INDIAN NURSING COUNCIL
WITHDRAWAL ORDER
New Delhi, the 22nd April, 2022
F.No. 18-24/INSP/2022-INC.—In exercise of the powers conferred under Section 14 of Indian Nursing
Council Act, 1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:—
Whereas, Government of Odisha and Odisha Nurses and Midwives Registration Council had granted
recognition to Gopabandhu Institute of Medical Sciences and Research, Village- Madhabpur, P.O.-
Mahakalabasta, Via- Athgarh, Cuttack- 754029, Odisha (“College”) for running B. Sc. (N) course from the academic
year 2018-2019 & Post Basic B.Sc. (N), M.Sc.(N) courses from the academic year 2020-2021. The College has an
intake capacity of 40, 40 & 25 for B.Sc. (N), Post Basic B.Sc. (N) & M.Sc. (N) courses respectively.
And whereas, a proposal was received from the Gopabandhu Institute of Medical Sciences and Research
for assessment of suitability of the aforesaid courses for the academic year 2018-19. That, certain deficiencies were
pointed out by the Indian Nursing Council vide letter dated 31.03.2021 for B.Sc. (N) course. The Gopabandhu
Institute of Medical Sciences and Research sent a compliance report. However, the college failed to provide
necessary documents and rectify the deficiencies pointed out.
And whereas, a show cause notice dated 01.09.2021 was issued by the Indian Nursing Council requiring the
Gopabandhu Institute of Medical Sciences and Research to respond as to why no action should be initiated under
Section 14 of the Indian Nursing Council Act, 1947.
And whereas, comments were also sought from the State Government of Odisha and the Odisha Nurses and
Midwives Registration Council. That no comments have been received from State Government of Odisha and the
Odisha Nurses and Midwives Registration Council.
And whereas, college had again sent its compliance report dated 04.01.2022 which was duly considered by
the Indian Nursing Council. That letter dated 15.02.2022 was issued by the Indian Nursing Council to the college.
The college was again informed about the deficiencies with respect to the parent hospital and other deficiencies. It was
also informed that in terms of the regulations of the Indian Nursing Council, suitability of P.B. B.SC. (N) and M.Sc.
(N) courses cannot be assessed as the B.Sc. (N) has not been found to be suitable.
Hence, therefore, the recognition of Gopabandhu Institute of Medical Sciences and Research for
conducting B.Sc. (N), Post Basic B.Sc. (N) and M.Sc. (N) courses/ qualifications is hereby withdrawn from the

It is declared that from 04.04.2022, any person obtaining any of the aforesaid recognized qualification from
Gopabandhu Institute of Medical Sciences and Research shall be entitled to be registered only in the state of
Odisha subject to orders of the State government of the Odisha.
