6. ऑनलाइन मॉक टेस्ट ✓ सदस् यता विभाग ििस्य िुर्विा िसमनत के मागिि िनि में और इंस् टीट्यूट के अध्यि िीएमए बबभूनत भूषण नायक और ििस्य िुर्विा िसमनत के अध्यि िीएमए अर्वजजत गोस्वामी के गनतिील नेतत्ृ व में, ििस्यता र्वभाग ने — मुख्यतः ऑनलाइन प्लेटफ़ॉम ि के माध्यम िे — पूरे वष ि अपनी िेवाओं को ननरंतर उन्नत और िुव्यवजस्थत ककया है। र्वत्तीय वष ि 2024-2025 के िौरान, कुल 1630 व्यजक्तयों को एिोसिएट ििस्य के रूप में भती ककया गया था, जबकक 478 ििस्यों को फ़ेलोसिप के सलए प्रोन्न त ककया गया था। पहले िुरू ककए गए िंवद्दििनों के आिार पर, ननम्नसलणखत ििस्य-केंदद्रत र्वसिष्ट ताओं को बनाए रखा गया है और उन्ह ें अधिक अनुकूसलत ककया गया है:

➢ धलूर्प्रटं एकीकरण ➢ अंतररम ननष्कष ि ➢ कायािन्वयन रोडमैप[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17 स्ितंत्र लेखा परीिकों की ररपोर्ग सेवा में, भारतीय लागत लेखाकार सस्ं थान की पररषद वित्तीय वििरणों की लेखा परीिा पर ररपोर्ग योग्य मत हमने भारतीय लागत लखे ाकार संस्थान के िंलग्न र्वत्तीय र्ववरणों की लेखा परीिा की है, जजिमें दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार तुलन पत्र, तत्िमय िमाप्त वष ि के सलए आय और व्यय का र्ववरण और नकिी प्रवाह का र्ववरण तथा महत्वपूण ि लेखांकन नीनतयों का िार और अन्य र्ववरणात्मक िूर्ना िदहत र्वत्तीय र्ववरणों पर दटप्पणणयां िासमल है। हमारी राय में और हमारी िवोत्तम जानकारी के अनुिार तथा हमें दिए गए स्पष्टीकरणों के अनुिार, हमारी ररपोटि के योग्य मत के सलए आिार खंड में दिए गए मामलों के प्रभावों को छोडकर, लागत लेखापाल अधिननयम, 1959 के अनुिार, िभी पूण ि रुप िे तैयार ककए गए िंलग्न र्वत्तीय र्ववरणों, दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार इंस्टीट्यूट की र्वत्तीय जस्थनत, उिके र्वत्तीय काय ि ननष्पािन और तत्िमय िमाप्त वष ि के सलए इंस्टीट्यूट ऑफ र्ाटिड ि अकाउंटेंट्ि ऑफ इंडडया (आई िी ए आई) द्दवारा ककए गए लेखांकन मानकों के अनुिार उिके नकिी प्रवाह के सलए एक िही और पारििी दृजष्टकोण प्रिान करते हैं। योग्य मत के मलए आिार

1. इंस्टीट्यूट के िमेककत र्वत्तीय र्ववरणों को मुख्यालय - दिल्ली, कोलकाता कायािलय, र्ार िेत्रीय काउंसिल और एक िौ नौ र्ैप्टरों को ध्यान में रखते हुए तयै ार ककया गया है। इंस्टीट्यूट के िमेककत र्वत्तीय र्ववरणों में िात र्ैप्टरों के र्वत्तीय र्ववरण िमेकन के सलए उपलधि नहीं हैं।

2. ‘िेत्रीय पररषि और र्ैप्टरों के र्ालू खाते' के अंतगति वगीकृत ₹ 2,67,53,700/- करोड (र्वगत वष ि - ₹ 2,29,43,332/- करोड) की अिंगत िुद्दि जमा िेष रासि है। र्वत्तीय र्ववरणों की दटप्पणणयों की दटप्पणी िं. 5 िेखें।18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] उपरोक्त योग्यताओं के र्वत्तीय प्रभाव का पता नहीं लगाया जा िकता। हमने इंस्टीट्यूट ऑफ र्ाटिड ि अकाउंटेंट्ि ऑफ इंडडया द्दवारा जारी ककए गए लेखापरीिा मानकों (एि ए) के अनुिार अपनी लेखापरीिा की है। उन मानकों के अंतगति हमारी जजम्मेिाररयों का र्ववरण आगे हमारी ररपोटि के "र्वत्तीय र्ववरणों की लेखापरीिा हेतु लेखापरीिक की जजम्मेिाररयां" खंड में दिया गया है। र्वत्तीय र्ववरणों की हमारी लेखापरीिा िे िंबंधित नैनतक अपेिाओं के अनुिार हम इंस्टीट्यूट िे स्वतंत्र हैं और हमन े इन अपेिाओं के अनुिार अपनी जजम्मेिाररयों का ननवहि न ककया है। हमारा र्वचवाि है कक जो लेखापरीिा िाक्ष्य हमने प्राप्त ककए हैं, वे पयािप्त हैं और हमारे योग्य मत के सलए आिार प्रिान करने के सलए उपयुक्त हैं। मामले का बल हम ननम्नसलणखत दटप्पणणयों की ओर ध्यान आकर्षति करते हैं:

1. मुख्यालय के िंबंि में: क) लेखा दटप्पणणयों की दटप्पणी िं. 2(ञ), जजिमें यह वणणति है कक बेलापुर जस्थत नवी मुंबई िेंटर एक्िीलेंि भवन के िंबंि में िीडधल्यू आई पी को ििािने वाले मुख्यालय के खातों में ₹ 4,99,78,350/- की रासि रखी हुई है, जजिके सलए र्वगत 6 वषों के िौरान आगे कोई काय ि नहीं ककया गया है।

2. पजचर्मी भारत िेत्र पररषि (डधल्यू आई आर िी) के िंबंि में: क) लेखाओं की दटप्पणणयों की दटप्पणी िं. 4 (क), जजिमें यह वणणति है कक ₹67,30,000/- के प्राप्य िावे और ₹ 15,69,507/- के आस्थधगत व्यय मुकिमेबाजी के अंतगति हैं। ₹ 67,30,000/ का िावा िस्पेंि - एफडीएपीएल और व्यय के सलए प्राविान (आस्थधगत व्यय िदहत) र्ववाि का अंनतम ननपटान होने तक िमान रासि को ििािते हैं।

3. व्यापाररक प्राप्य, व्यापाररक िेय, ऋण और अधग्रम आदि की वष ि के अंत की िेष रासि की पुजष्ट पिकारों िे प्राप्त नहीं हुई है।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 19 इन मामलों के िंबंि में हमारे मत में कोई बिलाव नहीं ककया गया है। वित्तीय वििरणों के मलए प्रबंिन की ज़िम्मेदाररयां इंस्टीट्यूट का प्रबंिन लागत लेखापाल अधिननयम, 1959 के अनुिार इन र्वत्तीय र्ववरणों को तैयार करने और ननष्पि रुप िे प्रस्तुत करने के सलए जजम्मेिार है और ऐिे आंतररक ननयंत्रण के सलए भी जजम्मेिार है, जजिे प्रबंिन आवचयक िमझे ताकक ऐिे र्वत्तीय र्ववरणों को तैयार ककया जा िके, जो िोखािडी अथवा र्ूक के कारण होने वाली ककिी भी प्रकार की महत्वपूण ि गलत बयानी िे मुक्त हों। इन र्वत्तीय र्ववरणों को तैयार करते िमय, प्रबंिन इंस्टीट्यूट की एक लाभकारी िंस्था के रूप में बने रहने की िमता का आकलन करने, लाभकारी िंस्था िे िंबंधित मामलों को यथा लागू प्रकट करने तथा लाभकारी िंस्था का लेखांकन के आिार पर तब तक उपयोग करने के सलए जजम्मेिार है, जब तक कक प्रबंिन इंस्टीट्यूट का पररिमापन करने अथवा उिका प्रर्ालन बंि करने का इरािा न रखे अथवा उिके पाि ऐिा करने के अलावा कोई अन्य तकििंगत र्वकल्प न हो। प्रबंिन इंस्टीट्यूट की र्वत्तीय ररपोदटिंग प्रकक्रया को िेखने के सलए जजम्मेिार है। वित्तीय वििरणों की लेखा परीिा के मलए लेखा परीिक की जजम्मेदाररयां हमारा उद्दिेचय इि िंबंि में तकििंगत आचवािन प्राप्त करना है कक क्या िमग्र र्वत्तीय र्ववरण िोखािडी अथवा र्ूक के कारण ककिी भी प्रकार की महत्वपूण ि गलत बयानी ि े मुक्त हैं और एक लेखा परीिक ररपोटि जारी करना है जजिमें कक हमारी राय िासमल हो। तकििंगत आचवािन एक उच्र् स्तर का आचवािन है, लेककन यह इि बात की गारंटी नहीं है कक लेखा परीिा मानकों के अनुिार की गई लेखा परीिा, यदि कोई महत्वपूण ि गलत बयानी मौजूि हो, तो उिका पता लगा लेती है। गलत बयानी िोखािडी अथवा र्ूक िे उत्पन्न हो िकती हैं और उन्हें महत्वपूण ि माना जाता है, यदि व्यजक्तगत रूप िे अथवा िमग्र रूप िे, इन र्वत्तीय र्ववरणों के आिार पर उपयोगकतािओं द्दवारा सलए गए आधथकि ननणयि ों को प्रभार्वत करने की तकििंगत रूप िे अपेिा की जा िकती है।20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] लेखांकन िंबंिी मानिंडों (एि ए) के अनुिार लेखा परीिा के एक भाग के रूप में, हम पेिेवर ननणयि प्रिान करते हैं और पूरी लेखा परीिा के िौरान पेिेवर िंिेह को बनाए रखत े हैं। िाथ ही हम:

