QUALIFICATIONS, PAY SCALES, SERVICE CONDITIONS, CAREER ADVANCEMENT
SCHEME (CAS) etc. FOR TEACHERS AND OTHER ACADEMIC STAFF OF TECHNICAL
INSTITUTIONS (DEGREE/DIPLOMA)]
F. No. 27/RIFD/Pay Scale/01/2013-14.—In exercise of the powers conferred under sub-Section
(i) of Section 23 read with Section 10(i) and (v) of the All India Council for Technical Education Act, 1987
(52 of 1987), the All India Council for Technical Education makes the following Regulations :
I. Short title, Applications and Commencement :
(a) These Regulations may be called All India Council for Technical Education (Clarifications
on certain issues/anomalies pertaining to Qualifications, Pay Scales, Service Conditions,
Career Advancement Schemes (CAS) etc. for Teachers and other Academic Staff of
Technical Institutions (Degree/Diploma), 2016 (1st Amendment).
(b) These shall apply to technical institutions conducting technical education and such other
courses/programs and area notified by the Council from time to time.
II. General :¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3
All India Council for Technical Education (AICTE) issued aforesaid Regulations, 2016 on
04.01.2016 which were notified in the Gazette of India on 06.01.2016 to regulate Pay Scales,
Service Conditions and Qualifications for the teachers and other academic staff in Technical
Institutions (Degree / Diploma). AICTE received several representations from various stakeholders
seeking clarifications on certain issues arising out of implementation of AICTE Regulations, 2016
(Degree/ Diploma). To address the issues / clarifications and to give a fair chance to all the
stakeholders, representations were invited from them on these issues which were received by RIFD
Bureau on or before 15th March, 2016 through E-mail. In this regard, a notice was also uploaded
on the web-portal of AICTE.
Clarifications on certain issues/ anomalies pertaining to Qualifications, Pay Scales, Service
Conditions, Career Advancement Scheme (CAS) etc. for Teachers and Other Academic Staff of
Technical Institutions (Degree/Diploma)
Clarifications on certain issues of teachers and equivalent positions are given below :

Electronics / Computer Science and publication of the AICTE Gazette dated 13th
allied subjects with M.E./ M.Tech / Ph. March, 2010 are to be considered as eligible for
D in Computer Science / Information CAS as well as direct recruitment, subject to
Technology to teach in Computer fulfillment of other eligibility criteria and higher
Science, IT & Engg. Courses. qualifications prescribed, if any, for various
teaching posts.
(b) M.Sc. (Electronic Science) and M.E.
(ET&T) qualification.
(c) Master of Science in Information
Technology (M.Sc. IT) to teach in CSE
program.
59 Consideration to relax two one week each Two courses / programs of one week duration each
TEQIP sponsored programs for CAS. approved or conducted by AICTE / UGC / MHRD /
DST / Central / State Govt. Universities / Institutes
may also be considered as alternative to TEQIP
programs.
The aforesaid clarifications given for Sl. Nos. 1 & 59 of the All India Council for Technical Education
(Clarifications on certain issues/anomalies pertaining to Qualifications, Pay Scales, Service Conditions,
Career Advancement Schemes (CAS) etc. for Teachers and other Academic Staff of Technical Institutions
(Degree/Diploma), 2016 supersede the earlier clarifications notified in the Gazette of India No. 07
dt. 06.01.2016.
