## Policy Analysis Report: Amendment to Food Safety and Standards Authority of India Notification
**1. Executive Summary:**
This report analyzes an amendment to a notification by the Food Safety and Standards Authority of India (FSSAI) regarding Food Analyst Laboratories. The amendment, published on November 18, 2022, adds a new Food Analyst Laboratory (Centre for Analysis and Learning in Livestock Food (CALF), National Dairy Development Board NDDB, Anand, Gujarat) and omits entries for two other Food Analyst Laboratories. This change aims to update the list of recognized laboratories and potentially improve the efficiency and scope of food analysis within the country.
**2. Introduction:**
This report aims to provide a clear and concise overview of an amendment to the FSSAI notification concerning Food Analyst Laboratories. The analysis is based solely on the information provided in the official notification document.
**3. Policy Overview:**
* This analysis concerns an *amendment* to the original notification number F.No. 12015052021QA published in the Gazette of India, Extraordinary, Part III, Section 4, dated 2nd July, 2021, and subsequently amended on several occasions.
* Core Objective(s) (inferred): The overarching objective of the *original* policy is likely to establish and maintain a list of recognized and authorized Food Analyst Laboratories to ensure food safety and compliance with standards. The *amendment* focuses on updating this list to reflect changes in laboratory accreditation or other relevant factors.
**4. Background and Rationale:**
As this is an amendment, the rationale focuses on the specific changes. The amendment likely reflects:
* The inclusion of a new, qualified Food Analyst Laboratory specializing in livestock food analysis (CALF, NDDB). This suggests a potential need to expand analytical capabilities within the livestock food sector.
* The omission of two other labs implies these facilities may no longer meet FSSAI requirements, possibly due to changes in accreditation, equipment, or performance.
**5. Key Provisions / Changes:**
This section details the changes introduced by the amendment:
* **Specific Part of Original Policy Changed:** The amendment alters the "table" within the original notification, specifically the list of recognized Food Analyst Laboratories.
* **New Rule/Provision:** The amendment introduces the following:
* Addition of "Mr. Hriday Bharatbhai Darji Centre for Analysis and Learning in Livestock Food CALF, National Dairy Development Board NDDB, Anand, Gujarat" as Food Analyst Laboratory number 167.
* Omission of the entries at serial numbers 19 and 82 from the table of Food Analyst Laboratories.
* **Effect of the Change:**
* The addition of CALF, NDDB expands the analytical resources available to FSSAI and stakeholders, particularly in the livestock food sector. This likely provides more testing options and potentially specialized expertise in this area.
* The omission of labs 19 and 82 reduces the pool of recognized laboratories. This might concentrate analytical workload on the remaining labs and indicates a rigorous process of ensuring only qualified and compliant laboratories are officially recognized.
**6. Target Audience and Stakeholders:**
Based on the text, the following stakeholders are directly affected:
* **Food Businesses:** Particularly those involved in the livestock food sector, who now have access to CALF, NDDB for analysis. They are also affected by the removal of the other two labs as testing options.
* **Food Analysts and Laboratories:** CALF, NDDB is now officially recognized. Laboratories previously listed as 19 and 82 are no longer recognized under this notification.
* **FSSAI:** The agency is responsible for implementing and enforcing this amended notification.
* **Consumers:** Ultimately, consumers benefit from the assurance that food products are being tested in accredited laboratories.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Food Safety and Standards Authority of India (FSSAI) is responsible for implementing this amendment.
* **Timelines/Procedures:** The amendment is effective from the date of publication (November 18, 2022). The text doesn't specify procedures for laboratories being added or removed from the list, but it can be inferred that labs must meet certain standards and requirements.
* **Amendment-Specific Implementation:** FSSAI needs to update its official records and inform stakeholders about the updated list of approved laboratories. Food businesses need to be aware of the changes in available analytical resources.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of these changes are:
* **Improved Analytical Capacity for Livestock Food:** The addition of CALF, NDDB enhances the ability to analyze and ensure the safety and quality of livestock food products.
* **Maintained Standards and Credibility:** The removal of labs likely indicates a commitment to maintaining high standards for food analysis and ensuring that only qualified laboratories are recognized.
* **Enhanced Food Safety and Compliance:** Overall, the amendment contributes to a more robust and reliable food safety system.
**9. Conclusion:**
The amendment to the FSSAI notification, published on November 18, 2022, updates the list of recognized Food Analyst Laboratories by adding CALF, NDDB and removing two other facilities. This change is a vital step in maintaining the integrity of food safety standards and ensuring the availability of specialized analytical resources, particularly within the livestock food sector. This amendment ensures that FSSAI remains up-to-date with analytical resources available and maintains standards within the industry.
