NOTIFICATION
New Delhi, the 27th February, 2018
S.O. 887 (E).—In exercise of the powers conferred under sub-section (3) of section 3 of the Environment
(Protection) Act, 1986 (hereinafter referred to as the said Act) and in suppression of this Ministry’s Notification dated
16th Feb, 2017 issued vide S.O. 504 (E). in file No. 19-02/2016-SU(NEC), the Competent Authority has approved for
constitution of a Regulatory Committee consisting of the following members, in pursuance of the orders of Hon’ble
Supreme Court dated the 12th April, 2016 in the matter of T.N. Godavarman Thirumulpad Versus Union of India and
Others, for the purpose of regulating the movement of timber from North Eastern States to other parts of the country :—

2. The terms of reference of the Committee are as under:-
I. Allotment of wagons for movement of surplus timber from North Eastern part of the country to other parts
of the country.
II. Additional or deletion of railway station for loading of timber in North Eastern States.
III. Developing a new hassle-free procedure, including on-line system, while ensuring that provisions of law
are adhered to.
IV. Any other issue related to movement of timber from North Eastern States.
3. The committee may also invite the PCCF & HOFF of the State intending to send the timber outside the North
Eastern States to other parts of the country in the regulatory committee meeting, in case there is an agenda pertaining to
their State.
4. The committee shall function under the administrative control of the Ministry of Environment, Forest and
Climate Change, Government of India.