1. र्वत्तीय र्ववरणों में महत्वपूण ि गलत बयानी के जोणखमों की पहर्ान और आकलन करते हैं, र्ाहे वे िोखािडी अथवा र्ूक के कारण िे हो, ऐिे जोणखमों के प्रनत उत्तरिायी लेखापरीिा प्रकक्रयाओं को डडजाइन और कायािजन्वत करते हैं और ऐिे लेखा परीिा िाक्ष्य प्राप्त करते हैं, जो हमारी राय के सलए आिार प्रिान करने के सलए पयािप्त और उपयुक्त हों। िोखािडी िे उत्पन्न ककिी महत्वपूण ि गलत बयानी का पता न लगा पाने का जोणखम र्ूक िे उत्पन्न होने वाली गलत बयानी की तुलना में अधिक होता है, क्योंकक िोखािडी में समली भगत, जालिाजी, जानबूझकर की गई र्ूक, गलत बयानी अथवा आंतररक ननयंत्रण का उल्लंर्न करना िासमल हो िकता है।

2. लेखापरीिा िे िंबंधित आंतररक ननयंत्रण की िमझ प्राप्त करत े हैं, ताकक ऐिी लेखापरीिा प्रकक्रयाएं डडजाइन की जा िकें जो उन पररजस्थनतयों के सलए उपयुक्त हों, लेककन इंस्टीट्यूट के आंतररक ननयंत्रण की प्रभाविीलता पर मत व्यक्त करने के प्रयोजन के सलए नहीं हों।

3. प्रयुक्त लेखांकन नीनतयों की उपयुक्तता और प्रबंिन द्दवारा ककए गए लेखांकन अनुमानों और िंबंधित प्रकटीकरणों की तकििंगतता का मूल्यांकन करते हैं।

4. प्रबंिन द्दवारा लेखांकन के सलए लाभकारी िंस्था के आिार का उपयोग करने की उपयुक्तता और प्राप्त लेखापरीिा िाक्ष्यों के आिार पर इि ननष्कष ि पर पहुंर्ते हैं कक क्या ऐिी र्टनाओं अथवा जस्थनतयों के िंबंि में कोई महत्वपूण ि अननजचर्तता मौजूि है, जजििे इंस्टीट्यूट की लाभकरी िंस्था के रूप में जारी रहन े की िमता पर गंभीर िंिेह पैिा हो िकता है। यदि हम इि ननष्कष ि पर पहुंर्ते हैं कक कोई महत्वपूण ि अननजचर्तता मौजूि है, तो हमें अपनी लेखापरीिा ररपोटि में र्वत्तीय र्ववरणों में िंबंधित प्रकटीकरणों की ओर ध्यान आकर्षति करना होगा अथवा यदि ऐिे प्रकटीकरण अपयािप्त हैं, तो अपना मत िंिोधित करना होगा। हमारे ननष्कष ि हमारी लेखा परीिा ररपोटि की तारीख तक प्राप्त लेखा परीिा िाक्ष्यों पर आिाररत हैं।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 21 तथार्प, भर्वष्य की र्टनाओं अथवा जस्थनतयों के कारण इंस्टीट्यूट लाभकारी िंस्था के रूप में जारी रहना बंि कर िकता है।

5. प्रकटीकरणों िदहत र्वत्तीय र्ववरणों की िमग्र प्रस्तुनत, िंरर्ना और र्वषय-वस्तु का मूल्यांकन करते हैं और यह िेखते हैं कक क्या र्वत्तीय र्ववरण अंतननदि हत लेनिेन और र्टनाओं को ननष्पि तरीके िे प्रस्तुत करते हैं। भौनतकता र्वत्तीय र्ववरणों में गलत बयानों की वह मात्रा है जो व्यजक्तगत रूप िे अथवा िमग्र रूप िे यह िंभव बनाती है कक र्वत्तीय र्ववरणों के एक उपयुक्त जानकार उपयोगकताि के आधथकि ननणयि प्रभार्वत हो िकते हैं। हम ननम्नसलणखत में मात्रात्मक भौनतकता और गुणात्मक कारकों पर र्वर्ार करते हैं:

i) हमारी लेखापरीिा काय ि के िायरे की योजना बनाने और हमारे काय ि के पररणामों का मूल्यांकन करने में; और ii) र्वत्तीय र्ववरणों में पहर्ानी गई ककिी भी गलत बयानी के प्रभाव का मूल्यांकन करने में। हम िािन के सलए जजम्मेिार लोगों के िाथ अन्य मामलों के अलावा, लेखा परीिा के ननयोजजत िायरे और िमय तथा महत्वपूण ि लेखा परीिा ननष्कषों के बारे में िंवाि करते हैं, जजिमें आंतररक ननयंत्रण में ऐिी कोई भी महत्वपूण ि कसमयां िासमल हैं, जजन्हें हम अपनी लेखा परीिा के िौरान पहर्ानते हैं। अन्य मामले

1. (क) हमने र्ार िेत्रीय पररषिों और एक िौ नौ र्ैप्टरों के र्वत्तीय र्ववरणों की लेखा परीिा नहीं की थी, जजनके र्वत्तीय र्ववरणों में दिनांक 31 मार् ि 2025 की जस्थनत के अनुिार, कुल िंपर्त्त ₹ 2,61,04,65,777/- और उि तारीख को िमाप्त वष ि के सलए कुल राजस्व ₹ 59,10,74,242/- ििािया गया है, जैिा कक र्वत्तीय र्ववरणों में दिया गया है। इन िेत्रीय पररषिों के र्वत्तीय र्ववरणों की लेखा परीिा िंबंधित िेत्रीय पररषिों द्दवारा ननयुक्त अन्य लेखा परीिकों द्दवारा की गई है और र्ैप्टरों के र्वत्तीय र्ववरणों की लेखा परीिा लागत लेखापाल अधिननयम, 1959 के र्वननयम 133 और इंस्टीट्यूट के र्ैप्टर उप ननयमों के क्लॉज 26 के अनुिार22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] र्ैप्टर के िािी ननकायों द्दवारा ननयुक्त लागत लेखापालों द्दवारा की गई है, जजनकी ररपोटि प्रबंिन द्दवारा हमें प्रस्तुत की गई है और र्वत्तीय र्ववरणों पर हमारा मत, जहां तक यह इन उपरोक्त पररषिों और र्ैप्टरों के िंबंि में िासमल िनरासियों और प्रकटीकरणों िे िंबंधित है, यह केवल क्रमिः अन्य लेखापरीिकों और लागत लेखापालों की ररपोटों पर आिाररत है। (ख) इंस्टीट्यूट के वषि के र्वत्तीय र्ववरणों में िात र्ैप्टरों के र्वत्तीय र्ववरण िासमल नहीं हैं, क्योंकक इन र्ैप्टरों िे कोई र्वत्तीय र्ववरण प्राप्त नहीं हुआ है। र्वत्तीय र्ववरणों पर हमारे मत और नीर्े िी गई अन्य र्वननयामक अपिे ाओं पर हमारी ररपोटि, ककए गए काय ि और अन्य लेखा परीिकों एवं लागत लेखापालों की ररपोटों, जैिा भी मामला हो तथा प्रबंिन द्दवारा प्रमाणणत र्वत्तीय र्ववरणों पर हमारी ननभरि ता के िंबंि में उपरोक्त मामलों के िंबंि में िंिोधित नहीं है।

2. र्वत्त वष ि 2020-21 के िौरान जारी की गई ₹ 36,35,000/- की रासि अभी भी "ऋण और अधग्रम" िीषकि के अंतगति "पुणे भवन के सलए अधग्रम" के रूप में पडी हुई है और इिे "पूंजी अनुिान" के रुप में नहीं माना जा रहा है।

3. र्वत्त वष ि 2024-25 के िौरान अप्रयुक्त रखी गई ₹ 2,15,19,024/- की जीएिटी इनपुट की रासि को आय और व्यय खाते में डाला गया है।

4. िेयताओं के सलए अनतररक्त प्राविान के िंबंि में वष ि के िौरान ₹ 50,50,000/- की रासि पुरांककत कर िी गई है, जजन्हें अब िेय नही ं माना जाता है। वष ि के आय-व्यय र्ववरण में इि पुरांककत रासि को "अन्य आय" के रूप में मान्यता िी गई है।

