in terms of
Section 14 (3)-b of the Act.
It is declared that from 07.04.2022, any person obtaining any recognized qualification from Dhanwantri
Institute of Medical Sciences shall be entitled to be registered only in the state of Rajasthan subject to orders of the
State government of the Rajasthan.
