NOTIFICATION New Delhi, the 8th October, 2015 HRM-III/22(1)2009/DR Quota.—In exercise of the powers delegated by Central Board, Employees’ Provident Fund under Sub–section 7(a) of Section 5 D of the Employees’ Provident Fund and Miscellaneous Provisions Act, 1952 (19 of 1952), the Central Provident Fund Commissioner, after consultation and with the approval of Govt. of India, Ministry of Labour & Employment and Union Public Service Commission, hereby amends the Enforcement Officer/Accounts Officer Recruitment Rules, 2009, namely:—
1. Short title and commencement:
(1) These rules may be called the Employees’ Provident Fund Organization (Enforcement Officer/Accounts Officer) (Amendment) Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and scale of pay:
The number of posts, its classification and scale of pay attached thereto shall be as specified in columns 2 to 4 of the schedule annexed to these Rules.
3. Method of recruitment, age limit and other qualifications:
The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule.
4. Disqualificaton.—No Person-
(a) Who has entered into or contracted a marriage with a person having a spouse living.
OR
(b) Who having a spouse living has entered into or contracted a marriage with any person;
Shall be eligible for appointment to the said post:¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 5
Provided that the Central Board may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax:
Where the Central Board is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with the Govt. of India, Ministry of Labour & Employment and Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings:
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

6 Age limit for direct recruits. Not exceeding 30 years (relaxable for Govt. servants and employees of Employees’ Provident Fund Organisation up to 5 years in accordance with the instructions/orders issued by the Central Government)
NOTE: The crucial date for determining the age limit shall be the closing date for receipt of application from candidates in India (and not the closing date prescribed for those in North Eastern Region, Sikkim, Ladakh Division of J&K State, Lahaul & Spiti district and Pangi Sub-Division of Chamba district of Himachal Pradesh, Andaman and Nicobar Islands and Lakshadweep).
7 Educational and other qualifications Essential: required for direct recruits.
Bachelor’s Degree in any subject.
Desirable:
(a) Bachelor’s Degree in Law/Integrated 5 Years Degree in Law/Masters in Business Administration/Post Graduate Diploma in Management/Company Secretary/Chartered Accountant/Cost & Management Accountant.
(b) Two years experience in Administration/Accounts/Legal Matters in any Government or Listed- Private Organisation.
NOTE 1: Qualifications are relaxable at the discretion of the Competent Authority/UPSC in the case of candidates otherwise well qualified.
NOTE 2: Qualification(s) regarding experience is / are relaxable at the discretion of the Competent Authority/UPSC in the case of candidates belonging to Scheduled Castes and Scheduled Tribes if at any stage of selection the Competent Authority/UPSC is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

(II) Promotion through Limited Departmental Competitive Examination (Conducted by EPFO):
(A) Section Supervisors and Junior Hindi Translators with three years regular service in PB-2, Rs. 9300-34800 with Grade Pay of Rs. 4200, and
(B) Data Entry Operator(Grade ‘C’) with three years regular service in PB-2, Rs. 9300-34800 with Grade Pay of Rs. 4200 including those Data Entry Operator (Grade ‘C’) who have already put in 5 years regular service in Data Entry Operator (Grade ‘A’), and
(C) Social Security Assistants / Stenographers / Data Entry Operator (Grade ‘A’ and Grade ‘B’) with five years regular service in PB-1 Rs. 5200-20200 with Grade Pay of Rs. 2400 and serving in the respective regions.
NOTE 1: Promotion shall be subject to successful completion of two to four weeks of training as devised by EPFO.
Provided that those persons who have not completed training for promotion before the date of meeting of DPC will also be considered subject to the condition that the required training will be completed within one year of the date of meeting of DPC.
NOTE 2: Those persons who are due to retire within two years may be exempted from completion of such training for promotion.
NOTE 2: Respective Region means all offices of EPFO maintaining a common seniority list.