5. वष ि के िौरान र्वर्वि लेनिार िेष रासि के िंबंि में ₹ 43,24,383/- की रासि पुरांककत की गई है, जो काफी िमय िे लेखा बदहयों में बकाया थी और अब प्रबंिन द्दवारा िेय नहीं मानी गई हैं।

6. इंस्टीट्यूट ऑफ कॉस्ट अकाउंटेंट्ि ऑफ इंडडया कमर्ि ारी भर्वष्य ननधि (रस्ट) िे िंबंधित ननवेिों के मल्ू य में कमी और र्ाटे के कारण लेखा पुस् तकों में ₹ 78,66,556/- की रासि ििािई गई है, जो र्वत्तीय वष ि 2024-25 के सलए रस्ट के लेखा परीक्षित खातों पर आिाररत है।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 23 अन्य ननयामक अपेिाओं पर ररपोर्ग हम यह भी ररपोटि करते हैं कक:

क) उपरोक्त योग्य मत के सलए आिार पैरा में उजल्लणखत मामलों के प्रभावों को छोडकर, हमने ऐिी िमस्त िूर्ना और स्पष्टीकरणों की मांग की है और प्राप्त ककए हैं जो हमारी िवोत्तम जानकारी और र्वचवाि के अनुिार हमारी लेखा परीिा के प्रयोजन के सलए आवचयक थे;

(क) र्ैप् टरों के सलए वार्षकि अनुिानों को िावों के आिार पर अजजति आिार पर मान्य ककया जाता है।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 41 भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 (ख) र्ुनाव व्यय उि र्वत्तीय वष ि में मान्य ककया जाता है जजिमें वह व्यय ककया गया हो। संपवत्त, संयंत्र और उपस् कर िंपर्त्त, िंयंत्र और उपस् कर को, लागत में िे िंधर्त मूल्यह्राि और िनत, यदि कोई हो, को र्टाकर ििािया जाता है। लागत में क्रय मूल्य और पररिंपर्त्त को उिके उपयोग के सलए कायिि ील जस्थनत में लाने िे िंबंधित कोई अन्य लागत िासमल होती है। अमूत ग पररसंपवत्तयां अमूत ि पररिंपर्त्तयों में कंप्यूटर िॉफ़्टवेयर िासमल है, जजिकी लागत में िे िंधर्त पररिोिन और ननवल िनत, यदि कोई हो, को र्टाकर ििािया जाता है। पूंजीगत काय ग पगनत पर ऐिी पररिंपर्त्तयों के ननमािण पर ककया गया व्यय, जो अपने अपेक्षित उपयोग के सलए तैयार नहीं हैं, उिे ‘पूंजीगत काय ि प्रगनत पर’ के अतं गति लागत में िे हानन, यदि कोई हो, को र्टाकर ििािया जाता है। मूल् यह्रास/ पररशोिन (क) िंपर्त्त, िंयंत्र और उपस् कर तथा अमूत ि पररिंपर्त्तयों पर मूल्यह्राि/ पररिोिन आयकर अधिननयम, 1961 के अनिु ार सलणखत मूल्य पद्दिनत पर प्रिान ककया जाता है। (ख) पट्टे पर िी गई भूसम का पट्टे की अवधि के िौरान पररिोिन ककया जाता है। पट्टे पर िी गई भूसम के अधिग्रहण के सलए भुगतान ककया गया प्रीसमयम पट्टे की अवधि के िौरान पररिोधित ककया जाता है। भूसम का ककराया, यदि कोई हो, उि वष ि में व्यय के रूप में मान्य ककया जाता है जजिके सलए ऐिे िुल्क िेय अथवा िेय होते हैं। (ग) पुस्तकालय की पुस्तकों के सलए, जजि वष ि मे इनकी खरीि की गई है, उि वष ि में 40% की िर िे मूल्यह्राि ककया जाता है। ननिेश िीर्कि ासलक ननवेिों को लागत पर ििािया जाता है। तथार्प, जब िीर्कि ासलक ननवेिों के मूल्य में स्थायी धगरावट आती है, तो धगरावट को मान् य करने के सलए ननदहत रासि को कम कर दिया जाता है।42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 िस् तसु ूची प्रकािन स्टॉक, अध्ययन िामग्री और प्रॉस्पेक्टि स्टॉक िदहत पेपर स्टॉक आदि का मूल्यांकन लागत या ननवल प्राजप्त योग्य मूल्य में िे जो भी कम हो, उि पर ककया जाता है। प्रकािनों और अध्ययन िामग्री की लागत भाररत औित के आिार पर ननिािररत की जाती है और पेपर की लागत पहले आओ, पहले पाओ (एफ आई एफ ओ) के आिार पर ननिािररत की जाती है। प्राििान, आकजस्मक देयताएं और आकजस्मक पररसंपवत्तयां (क) ककिी प्राविान को तब मान्य ककया जाता है:

i. जब र्वगत आयोजन के कारण वतमि ान बाध् यता हो; ii. जब यह िम्भावना हो कक बाध् यता के ननपटान के सलए आधथकि लाभ के िंिािनों के प्रवाह की आवचयकता होगी; और iii. जब बाध्य ता की मात्रा का एक र्वचविनीय अनुमान लगाया जा िकता हो। (ख) ननम् नसलणखत के सलए कोई प्राविान मान् य नहीं है:

i. ऐिी कोई भी िंभार्वत बाध् यता, जो अतीत की र्टनाओं िे उत्पन्न हुई हो और जजिकी मौजूिगी की पुजष्ट केवल एक या अधिक अननजचर्त भावी र्टनाओं के र्दटत होन े या न होने िे ही होगी, जो कक इंस् टीट्यूट के पूण ि ननयंत्रण में नहीं हैं;

ii. कोई भी वतमि ान बाध् यता, जो अतीत की र्टनाओं िे उत्पन्न हुई हो, लेककन मान्य नहीं हो, क्योंकक यह िंभावना नहीं है कक बाध् यता के ननपटान के सलए आधथकि लाभ के िंिािनों का प्रवाह आवचयक होगा या बाध् यता की मात्रा का र्वचविनीय अनुमान नही ं लगाया जा िकता है। ऐिी बाध् यताओ ं को आकजस्मक िेयताओं के रूप में प्रकट ककया जाता है। इनका मूल्यांकन ननयसमत अंतराल पर ककया जाता है और बाध् यता के केवल उि भाग के सलए प्राविान ककया जाता है जजिके सलए आधथकि लाभ के िंिािनों का प्रवाह िंभार्वत है, सिवाय अत्यंत िलु भि पररजस्थनतयों के, जहा ं कोई र्वचविनीय अनुमान नहीं लगाया जा िकता है।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 43 भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 आकजस्मक पररिंपर्त्तयों को र्वत्तीय र्ववरणों में मान्य नहीं ककया जाता है और न ही उनका प्रकटन ककया जाता है। विदेशी मुद्रा में लेन-देन र्विेिी मुद्रा में लेन-िेन, लेन-िेन की तारीख को प्रर्सलत र्वननमय िर पर अंककत ककए जाते हैं। मौदद्रक मिों की िूर्ना, तुलन पत्र की तारीख को प्रर्सलत िमापन िर का उपयोग करके की जाती है। आरंभ में िज/ि िूधर्त की गई मौदद्रक मिों के ननपटान िे उत्पन्न र्वननमय िर में अंतर को उि अवधि के आय और व्यय र्ववरण में आय/ व्यय के रूप में, जैिा भी मामला हो, मान्यता िी जाती है जजि अवधि में वे उत्पन्न होते हैं। कमचग ारी लाभ (क) अल् प कासलक लाभ अल्पकासलक कमर्ि ारी लाभ को व्यय के रूप में मान्य ककया जाता है, जब उि अवधि के िौरान िावा ककया गया हो। िावा न की गई रासि के सलए प्राविान ककया जाता है। (ख) रोजगार उपरांत के लाभ भर्वष्य ननधि, ग्रेच्युटी, अवकाि नकिीकरण आदि जैिे रोजगार उपरांत के लाभ, मुख्यालय और दिल्ली कायािलय तथा केंद्रीय सििा िंस्थानों (िीओई) के सलए लागू ककए गए हैं। पररसपं वत्तयों की िनत प्रत्येक बैलेंि िीट की तारीख पर पररिंपर्त्तयों के ननदहत मूल्य की हानन के सलए िमीिा की जाती है। यदि इन पररिंपर्त्तयों की ननदहत रासि उनकी विूली योग्य रासि िे अधिक हो, तो िनत को मान्य ककया जाता है। आय पर कर इंस् टीट्यूट को आयकर अधिननयम, 1961 की िारा 11 के िाथ िारा 12क के अंतगति आयकर िे छूट प्रिान की गई है, अत: आयकर के सलए कोई प्राविान नहीं ककया गया है तथा आस्थधगत कर पररिंपर्त्त या िेयता के सलए कोई प्राविान आवचयक नहीं माना गया है।44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 अिधि पूि ग आय/ व् यय एक या अधिक पूव ि अवधियों में र्वत्तीय र्ववरण तैयार करने में हुई त्रुदटयों या र्ूकों के पररणामस्वरूप वतमि ान अवधि में उत्पन्न होने वाली अवधि पूव ि की मिों को आय और व्यय र्ववरण में अलग िे प्रकट ककया जाता है। जी एस र्ी अप्रयुक् त शेष बट्र्े खाते र्डालना दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार अप्रयुक्त रहे जी एि टी इनपुट क्रेडडट की िेष रासि को आय और व्यय खाते में डाला जाता है।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 45 भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 ख. लेखाओं की दर्प्पखणयां

