(ii) राज्य सड़क सुरक्षा संगठनक के साथ-साथ सड़क पररवहन के प्रभारी अन्द्य राज्य एिेंजसयक द्वारा कायागन्द्वयन
के जलए सड़क सुरक्षा कायगक्रम तैयार करना और जसएाररि करना;
(iii) सड़क दघु गटनाओं के आंकड़क के रखरखाव और उनके जवश्लेषण सजहत सड़क पररवहन क्षेत्र में सुरक्षा पहलुओं
में सुधार के जलए अनुसंधान और जवकास के जलए क्षेत्रक का सुझाव दने ा;
(iv) आम तौर पर केंद्रीय स्ट्तर पर राज्यक/संघ राज्य क्षेत्रक द्वारा दकए गए सड़क सुरक्षा उपायक की जनरीक्षण और
जनगरानी करना।
3. पररषद अपने कामकाि के जलए अपनाई िाने वाली प्रदक्रया और कायगप्रणाली तय करेगी।
4. पररषद वषग में कम से कम एक बैठक आयोजित करेगी। क्रम संख्या (10( पर गैर-सरकारी सह-ियजनत सदस्ट्यक को
इंजडयन एयरलाइंस में इकोनॉमी तलास द्वारा हवाई यात्रा के जलए टीए/डीए का वास्ट्तजवक या िो भी कम हो का भुगतान
दकया िाएगा।
5. उपरोक्त सह-ियजनत संस्ट्थागत/व्यजक्तगत सदस्ट्यक का कायगकाल इस संकल्प के िारी होने की जतजथ से दो वषग की अवजध
के जलए होगा।
6. सजिव )सड़क पररवहन और रािमागग मंत्रालय( की अध्यक्षता में और सड़क सुरक्षा के मुद्दक अथागत मंत्रालयक/जवभागक,
सभी राज्यक के पररवहन/पुजलस जवभागक और अन्द्य एिेंजसयक से संबंजधत जवजभन्द् न संगठनक के सदस्ट्यक की एक कायगकारी

सजमजत को, यदद आवश्यक हो, उप-सजमजतयााँ बनाने और िहााँ आवश्यक हो, अजतररक्त सदस्ट्यक को सह-ियजनत करने के

2. Terms of References and functions of the Committee shall be:
(i) To advise on all matters pertaining to planning and coordination of policies, standards of safety in the
Road Transport Sector;
(ii) To formulate and recommend road safety programmes for implementation by State Road Safety
Organizations as also other State Agencies in-charge of road transportation;
(iii) To suggest areas for research and development to improve safety aspects in the road transport
sector including maintenance of statistics of road accidents and their analysis;
(iv) To generally oversee and monitor at Central Level, the road safety measures undertaken by
States/UTs.
3. The Council shall decide the procedure and methodology to be adopted for its functioning.
4. The Council will hold its meeting at least one a year. TA/DA shall be paid to the Non-Official Co-
opted Members at Serial NO. (10) for the journey undertaken by air by economy class in Indian Airlines or
actual whichever is less.
5. The tenure of the above Co-opted institutional/individual members will be for a period of two years
from the date of issue of this Resolution.
6. An Executive Committee will also be constituted under the Chairmanship of Secretary (RT&H) and
members from different organizations dealing with Road Safety issues viz. Ministries/Departments,
Transport/Police Department of all States and other agencies to ensure effective implementation of the
recommendation of NRSC. Director (RS)/Deputy Secretary (RS) will act as member-secretary of the
Committee. The Executive Committee may also be authorized to form sub-committees, if required and co-
opted additional members, wherever necessary. The chairman of the committee may co-opt any other
subject expert as a member of the Committee.
