Executive Summary & Key Takeaways

## Report on Reconstitution of the National Road Safety Council **1. Executive Summary:** This report analyzes the official notification regarding the reconstitution of the National Road Safety Council (NRSC) under Section 215 of the Motor Vehicles Act, 1988. This document details the revised composition of the NRSC, including official and non-official members, and outlines its terms of reference, aiming to enhance road safety through improved planning, coordination, and monitoring of road safety measures. The key finding is the expansion of the Council's membership to include a broader range of stakeholders, suggesting a more inclusive and comprehensive approach to road safety. **2. Introduction:** The purpose of this report is to provide an informative overview and analysis of the government's decision to reconstitute the National Road Safety Council (NRSC), based solely on the official notification published on July 29, 2021. This report aims to clarify the structure, objectives, and potential impact of this change. **3. Policy Overview:** This document pertains to the reconstitution of the National Road Safety Council, superseding Resolution No. RT23018388T dated 16th May, 1991, as modified from time to time. * **Core Objective(s) (inferred from text):** The core objectives of the NRSC, based on the provided text, are: * To advise on planning and coordinating policies and standards of safety in the Road Transport Sector. * To formulate and recommend road safety programs for implementation by State Road Safety Organizations and other State Agencies involved in road transportation. * To suggest areas for research and development to improve safety in the road transport sector, including accident statistics analysis. * To oversee and monitor road safety measures undertaken by States/UTs at the Central Level. **4. Background and Rationale:** This policy is an amendment. The provided text indicates that this reconstitution, superseding the 1991 resolution (as modified), is likely driven by a need to modernize and strengthen the NRSC's capabilities. The increase in the number and diversity of members suggests that the previous Council structure was deemed insufficient to address the evolving challenges of road safety in India, which necessitated a broader expertise and representation from multiple sectors. The inclusion of non-official members from various sectors implies a desire for a more holistic and collaborative approach. **5. Key Provisions / Changes:** This is an amendment, so this section focuses on the specific changes: * **What is being changed:** The composition of the National Road Safety Council is being completely revised. * **New Rule/Provision:** The new Council composition includes: * Official Members: Minister and Minister of State for Road Transport and Highways, Ministers in charge of Road Transport of all States/UTs, DGs/IGs of all States/UTs, Representatives from Central Ministries/Departments, Secretary of MO Road Transport and Highways, Chairman of NHAI, Director General Road Development, and Joint Secretary Transport. * Non-Official (Co-opted) Members: Individuals nominated by the Minister for Road Transport and Highways (13 members), Government Institutions related to Road Construction, Road Safety and Insurance (8 members), and Associations related to Road Safety (7 members). Specific names of individuals and institutions are provided in the document. * **Difference/Effect of the Change:** The most significant change is the expansion and diversification of membership. The previous Council (based on the superseded resolution) likely had a narrower representation. The inclusion of more state-level officials, representatives from diverse central ministries (beyond just transport), and a substantial contingent of non-official members introduces a wider range of perspectives and expertise to the Council. This is likely intended to lead to more comprehensive and effective road safety policies. **6. Target Audience and Stakeholders:** Based on the text, the following are directly affected: * **Ministry of Road Transport and Highways:** Responsible for the overall implementation and coordination. * **State Road Transport Departments and Agencies:** Required to implement the recommended road safety programs. * **Central Ministries/Departments:** Mo Home Affairs, Mo Education, Mo Railways, Mo Petroleum & Natural Gas, Mo Heavy Industries, Mo Environment and Forests Climate Change, Mo Health & Family Welfare, Mo Urban Development, NITI Aayog who are members of the committee * **National Road Safety Council Members:** Both official and non-official members, who will be involved in advising, formulating, and monitoring road safety measures. * **Road Users:** Ultimately, all road users are stakeholders, as the policies developed by the NRSC aim to improve road safety for everyone. * **Government Institutions and Associations:** Those related to Road Construction, Road Safety and Insurance who are members of the committee **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the primary responsible body. The NRSC itself is responsible for advising and formulating policies. An Executive Committee under the Chairmanship of Secretary RTH will also be constituted. * **Timelines/Procedures:** The tenure of the co-opted institutional/individual members is two years from the date of the resolution (July 28, 2021). The Council is expected to meet at least once a year. The Council will decide the procedure and methodology to be adopted for its functioning. **8. Expected Outcomes / Impact of Changes:** The intended outcome of these changes, based on the provided text, is to: * Enhance the effectiveness of road safety policies through broader stakeholder input and expertise. * Improve coordination between central and state governments on road safety initiatives. * Foster a more data-driven and research-based approach to road safety, leading to better targeted interventions. * Contribute to a reduction in road accidents and fatalities through the implementation of comprehensive road safety programs. **9. Conclusion:** The reconstitution of the National Road Safety Council signifies a renewed commitment to improving road safety in India. The expanded membership and clearly defined terms of reference are designed to create a more robust and effective advisory body. The success of this initiative will depend on the active participation of all stakeholders and the effective implementation of the Council's recommendations. This amendment to the NRSC holds significant potential for positive impact on road safety across the nation.