1. समेकन का आिार इंस् टीट्यूट के िमेककत र्वत्तीय र्ववरणों को दिल्ली मुख्यालय, कोलकाता कायािलय, र्ार िेत्रीय पररषिों और एक िौ नौ र्ैप् टरों को ध्यान में रखकर तैयार ककया जाता है। जबलपुर, कच्छ- गांिीिाम, सिगं रौली, र्ंद्रपुरा, जाजपुर-क्योंझर, राजपुर और वारंगल नामक िात र्ैप् टरों के र्वत्तीय र्ववरण प्राप्त न होने के कारण, र्ालू वष ि के िमेककत र्वत्तीय र्ववरणों में िासमल नहीं ककए गए हैं। तथार्प, िमेककत र्वत्तीय र्ववरणों में इन र्ैप् टरों के र्वगत वष ि के आंकडे, जहा ं कहीं भी उपलधि हों, िासमल हैं।

2. मुख्यालय के संबंि में: क) आकजस्मक िेयता (जजिका प्राविान नहीं ककया गया है) i) र्वत्त अधिननयम, 1994 और केंद्रीय वस्तु एवं िेवा कर अधिननयम, 2017 के अनुिार, ₹ 5,01,68,756/- (र्वगत वष ि में ₹ 5,01,68,756/-) की िेवा कर की मागं के िाथ ₹ 5,01,68,756/- (र्वगत वष ि में ₹ 5,01,68,756/-) का लागू धयाज िंड भी िेय है, जजिके सलए ₹ 37,62,657/- (र्वगत वष ि में ₹ 37,62,657/-) की रासि, जो मांग का

7.5% है, का भुगतान ककया जा र्ुका है और उिे "ऋण और अधग्रम" िीषकि के अंतगति ििािया गया है। इंस् टीट्यूट ने मांग के णखलाफ अपील िायर की है, जजि पर अभी ननणयि होना बाकी है। ii) नीनत के अनुिार, कमर्ि ाररयों को बबल जमा करने पर, नीनत में ननदििष्ट िीमाओं के अिीन, धर्ककत्िा व्यय की प्रनतपूनत ि की जाती है। नीनत की ितों के अनुिार, प्रयोग न की गई िेष रासि को 4 वषों की अवधि के सलए िंधर्त ककया जा िकता है। दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार, कमर्ि ाररयों के खाते में, प्रयोग न की गई िेष रासि ₹ 2,748,333/- (र्वगत वष ि में ₹ 28,61,868/-) है। ख) आयकर अधिननयम, 1961 की िारा 11 के िाथ पदठत िारा 12क के अंतगति आयकर िे छूट प्रिान की गई है। तिनुिार, आयकर के सलए कोई प्राविान नहीं ककया गया है। आस्थधगत कर पररिंपर्त्तयों या िेयताओं के सलए कोई प्राविान आवचयक नहीं माना गया है।46 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 ग) इंस् टीट्यूट द्दवारा रखी गई िभी पुरस्कार ननधियां र्वसभन्न िाताओं द्दवारा प्रायोजजत हैं और पररषि के ननणयि के अनुिार बकैं ों में िावधि जमा में तिनुिार ननवेि के िाथ खातों में िमादहत हैं। र्) ₹ 2,25,09,30,649/- की िावधि जमा (र्वगत वष ि में ₹ 1,90,48,46,113/-) (मुख्यालय कोलकाता और दिल्ली कायािलय) ङ) अन्य अधग्रमों में ₹ 1,36,097/- (र्वगत वष ि में ₹ 1,36,097/-) की रासि िासमल हैं, जो एम िी ए, भारत िरकार द्दवारा अस्वीकृत ककए जाने के कारण एक पूव ि पररषि ििस्य िे िेय हैं और वतमि ान में मामला न्यायालय में र्वर्ारािीन है। र्) िांर्वधिक लेखा परीिा िुल्क (जी एि टी िदहत) ₹ 5,12,710/- (र्वगत वष ि में ₹ 5,45,210/-) - िेत्रीय पररषिों और र्ैप् टरों के िंबंि में िांर्वधिक लेखा परीिा िुल्क को छोडकर। छ) "इंस् टीट्यूट ऑफ कॉस् ट अकाउंटेंट्ि ऑफ इंडडया कमर्ि ारी भर्वष्य ननधि रस्ट" को भर्वष्य ननधि अंििान ककया जाता है। आई िी एम ए आई पीएफ रस्ट बोड ि ने दिनांक 16 दििंबर, 2024 को हुई अपनी बैठक में इंस् टीट्यूट की पररषि के ननणयि के िमथनि में एक प्रस्ताव पाररत ककया है जजिमें छूट प्राप्त श्रेणी के अंतगति पी एफ पंजीकरण को वापि करने और पी एफ खाते को ई पी एफ ओ, पाकि स्रीट, कोलकाता में स्थानांतररत करने का ननणयि सलया गया है, जजिमें प्रनतष्ठान के उिी पी एफ कोड नंबर को बरकरार रखा जाएगा। तिनुिार, पी एफ रस्ट ने दिनांक 1 अप्रैल, 2025 िे इिका अनुपालन करने के सलए ई पी एफ ओ, पाकि स्रीट, कोलकाता को फॉम ि िंख्या एिई- 1 के माध्यम िे एक आवेिन प्रस्तुत ककया है। ई पी एफ ओ ने फॉम ि िंख्या एिई-5 जारी करके इंस् टीट्यूट को गैर-छूट प्राप्त श्रेणी के अंतगति पीएफ औपर्ाररकताओं को पूरा करने की अनुमनत प्रिान की है और तिनुिार इिका अनुपालन ककया जा रहा है। ज) उपिान भुगतान अधिननयम, 1972 (िंिोधित) के अनुिार उपिान के िंबंि में िेयता को िमूह उपिान नीनत के र्वरुद्दि भारतीय जीवन बीमा ननगम (एल आई िी आई) को ककए गए अंििान के आिार पर मान्य ककया जाता है।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 47 भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 झ) अवकाि नकिीकरण के िंबंि में िेयता, भारतीय जीवन बीमा ननगम (एल आई िी आई) द्दवारा रखरखाव की जा रही अनुमोदित अवकाि नकिीकरण ननधि में ककए गए अंििान के आिार पर ननिािररत की जाती है। ञ) सिडको िे लीजहोल्ड प्लॉट पर बेलापुर, नवी मुंबई में नवी मुंबई िेंटर एक्िीलेंि भवन का ननमािण काय ि वष ि 2012-13 में िुरू हुआ था। उक्त ननमािण काय ि का टेंडर वष ि 2013 में गुलराज कंस्रक्िन प्राइवेट सलसमटेड को दिया गया था। पररषि के ननणयि के अनुिार, भवन का ननमािण काय ि वष ि 2015 में रोक दिया गया था तथा भवन के भूतल और तीन ऊपरी मजं जलों के िुपरस्रक्र्र का ननमािण काय ि पूरा हो गया था। निर्मणा कमर्यों र्ें हुई रुकमिट के कमरण, पररर्योजिम के सिविल ठेकेदमर गुलरमज कंस्ट्रक्शि िे िंस्ट्थम िे हुए लमभ हमनि, ओिरहेड, लमगत िद्ृ धध तथम पररर्योजिम र्ें िर्र्य की देरी के चलते हुए अनतररक्त खच ा की भरपमई के सलए कुल ₹4,70,40,974/- की र्मंग करते हुए, िर् ा 2017-18 र्ें पररर्योजिम िे िंबंधधत र्मर्लम िमणणज्यर्यक र्ध्र्यस्ट्थतम र्यमधचकम क्रर्मंक 613/2021 र्मििीर्य र्ध्र्यस्ट्थ, बॉम्बे के िर्क्ष दमर्यर ककर्यम। बॉम्बे उच्र् न्यायालय ने दिनांक 6 मई, 2025 के आिेि के तहत मिे ि ि गुलराज कंस्रक्िन्ि और इंस्टीट्यूट ऑफ कॉस्ट अकाउंटेंट्ि ऑफ इंडडया के बीर् र्ववाि का ननपटारा कर दिया। इि आिेि के तहत इंस्टीट्यूट को यह ननिेि दिया गया कक वह मेिि ि गुलराज कंस्रक्िन्ि को दिनांक 24 अप्रैल, 2025 की हस्तािररत िहमनत की ितों के तहत पिकरों के बीर् तय रासि का भुगतान करे। दिनांक 24 अप्रैल, 2025 की उक्त िहमनत की ितों के अनुिार, भुगतान की योजना इि प्रकार है: - i) प्रनतवािी के बकैं खाते में हस्तांतरण के माध्यम िे ₹ 17,12,573/- का अधग्रम भुगतान (जजिमें ₹ 9,12,573/- का धयाज और ₹ 8,00,000/- की अधग्रम रासि िासमल है)। ii) िेष रासि ₹ 18,83,275 का भुगतान उक्त बकैं गारंटी प्राप्त करने के सलए याधर्काकताि द्दवारा पंजाब नेिनल बकैं में जमा की गई उक्त रासि के िीघ्र बाि ककया जाएगा, जब माननीय न्यायालय ि े मूल बकैं गारंटी वापि आन े पर उक्त बकैं द्दवारा इिे जारी कर दिया जाएगा।48 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 दिनांक 24 अप्रैल, 2025 की िहमनत ितों के अनुिार लेखा पुस्तकों में रासि का पूण ि प्राविान ककया गया है (₹ 8,00,000/- की ई एम डी को छोडकर)। ट) ननवेि (इंस् टीट्यूट के नाम पर नहीं) i) आई िी ए आई की इंिोल् वेंिी प्रोफेिनल एजेंिी में ननवेि में ₹ 10/- प्रनत िेयर के 6 िेयर िासमल हैं, जो इंस् टीट्यूट के नाम पर नहीं हैं, बजल्क इंस्टीट्यूट ऑफ कॉस्ट अकाउंटेंट्ि ऑफ इंडडया के नासमनतयों के नाम पर हैं। ii) आई िी एम ए आई पंजीकृत मूल्यांकनकताि िंगठन में ननवेि में 10/- रुपये प्रनत िेयर का 1 िेयर िासमल है, जो इंस्टीट्यूट के नाम पर नहीं है, बजल्क इंस्टीट्यूट ऑफ कॉस्ट अकाउंटेंट्ि ऑफ इंडडया के नासमनतयों के नाम पर है। ठ) र्वत्त वष ि 2020-21 के िौरान जारी की गई ₹ 36,35,000/- की रासि मुख्यालय के नाम पर लंबबत भूसम के हस्तांतरण के कारण "ऋण और अधग्रम" िीषकि के अंतगति "पुणे भवन के सलए अधग्रम" के रूप में अभी भी रखी हुई है। ड) िेयताओं के सलए ककए गए अनतररक्त प्राविान के िंबंि में वष ि के िौरान ₹ 50,50,000/- की रासि परु ांककत (राइट बैक) की गई है, जजिे अब िेय नही ं माना जाता है। इि पुरांककत (राइट बैक) की गई रासि को वष ि के आय और व्यय र्ववरण में "अन्य आय" के रूप में मान्य ककया गया है। ढ) र्वत्त वष ि 2023-24 के सलए अर्ल र्ल िंपर्त्तयों का भौनतक ित्यापन ककया गया है । ित्यापन ररपोटि के आिार पर, ₹ 7,20,762/- की िनतग्रस्त/ अप्रर्सलत िंपर्त्तयों की पहर्ान की गई है। तिनिु ार, उक्त िंपर्त्तयों को वष ि के िौरान लेखा पुस्तकों में बट्टे खाते डाला (राइट ऑफ) गया है। ण) वष ि के िौरान र्वर्वि लेनिार िेषों के िंबंि में ₹ 43,24,383/- की रासि पुरांककत (राइट बैक) कर िी गई है, जो काफी िमय िे पुस्तकों में बकाया थे और अब प्रबंिन द्दवारा िेय नहीं माने जाते हैं। त) इंस्टीट्यूट ऑफ कॉस्ट अकाउंटेंट्ि ऑफ इंडडया के कमर्ि ारी भर्वष्य ननधि (रस्ट) िे िंबंधित ननवेिों के मूल्य में कमी और र्ाटे के कारण पुस्तकों में ₹ 78,66,556/- की रासि प्रिान की गई है, जो र्वत्त वष ि 2024-25 के सलए रस्ट के लेखा परीक्षित खातों पर आिाररत है।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 49 भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 थ) दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार, इंस्टीट्यूट के पाि उपलधि जानकारी के आिार पर, िंिोधित “िूक्ष्म, लर्ु और मध्यम उद्दयम र्वकाि अधिननयम, 2006” के तहत पररभार्षत िूक्ष्म उद्दयमों और लर्ु उद्दयमों को िेय धयाज िदहत कोई रासि नहीं है।

