सड़क सुर+ा काय%/ म तैयार करना और उनक(cid:14) अनुशंसा करना;
iii) सड़क दघु /टना सािं #य क(cid:14) रखन े और उसके िव_ल ेषण के साथ-साथ सड़क प,रवहन +े7 मV सुर+ा पहलु‘ के
सुधार के िलए अनुसंधान और िवकास के +े7(cid:26) का सुझाव दने ा;
iv) रा8य /संघ रा8य +े7 क(cid:14) एजिV सय(cid:26) Dारा (cid:4)कए गए सड़क सुर+ा उपाय(cid:26) पर कVWीय (cid:11) तर पर सामाR यत: िनगरानी
रखना ।
3. यह प,रषद अपने संचालन के िलए अपनाई जाने वाली (cid:20)(cid:4)%या और िविध िनधा,/ रत करेगी ।
4. प,रषद क(cid:14) एक वष/ मV Rय ूनतम एक बार बैठक होगी । %म सं# या 10 पर गैर सरकारी सहयोिजत सद(cid:11) य(cid:26) को इंिडयन
एयरलाइंस क(cid:14) इकोनॉमी (cid:24)ल ास से क(cid:14) गई िवमान या7ा अथवा वा(cid:11) तिवक या7ा जो भी कम हो, के िलए या7ा भ(cid:21) ते/दिै नक
भ(cid:21)त े का भुगतान (cid:4)कया जाएगा ।
5. उपयु/(cid:24)त सहयोिजत सं(cid:11)थ ागत/Eय ि(cid:24)त गत सद(cid:11) य(cid:26) का कायक/ ाल इस संक(cid:6) प के जारी होने क(cid:14) तारीख से दो वष/ क(cid:14)
अविध के िलए होगा ।
6. रा’( ीय सड़क सुर+ा प,रषद ्क(cid:14) िसफा,रश(cid:26) का (cid:20)भावी कायाR/ व यन सुिनि_च त करने के िलए सिचव (सड़क प,रवहन
और राजमाग/ मं7ालय) क(cid:14) अ.य +ता मV एक कायक/ ारी सिमित का भी गठन (cid:4)कया जाएगा और इसमV सड़क सुर+ा से संबंिधत
िविभRन संगठन(cid:26) अथात/ ् मं7ालय(cid:26)/िवभाग(cid:26), सभी रा8 य(cid:26) के प,रवहन/पुिलस िवभाग और अRय एजिV सय(cid:26) के सद(cid:11)य ह(cid:26)गे ।
िनदशे क (सड़क सुर+ा) सिमित के सद(cid:11)य सिचव के Pप मV काम करVगे । य(cid:4)द आव_ यकता हो तो कायक/ ारी सिमित को उप-

2. Terms of References and functions of the Committee shall be:
i) To advise on all matters pertaining to planning and coordination of policies, standards of
safety in the road transport sector,
ii) To formulate and recommend road safety programmes for implementation by State Road
Safety Organizations as also other State agencies in-charge of road transportation;6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1]
iii) To suggest areas for research and development to improve safety aspects in the road transport
sector including maintenance of statistics of road accidents and their analysis;
iv) To generally oversee and monitor at Central level, the road safety measures undertaken by
States/UT agencies.
3. The Council shall decide the procedure and methodology to be adopted for its functioning.
4. The Council will hold its meeting at least once a year. TA/DA shall be paid to the Non-Official
Co-opted Members at Serial No. (10) for the journey undertaken by air by economy class in Indian Airlines or
actual whichever is less.
5. The tenure of the above co-opted institutional/ individual members will be for a period of two years
from the date of issue of this Resolution.
6. An Executive Committee will also be constituted under the chairmanship of Secretary (RT&H) and
members from different organizations dealing with Road Safety issues viz Ministries/Departments,
Transport/Police Department of all States and other agencies to ensure effective implementation of the
recommendations of NRSC. Director (RS) will act as a member-secretary of the Committee. The Executive
Committee may also be authorized to form sub-committees, if required and co-opt additional members,
wherever necessary. The chairman of the committee may co-opt any other subject expert as a member of the
committee.
