## Report on Notification Regarding Indian Standards for Electric Vehicle Charging Systems
**1. Executive Summary:**
This report analyzes a notification published by the Bureau of Indian Standards (BIS) on November 24, 2021, regarding the establishment of new Indian Standards for Electric Vehicle (EV) Conductive Charging Systems. The notification establishes standards IS 17017 Part 23 and IS 17017 Part 24, focusing on d.c. Electric Vehicle Supply Equipment and Digital Communication between a DC Electric Vehicle Supply Equipment and an Electric Vehicle for Control of DC Charging, respectively. This report outlines the policy's objectives, key provisions, and potential impact on the EV industry.
**2. Introduction:**
This report aims to provide a comprehensive overview of the BIS notification published on November 24, 2021, concerning the establishment of Indian Standards for Electric Vehicle Conductive Charging Systems. The analysis is based solely on the information presented within the provided notification text.
**3. Policy Overview:**
This is a *new* policy establishing standards.
* **Core Objective(s):** Based on the text, the core objective is to establish Indian Standards for specific aspects of Electric Vehicle Conductive Charging Systems, namely:
* d.c. Electric Vehicle Supply Equipment (IS 17017 Part 23).
* Digital Communication between a DC Electric Vehicle Supply Equipment and an Electric Vehicle for Control of DC Charging (IS 17017 Part 24).
**4. Background and Rationale:**
The policy likely addresses the need for standardized Electric Vehicle (EV) charging systems in India. The establishment of these standards suggests an effort to ensure compatibility, safety, and efficient communication between DC charging equipment and electric vehicles. This standardization can encourage wider adoption of EVs by providing a more reliable and predictable charging experience for consumers.
**5. Key Provisions / Changes:**
The notification establishes two new Indian Standards:
* **IS 17017 Part 23: 2021:** Specifies standards for d.c. Electric Vehicle Supply Equipment.
* **IS 17017 Part 24: 2021:** Specifies standards for Digital Communication between a DC Electric Vehicle Supply Equipment and an Electric Vehicle for Control of DC Charging.
These standards are effective from November 22, 2021. The text does not specify that these replace or withdraw any pre-existing standards.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by this policy include:
* Manufacturers of Electric Vehicles.
* Manufacturers of Electric Vehicle Supply Equipment (EVSE), specifically DC charging equipment.
* Charging infrastructure providers and operators.
* Testing and certification agencies involved in EV and EVSE compliance.
* Consumers of electric vehicles.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Bureau of Indian Standards (BIS) is the responsible body for establishing and maintaining these standards.
* **Timelines or procedures:** The standards are effective from November 22, 2021. The notification indicates that copies of the standards are available for purchase from BIS offices. Companies affected would be responsible for ensuring products conform to these standards.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of establishing these standards include:
* **Improved Interoperability:** The standards are expected to facilitate seamless charging experiences by ensuring compatibility between DC EVSE and electric vehicles.
* **Enhanced Safety:** Standardized specifications for charging equipment can lead to safer charging practices and reduce the risk of electrical hazards.
* **Increased Consumer Confidence:** Clearly defined standards can increase consumer confidence in EV charging infrastructure and promote wider adoption of EVs.
* **Market Growth:** Reduced uncertainty and improved charging reliability could lead to a faster growth of the EV market in India.
* **Harmonization with International Standards:** These standards may align with or be influenced by international standards, fostering global compatibility.
**9. Conclusion:**
The BIS notification establishing Indian Standards for Electric Vehicle Conductive Charging Systems (IS 17017 Part 23 and IS 17017 Part 24) marks a significant step towards standardizing the EV charging infrastructure in India. These standards are crucial for promoting interoperability, safety, and consumer confidence, ultimately contributing to the growth of the EV market. Affected stakeholders should familiarize themselves with the specifics of these standards to ensure compliance and contribute to the development of a robust and reliable EV ecosystem.