3. ई आई आर सी के संबंि में क) एलआईिीआई द्दवारा दिनांक 1 जुलाई, 2024 की रिीि िं. 3622 के तहत िमूह उपिान योजना के बीमांककक मूल्यांकन के अनुिार, ई आई आर िी ने वष ि के िौरान भारतीय जीवन बीमा ननगम (एल आई िी आई) द्दवारा िंर्ासलत िमूह ग्रेच्युटी योजना को ₹ 2,27,797/- का भुगतान ककया है। ई आई आर िी के उपिान ननवेि (ग्रेच्युटी) का रखरखाव भारतीय जीवन बीमा ननगम (एल आई िी आई) के पाि है और दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार िेष ₹ 23,64,062/- है, जैिा कक एल आई िी आई द्दवारा जारी प्रमाण पत्र में ििािया गया है। ख) र्वर्वि िेनिारों का िेष ₹ 32,72,100/- है, जो कक अपुष् ट है, क्योंकक वष ि के अंत में िेष के सलए कोई पुजष्ट प्रमाण पत्र नहीं सलया गया था। ग) दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार टी डी एि प्राप्य रासि में ₹ 7,17,990/- (र्वगत वष ि में - रु. 4,14,918/-) िेष हैं। इिका भौनतक टी डी एि प्रमाण पत्रों के िाथ-िाथ आयकर पोटिल िे इंस् टीट्यूट के नाम र्वभाग में जमा रासि के िंिभ ि में पूरी तरह िे समलान ककया जाएगा। र्) ₹ 2,80,687/- की र्वर्वि लेनिार रासि के सलए 3 वषों िे भी अधिक िमय िे िावा नहीं ककया जा रहा है।

4. र्डब्ल्य ूआई आर सी के संबिं में क) एफ डी ए पी एल िे ₹ 67,30,000/- के प्राप् य िाव,े जो वतमि ान पररिंपर्त्तयों में ििािए गए हैं और ₹ 15,69,507/- के आस्थधगत व्यय, जो ऋण, अधग्रम और जमा में ििािए गए हैं, मुकिमेबाजी के अिीन हैं। ख) विूली योग्य प्राविानों की रासि ₹ 4,20,707/- - र्ालू िेनिाररयां, जो वार्षकि आम बैठक (ए जी एम) द्दवारा अनुमोदित ककए जाने पर पुरांककत (राइट बैक) की जाएगी, क्योंकक वे िेय नहीं हैं। इिी प्रकार, यही रासि मख्ु यालय के खाते में प्राप्य के रूप में िासमल की गई है, जजिे भी वार्षकि आम बैठक (ए जी एम) द्दवारा अनुमोिन ककए जाने के अध् यिीन बट्टे खाते (राइट ऑफ) ककया जाण्ग ा।50 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20

