## Policy Analysis Report: Amendment to Bureau of Indian Standards Conformity Assessment Regulations
**1. Executive Summary:**
This report analyzes an amendment to the Bureau of Indian Standards (BIS) Conformity Assessment Regulations, 2018, specifically focusing on a notification concerning Scheme I of Schedule II. The core purpose of this amendment, based on the provided text, is to insert a new entry (serial number 1340) related to ISIEC 61331, specifying unit rates and quantities applicable to different enterprise sizes (Micro, Small, Medium, and Large) for a particular product ("PIECE"). The report details the specific changes introduced and infers the likely impact on relevant stakeholders.
**2. Introduction:**
The purpose of this report is to provide an informative analysis of a notification published by the Bureau of Indian Standards (BIS) regarding an amendment to the Conformity Assessment Regulations, 2018. This analysis is based solely on the provided policy text.
**3. Policy Overview:**
* **Original Policy:** Bureau of Indian Standards Conformity Assessment Regulations, 2018, Scheme I of Schedule II.
* **Core Objective(s) (Inferred):** The broader policy aims to establish a framework for conformity assessment of products to Indian Standards. This specific amendment seems aimed at defining specific rates and quantities for a particular product based on the size of the enterprise manufacturing it.
**4. Background and Rationale:**
* **Amendment Rationale (Inferred):** The amendment likely aims to clarify or update the existing regulations by adding specific requirements for ISIEC 61331 product certification based on enterprise size. This may be due to a need to differentiate assessment parameters based on production scale, potentially to provide support or differentiated requirements to smaller enterprises. The original policy might have lacked this granular specification, necessitating this change.
**5. Key Provisions / Changes:**
This section focuses *specifically* on the changes introduced by the amendment text.
* **Specific Part of Original Policy Being Changed:** The amendment adds a new entry to the SCHEDULE of the BIS notification number CMD2G18 dated 05th August 2021, after serial number 1339.
* **New Rule/Provision:** A new serial number 1340 is inserted for ISIEC 61331 (Standard Unit: PIECE) with the following parameters:
* Quantity: 1 PIECE
* Unit Rate SLAB1 (Micro & Small Enterprises): 85000
* Unit Rate SLAB2 (Medium Enterprises): 68000
* Unit Rate SLAB3 (Large Scale Unit Rate applicable to ALL Enterprises): 6.00
* Unit Rate applicable to remaining Enterprises SLAB1: 0.00
* Unit Rate applicable to remaining Enterprises SLAB2: NIL
* Unit Rate applicable to remaining Enterprises SLAB3: 0.00
* Effective Date: 21042022
* Standard: 3:2014
* **Difference/Effect of the Change:** This change introduces a new category of product (covered under ISIEC 61331) to the existing schedule and assigns specific unit rates and quantities for conformity assessment based on the size of the enterprise. The differing unit rates for micro, small, and medium enterprises compared to larger enterprises suggests a tiered pricing structure, potentially offering some financial benefit or different assessment criteria based on enterprise size. This is likely intended to ease the burden of compliance on smaller businesses.
**6. Target Audience and Stakeholders:**
Based on the provided text, the directly affected stakeholders are:
* Manufacturers of products covered under ISIEC 61331.
* Micro, Small, Medium, and Large enterprises involved in the manufacturing of the specified product.
* Bureau of Indian Standards (BIS) and its certification bodies.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** Bureau of Indian Standards (BIS) is the responsible agency.
* **Timelines:** The effective date of the amendment is April 21, 2022 (21042022).
* **Procedures:** The amendment implies that manufacturers of products under ISIEC 61331 must now adhere to the new unit rates and quantity specifications based on their enterprise size to maintain conformity. The assessment procedure follows the Scheme I of Schedule II of the BIS Conformity Assessment Regulations, 2018, which this amends.
**8. Expected Outcomes / Impact of Changes:**
* **Expected Outcomes of the Amendment:**
* Clarity in the application of conformity assessment regulations for products under ISIEC 61331.
* Differentiated pricing/assessment for different enterprise sizes, potentially easing the burden on smaller enterprises.
* Increased compliance and certification of products covered under ISIEC 61331 due to clearer guidelines.
**9. Conclusion:**
This amendment to the BIS Conformity Assessment Regulations introduces specific unit rates and quantities for ISIEC 61331 products based on enterprise size. This change is likely intended to refine the existing regulatory framework, providing clarity and potentially offering differentiated support to smaller businesses during the conformity assessment process. The amendment is significant as it directly impacts manufacturers of products covered under ISIEC 61331 and necessitates adherence to the new specifications from the effective date of April 21, 2022.