5. एन आई आर सी के संबंि में क) दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार, िेत्र की लेखा पुस्तकों में ₹ 4.55 लाख की रासि, र्ैप्टर के र्ालू खाते के िेष के रूप में रखी हुई है, जजिका िमािान अभी ककया जाना है। एन आई आर िी इिके िमािान की प्रकक्रया में है और अंतर बहुत पुराना होन े के कारण, यदि िमािान नही ं हो पाता है, तो उिे र्ालू वष ि में िमायोजजत/ लेखांककत ककया जाएगा। ख) एन आई आरिी के र्ैप्टर को अन्य ऋण- एन आई आर िी के अंतगति र्वसभन्न र्ैप्टर को ₹ 34.87 लाख का ऋण दिया गया है। दिनांक 31 मार्,ि 2025 की जस्थनत के अनुिार िेत्र की लेखा पुस्तकों में ₹ 9.87 लाख की रासि, र्ैप्टर को अन्य ऋण के रूप में रखी है, जजिका िमािान अभी ककया जाना है। ज्ञात हुए उक्त अंतरों का एन आई आर िी द्दवारा िमािान ककया जा रहा है और उन्हें र्ालू वष ि में िमायोजजत ककया जाएगा। ग) एन आई आर िी पर ₹ 60,580/- की बकाया टी डी एि मांग है। ये मागं ें 15 वषि ि े अधिक पुरानी हैं और उनका पता नहीं लगाया जा िकता, इन्हें मैन्युअल रूप िे ननपटाया जा रहा है और इनके िमापन के िंबंि में अगली आर िी एम में र्र्ाि की जाएगी। र्) िांर्वधिक िेयताएं i. र्वत्त वष ि 2023-24 के सलए ई पी एफ ओ िेय बकाया रासि में ₹ 1,62,244 की रासि िासमल है, जो दिनांक 17 अप्रैल, 2023 के पत्र डी एल िी पी एम/17428/कंप-II/3 के अनुिार िारा 7क के अतं गति ई पी एफ ओ को िेय हैं, जजनका र्ालू वष ि में िमािान ककया जा रहा है। ii. 'ई डी एल आई िेय बकाया में ननयोक्ता अंििान' खाते में, एन आई आर िी की लेखा पुस्तकों के अनुिार आरंसभक िेष रासि ₹ 6,910/- है। तथार्प, दिनांक 9 अप्रैल, 2024 तक, ििािई गई िेष रासि ₹ 1,846/- है, जजिके पररणामस्वरूप ₹ 5,064/- का अंतर है। iii. 6. कोचीन चैप्र्र के संबंि में आकजस्मक िेयता क) र्वत्त वष ि 2018-2019 के िौरान इंस् टीट्यूट के णखलाफ एक िब-कोटि आिेि जारी ककया गया था। ये मामले िी एफ ई द्दवारा ककए गए ननमािण के कारण अपने भवन को हुए नुकिान का िावा करते हुए िी एफ ई के पडोसियों द्दवारा िायर ककए गए थे। आिेि की रासि ₹ 19,38,785 है, जजिमें ₹ 13,00,000 मुआवजा और ₹ 6,38,755 धयाज के रुप में िासमल हैं। र्ैप्टर ने इि आिेि के णखलाफ एणािकुलम जजला न्यायालय में अपील िायर की, िाथ ही एक स्थगन याधर्का भी िायर की गई और जजला न्यायालय, एणािकुलम ने इि ित ि पर आिेि के कक्रयान्वयन पर रोक लगा िी थी कक र्ैप्टर द्दवारा मुआवजे और धयाज को कवर करने के सलए एक बकैं गारंटी प्रस्तुत की जाएगी। तिनिु ार, मुआवजे के सलए ₹ 15,00,000 और अद्दयतन धयाज के सलए ₹ 5,43,885 की रासि की िो बकैं गारंटी जारी की गई और न्यायालय में प्रस्तुत की गई। जजला न्यायालय ने ननर्ली अिालत के फैिले को बरकरार रखा है और इिसलए इंस् टीट्यूट ने माननीय केरल उच्र् न्यायालय में अपील करने का ननणयि सलया है। मुख्यालय के ननिेिों के अनुिार, मामला अब मुख्यालय को िौंप दिया गया है और मुख्यालय द्दवारा ननयुक्त अधिवक्ताओं द्दवारा मामले की िुनवाई की जा रही है। मुख्यालय ने अपील की कायवि ाही िुरू कर िी है। र्ूंकक अपील अभी प्रारंसभक र्रण में है, अत: अंनतम पररणाम की कोई ननजचर्त िंभावना नही ं है। बकैं गारंटी ननर्ली अिालतों के ननिेिों के अनुिार मान्य है। अत: इि स्तर पर आकजस्मक िेयताओं का कोई प्राविान नहीं ककया जा रहा है।52 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] भारतीय लागत लेखाकार संस्थान वित्त ीय वििरणों के भाग स् िरुप दर्प् पखणयां (जारी) दर्प् पणी सं. – 20 ख) र्ैप्टर द्दवारा र्ासलक्कावट्टम, ग्रामीण वायानिाला रोड, बबदटल्ला, एनािकुलम में भवन ननमािण के सलए दिए गए काय ि अनुबंिों के मामले में, अनुबंिकताि उन कायों के सलए कर कटौती के सलए उत्तरिायी है जजनमें िामग्री की आपूनत ि और श्रम िोनों िासमल होती हैं। कोर्ीन र्ैप्टर भुगतान ककए जाने िे पहले ठेकेिारों िे काय ि अनुबंि कर की कटौती करने और भुगतान करने के सलए जजम् मेिार है, जब तक कक िंबंधित ठेकेिारों िे फॉम ि नंबर 1ईई में प्रमाण पत्र प्राप् त नही ं ककया जाता है। ₹ 75,80,762/- की रासि के काय ि अनुबंिों के मामले में फॉम ि 1ईई प्राप्त नहीं ककया जाता है। उपरोक्त पर काय ि अनुबंि कर िेयता ₹ 6,06,461/- + धयाज होगी। र्ैप्टर ने डध ल् यू िी टी पंजीकरण नहीं सलया है, क्योंकक िभी ठेकेिार कर र्वभाग के पाि पंजीकृत हैं और फॉम ि 1ईई जमा करने के सलए िहमत हुए हैं। र्ैप्टर ने ₹ 4,67,057/- की रासि अपने पाि रख ली है, जो 1ईई िे िंबंधित िेयताओ ं को पूरा करने के बाि ही ठेकेिारों को जारी की जाएगी।

It may not be involved with the activities directly but indirectly there are many actions taken by the President’s Office for the ease of coordination. The department also carried out various tasks, and jobs assigned by Council Members, Former Presidents and Higher Officials of the Institute.

✓ Directorate of Examination The Foundation, Intermediate and Final examinations were held in offline centre-based mode in June and December 2024 term. Examinations in each of the terms were conducted in 187 examination centres including 3 overseas centres. The number of examinees for the Foundation examination in both the term were 34,114. The number of examinees for the Intermediate and Final in both the term were 1,71,664.

Next Steps: ➢ Blueprint Integration ➢ Interim Findings ➢ Implementation Roadmap INDEPENDENT AUDITOR’S REPORT The Council of THE INSTITUTE OF COST ACCOUNTANTS OF INDIA Report on the Audit of the Financial Statements Qualified Opinion We have audited the accompanying financial statements of THE INSTITUTE OF COST ACCOUNTANTS OF INDIA (‘the Institute’) which comprises the Balance Sheet as at 31st March, 2025, the Statement of Income and Expenditure and the Cash Flow Statement for the year then ended and notes to the financial statements, including a summary of significant accounting policies and other explanatory information.

In our opinion and to the best of our information and according to the explanations given to us, except for the effects of the matters described in the Basis for Qualified Opinion section of our report, the accompanying financial statements prepared in all material respects in accordance with the Cost Accountants Act, 1959, give a true and fair view of the financial position of the Institute as at 31st March, 2025, its financial performance and its cash flows for the year then ended in accordance with the applicable Accounting Standards issued by the Institute of Chartered Accountants of India (ICAI).

Basis for Qualified Opinion

1. The consolidated financial statements of the Institute are prepared considering Headquarters - Delhi, Kolkata Office, four Regional Councils and one hundred nine Chapters.

Financial statements of seven Chapters are not available for consolidation in the consolidated financial statements of the Institute.62 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

2. There is an un-reconciled net credit balance of Rs. 2,67,53,700/- Cr (P.Y – Rs. 2,29,43,332/- Cr) classified under ‘Current Accounts with Regional Councils and Chapters’. Refer Note No. 5 of Notes to Financial Statements.

Financial impact of the above qualifications cannot be ascertained.

We conducted our audit in accordance with the Standards on Auditing (SAs) issued by the Institute of Chartered Accountants of India. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Statements section of our report. We are independent of the Institute in accordance with the ethical requirements that are relevant to our audit of the financial statements and we have fulfilled our responsibilities in accordance with these requirements.[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 63 We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our qualified opinion.

Emphasis of Matter

We draw attention to the following notes:

1. In respect to Headquarters: a) Note No. 2(j) of Notes to Accounts which describes that, an amount of Rs. 4,99,78,350/- is lying in the books of Headquarters representing CWIP in respect Navi Mumbai Centre Excellence building at Belapur for which no further work has been carried out/undertaken during the last 6 years.

2. In respect to Western India Region Council (WIRC): a) Note No. 4(a) of Notes to Accounts, which describes that Claims receivable of Rs.

67,30,000/- and Deferred Expenses of Rs. 15,69,507/- appearing which are subject to litigation. The Claims Suspense – FDAPL of Rs. 67,30,000/- and Provision for Expenses (comprising Deferred Expenses) represent the same amounts pending the final settlement of the dispute.

3. The year-end balance confirmation of trade receivables, trade payables, loans and advances etc have not been received from the parties.

Our opinion is not modified in respect of these matters.

Responsibilities of Management for the Financial Statements Institute’s Management is responsible for the preparation and fair presentation of these financial statements in accordance with the Cost Accountants Act, 1959 and for such internal control as Management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

In preparing the financial statements, the Management is responsible for assessing the Institute’s ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless Management either intends to liquidate the Institute or to cease operations, or has no realistic alternative but to do so.

The Management is responsible for overseeing the Institute’s financial reporting process.64 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Auditor’s Responsibility for the Audit of the Financial Statements Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with SAs will always detect a material misstatement when it exists.

Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

As part of an audit in accordance with SAs, we exercise professional judgment and maintain professional scepticism throughout the audit. We also:

1. Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.

2. Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances but not for the purpose of expressing an opinion on the effectiveness of the Institute’s internal control.

3. Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by Management.

4. Conclude on the appropriateness of Management’s use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the Institute’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial statements or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the Institute to cease to continue as a going concern.

5. Evaluate the overall presentation, structure and content of the financial statements, including the disclosures and whether the financial statements represent the underlying transactions and events in a manner that achieves fair presentation.

Materiality is the magnitude of misstatements in the financial statements that, individually or in aggregate, makes it probable that the economic decisions of a reasonably knowledgeable user of the financial statements may be influenced. We consider quantitative materiality and qualitative

factors in:[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 65 i) planning the scope of our audit work and in evaluating the results of our work; and ii) to evaluate the effect of any identified misstatements in the financial statements.

We communicate with those charged with governance regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.

Other Matters

1. (a) We did not audit the financial statements of four Regional Councils and one hundred and nine Chapters whose financial statements reflect total assets of Rs. 2,61,04,65,777/- as at 31st March 2025 and total revenue of Rs. 59,10,74,242/- for the year ended on that date, as considered in the financial statements. The financial statements of these Regional Councils have been audited by Other Auditors, appointed by the respective Regional Councils and the financial statements of the Chapters have been audited by Cost Accountants appointed by Governing Bodies of the

Chapter in terms of Regulation 133 of the Cost Accountants Act, 1959, and Clause 26 of the

Chapter Bye-laws of the Institute, whose reports have been furnished to us by the Management and our opinion on the financial statements, in so far as it relates to the amounts and disclosures included in respect of these aforesaid Councils and Chapters is based solely on the reports of the Other Auditors and Cost Accountants respectively.

(b) The financial statements for the year of the Institute do not include the financial statements of seven Chapters, as no financial statements have been received from these Chapters.

Our opinion on the financial statements and our report on Other Regulatory Requirements below, is not modified in respect of the above matters with respect to our reliance on the work done and the reports of the Other Auditors and Cost Accountants, as the case may be and the financial statements certified by the Management.

2. The amount of Rs. 36,35,000/- released during FY 2020-21 is still lying as “Advance for Pune Building” under the head “Loans & Advances” and not being treated as “Capital Grant”.

3. During the FY 2024-25 an amount of Rs. 2,15,19,024/- GST input lying unutilized have been charged to Income & Expenditure Account.

4. An amount of Rs. 50,50,000 /- has been written back during the year in respect of excess provision made towards liabilities, which are no longer considered payable. The write-back has been recognized as “Other Income” in the Statement of Income and Expenditure for the year

5. An amount of 43,24,383/- has been written back during the year in respect of sundry creditor balances that had been outstanding in the books for a considerable period and are now considered no longer payable by the Management.66 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

6. An amount of Rs. 78,66,556/- has been provided in the books on account of deficit and diminution in the value of investments pertaining to the Institute of Cost Accountants of India Employees’ Provident Fund (Trust), based on the audited accounts of the Trust for the financial year 2024-

25.

Report on Other Regulatory Requirements

We further report that: a) Except for the effects of the matters described in the basis for qualified opinion paragraph above, we have sought and obtained all the information and explanations which to the best of our knowledge and belief were necessary for the purpose of our audit;

b) Except for the effects of the matters described in the basis for qualified opinion paragraph above, in our opinion proper books of account as required by the Cost Accountants Act, 1959, have been kept by the Institute so far as appears from our examination of those books and proper returns adequate for the purpose of our audit have been received from the Regions and Chapters read with paragraph 1 of ‘Other Matters’;

c) The reports on the financial statements of the Regional Councils and Chapters of the Institute audited by the Other Auditors and Cost Accountants of the respective Regions and Chapters as have been received by us, were properly dealt with in preparing this report.

d) The Institute’s Balance Sheet, Statement of Income and Expenditure and Cash Flow Statement dealt with by this report are in agreement with the books of account.

SIGNIFICANT ACCOUNTING POLICIES Basis for preparation of Financial Statements The Financial Statements are prepared as going concern under the historical cost convention, in accordance with the applicable Accounting Standards, the relevant provisions of the Cost and Accountants Act, 1959, as amended and on accrual basis unless otherwise stated.

Basis of Consolidation The financial statements of Headquarter Delhi , Kolkata Office, its Regional Councils and Chapters are consolidated line by line by adding together the like items of assets and liabilities, income and expenses after eliminating all material intra group balances, intra group transactions and resultant unrealized surplus/(deficit). Necessary adjustments are made wherever required.

Use of Estimates The preparation of the financial statements requires the Management to make estimates and assumptions considered in the reported amounts of assets and liabilities and the reported income and expenses of the year. The Management believes that the estimates used in preparation of the financial statements are prudent and reasonable. Actual results could differ from the estimates and the differences between the actual results and the estimates are recognized in the periods in which the results are known/ materialized.

Revenue Recognition

(a) Entrance Fees from Members Entrance Fees received from members is credited to General Fund.

(b) Student Registration Fees Registration Fees received from students is recognized as revenue income as and when the student is enrolled and payment is received.

(c) Annual Members Fees Annual Members Fees is recognized in the year to which it pertains and when the payment is received except advances.

(e) Sale of Publications Revenue in respect of sale of publications is recognized when such publications are transferred to a user for a price.

(f) Examination Fees Examination Fees is recognized for the concerned term (s) to which it pertains.

(g) Programme Fees Revenue from Programme Fees is recognized as and when such activity is undertaken.

(h) Interest Interest income in respect of fixed deposits with Banks is recognized on accrual basis taking into account the amount accrued and at applicable rate.

(i) Investment Income Income from Investments is recognized as and when the right to receive the same is established.

Expenditure The expenditure is recognized on accrual basis including expenses related to postal and oral coaching

except in the following cases:

(a) The Annual Grants to Chapters are recognized on accrual basis based on claims.

(b) Election expenses are recognized in the financial year in which it is incurred.

Property, Plant and Equipment Property, plant and equipment are stated at cost less accumulated depreciation and net of impairment, if any. Cost comprises the purchase price and any other cost, attributable to bringing the asset to its working condition for its intended use.

Intangible Assets Intangible Assets being computer software are carried at cost less accumulated amortization and net of impairment, if any.

Capital Work in Progress Expenditure incurred on construction of assets which is not ready for their intended use is carried at cost less impairment, if any, under Capital Work in Progress.[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 83 THE INSTITUTE OF COST ACCOUNTANTS OF INDIA NOTES FORMING PART OF THE FINANCIAL STATEMENTS (CONTD.) Note – 20 Depreciation/Amortization

(a) Depreciation/amortization on Property, plant and equipment and Intangible Assets is provided on written down value method as per Income Tax Act, 1961.

(b) Leasehold land is amortized over the Lease period. The premium paid for acquisition of Lease Hold Land is amortized over the period of lease. The ground rent, if any, are recognized as expense in the year for which such charges are due or payable.

(c) Library books are depreciated at 40% in the year of purchase.

Investments Long term investments are stated at cost. However, when there is a permanent decline in the value of long term investments, carrying amount is reduced to recognize the decline.

Inventories Publication stock, Study Materials and Paper Stock including Prospectus stock etc. are valued at lower of Cost or Net Realizable Value. Cost of Publications and that of Study Materials is determined on Weighted Average basis and cost of paper is determined on First-In-First-Out (FIFO) basis.

Provisions, Contingent Liabilities and Contingent Assets

(a) A provision is recognized: i. when there is present obligation as a result of past event; ii. it is probable that an outflow of resources embodying economic benefit will be required to settle the obligation; and iii. a reliable estimate can be made of the amount of obligation.

(b) No provision is recognized for: i. any possible obligation that arises from past events and the existence of which will be confirmed only by the occurrence or non-occurrence of one or more uncertain future events not wholly within the control of the Institute;

ii. any present obligation that arises from past events but is not recognized because it is not probable that an outflow of resources embodying economic benefits will be required to settle the obligation or a reliable estimate of the amount of obligation cannot be made.

Such obligations are disclosed as Contingent Liabilities. These are assessed at regular intervals and only that part of the obligation for which an outflow of resources embodying economic benefits is probable, is provided for except in extremely rare circumstances where no reliable estimate can be made.84 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] THE INSTITUTE OF COST ACCOUNTANTS OF INDIA NOTES FORMING PART OF THE FINANCIAL STATEMENTS (CONTD.) Foreign Currency Transactions Transactions in foreign currency are denominated at the exchange rate prevailing on the transaction date.

Monetary items are reported by using the closing rate, prevailing at the Balance Sheet date. Differences in the exchange rate arising on the settlement of monetary items initially recorded/reported are recognized as income /expense, as the case may be, in the Statement of Income and Expenditure, in the period in which it arises.

Employee Benefits

(a) Short term benefit The short term employee benefit is recognized as expense when claimed during the period.

Unclaimed amount is provided for.

(b) Post-employment benefit Post-employment benefits such as Provident Fund, Gratuity, Leave Encashment etc. have been

provided for, as applicable to Headquarter and Delhi Office and COEs.

Impairment of Assets The carrying value of assets at each Balance Sheet date is reviewed for impairment. Impairment is recognized, if the carrying amount of these assets exceeds their recoverable amount.

Taxes on Income The Institute has been granted exemption from Income Tax under section 12A read with section 11 of the Income Tax Act, 1961, as such no provision for income tax is made and no provision for deferred tax asset or liability is considered necessary.

Prior Period income/expenditure Prior period items which arise in the current period as a result of errors or omissions in the preparation of financial statements in one or more prior periods are separately disclosed in the Statement of Income and Expenditure.

Note – 20 B. NOTES TO ACCOUNTS

1. Basis of Consolidation The consolidated financial statements of the Institute are prepared considering HQ Delhi , Kolkata Office, four Regional Councils and one hundred nine Chapters. Financial statements of seven Chapters namely, Jabalpur, Kutch-Gandhidham, Singrauli, Chandrapura, Jajpur-Keonjhar, Rajpur and Warangal are not included in consolidated financial statements during current year, having not been received. However, the consolidated financial statements include the previous year’s figures wherever available of these chapters.

2. With respect to Head Quarter: a) Contingent Liability (to the extent not provided for) i) The Service Tax demand of Rs. 5,01,68,756/- (Previous Year Rs.5,01,68,756/-) along with applicable interest penalty of Rs. 5,01,68,756/- (Previous Year Rs. 5,01,68,756/-) as per Finance Act, 1994 RW CGST Act, 2017 against which a sum of Rs. 37,62,657/- (Previous Year Rs. 37,62,657/-) being 7.5% of the demand has been paid and shown under the head “Loans and Advances”. The Institute has filed an appeal against the demand which is yet to be adjudicated.

ii) As per policy, medical expenses are reimbursed to the employees on submission of bills, subject to limits specified in the policy. As per the terms of the policy the unutilized balance can be accumulated for a period of 4 years. As on 31st March, 2025, the unutilized balance lying to the credit of the employees amounting to Rs 2,748,333/- (Previous Year Rs.

28,61,868/-). b) Exemption in respect of Income Tax has been granted under section 12A read with Section 11 of the Income Tax Act, 1961, Accordingly, no provision for income tax has been made. No provision for Deferred Tax Assets or Liability is considered necessary.

c) All Prize Funds maintained by the Institute have been sponsored by different donors and are incorporated in the accounts with corresponding investment in Fixed Deposit with Banks, in terms of the decision of the Council.

d) Fixed Deposits of Rs. 2,25,09,30,649 /- (Previous Year Rs. 1,90,48,46,113/-) (HQ Kolkata and Delhi office) e) Other Advances include Rs.1,36,097/- (Previous Year Rs.1,36,097/-) due from a former Council Member owing to disallowance by the MCA, Govt. of India and presently the matter is subjudice.

f) Statutory Audit Fees (inclusive of GST) Rs. 5,12,710/- (Previous year Rs. 5,45,210/) - Excluding Statutory Audit Fees in respect of Regional Councils and Chapters.86 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] THE INSTITUTE OF COST ACCOUNTANTS OF INDIA NOTES FORMING PART OF THE FINANCIAL STATEMENTS (CONTD.) Note – 20 g) Provident Fund contributions are made to “The Institute of Cost Accountants of India Employees’ Provident Fund Trust.” ICMAI PF Trust Board has taken a resolution in its meeting held on 16th December, 2024 backed by the decision of the Council of the Institute to surrender the PF registration under exempted category and to shift the PF Account to EPFO, Park Street, Kolkata, maintaining the same PF code number of the establishment. Accordingly, the PF Trust has submitted an application vide Form No. SE-1 to EPFO, Park Street, Kolkata for compliance of the same w.e.f.

1st April, 2025. EPFO granted the permission by issuance of Form No. SE-5 to the Institute to comply the PF formalities under un-exempted category and same is being complied accordingly. h) The liability in respect of Gratuity, as per Payment of Gratuity Act, 1972 (as amended) is recognized on the basis of contribution made to the LICI against the Group Gratuity Policy.

i) The liability in respect of leave encashment is recognized on the basis of contribution made to an Approved Leave Encashment Fund maintained with the LICI. j) Construction of Navi Mumbai Centre Excellence building at Belapur, Navi Mumbai on the leasehold plot taken from CIDCO was started in the year 2012-13. The tender for the said construction was given to Gulraj Construction Pvt Ltd in the year 2013.As per the decision of the Council construction work of the building was stopped in the year 2015, the super structure of the building consisting of ground plus 3 above floors was completed.

Due to this stoppage of the construction works Gulraj Construction, Civil Contractor of the project filed a case no. Commercial Arbitration Petition No. 613 OF 2021 in the year before the Hon'ble Arbitrator, Bombay claiming an amount of Rs. 4,70,40,974/- from the Institute for their loss of profit, overhead, escalation of cost due to time overrun of the project in the year 2017-18.

The Bombay High Court vide order dated 6th May, 2025, disposed of the dispute between M/s Gulraj Constructions and the Institute of Cost Accountants of India, thereby directing the Institute to pay M/s Gulraj Constructions the amount as agreed by and between the parties vide the signed consent terms dt. 24th April, 2025. As agreed in the said consent terms dt. 24th April, 2025, the following is in the scheme of payment: - i) Down payment of Rs. 17,12,573/- (comprising of Interest to be paid Rs. 9,12,573/- and EMD Rs. 8,00,000/-) through transfer at the Respondent’s bank account.

ii) The balance amount of Rs. 18,83,275/- shall be paid soon after the said amount deposited by the Petitioner with Punjab National Bank for procuring the said Bank Guarantee is released by the said bank upon return of the Original Bank Guarantee from the Hon’ble Court.[भाग III—खण्‍ड 4] भारत‍का‍राजपत्र‍:‍असाधारण 87 THE INSTITUTE OF COST ACCOUNTANTS OF INDIA NOTES FORMING PART OF THE FINANCIAL STATEMENTS (CONTD.) Note – 20 The amount has been fully provided for in the books of accounts as per the consent terms dated 24th April, 2025 (net of EMD of Rs. 8,00,000/-).

k) Investments (Not held in the name of the Institute) i) Investments in Insolvency Professional Agency of ICAI include 6 shares of Rs. 10/- each not held in the name of the Institute but in the names of nominees of the Institute of Cost Accountants of India.

ii) Investments in ICMAI Registered Valuers Organization include 1 share of Rs. 10/- each not held in the name of the Institute but in the names of nominees of The Institute of Cost Accountants of India.

l) Amount of Rs. 36,35,000/- released during the FY 2020-21 is still lying as “Advance for Pune Building” under the head “Loans & Advances” due to pending land transfer in the name of Head Quarter. m) An amount of Rs. 50,50,000 /- has been written back during the year in respect of excess provision made towards liabilities, which are no longer considered payable. The write-back has been recognized as “Other Income” in the Statement of Income and Expenditure for the year.

n) Physical verification of movable fixed assets was carried out for the financial year 2023-24.

Based on the verification report, damaged/obsolete assets amounting to Rs 7,20,762/- were identified. Accordingly, the said assets have been written off in the books of account during the year. o) An amount of 43,24,383/- has been written back during the year in respect of sundry creditor balances that had been outstanding in the books for a considerable period and are now considered no longer payable by the management.

p) An amount of Rs. 78,66,556/- has been provided in the books on account of deficit and diminution in the value of investments pertaining to the Institute of Cost Accountants of India Employees’ Provident Fund (Trust), based on the audited accounts of the Trust for the financial year 2024-25.

q) Based on the available information with the Institute as at 31st March, 2025, there is no amount including Interest thereon payable to Micro Enterprises and small Enterprises as defined under “The Micro, Small and Medium Enterprises Development Act, 2006”, as amended.88 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] THE INSTITUTE OF COST ACCOUNTANTS OF INDIA NOTES FORMING PART OF THE FINANCIAL STATEMENTS (CONTD.) 3. In respect of EIRC a) As per Actuarial valuation of group gratuity scheme by LICI vide receipt no. 3622 dated 1st July, 2024, EIRC has paid Rs. 2,27,797/- to the Group Gratuity Scheme maintained by LICI during the year. Gratuity Investment of EIRC is maintained with Life Insurance Corporation of India (LICI) and the balance as on 31st March, 2025 is Rs. 23,64,062/- as reflected to the certificate issued by LICI.

b) Balance of sundry debtors worth Rs. 32,72,100/- is unconfirmed as no balance confirmation certificates were taken at the year end. c) In TDS Receivable amount balance of Rs. 7,17,990/- (previous year – Rs. 4,14,918/-) is appearing as on 31st March, 2025. This would be thoroughly reconciled with reference to the physical TDS certificates as well as deposits to the department in the name of the Institute from Income Tax Portal.

d) Sundry creditors amounting to Rs. 2,80,687/- is being unclaimed for more than 3 years.

4. In respect of WIRC a) Claims receivable from FDAPL of Rs 67,30,000/- as appearing in Current Assets and Deferred Expenses of Rs. 15,69,507/- as appearing in Loans, Advances & Deposits are subject to litigation.

b) An amount of provisions for recoverable of Rs 4,20,707/- – Current Liabilities to be written back on being approved by the AGM since not payable. Similarly, the same amount is incorporated in the HQ Account as receivable which also needs to be written off subject to approval by the AGM.

5. In respect of NIRC a) An amount of Rs. 4.55 lakhs is lying as on 31st March, 2025 in the books of the region being current account balances with the Chapters which is yet to be reconciled. NIRC is in the process of the reconciliation of the same and the differences being very old shall be adjusted/accounted for in the Current year if not able to reconcile.

b) Other loans to Chapters of NIRC- An amount of Rs. 34.87 lakhs loan has been given to various Chapters under NIRC. An amount of Rs. 9.87 lakhs is lying as on 31st March, 2025 in the books of the region being other loan to Chapters which is yet to be reconciled. The said differences identified are under reconciliation by NIRC and will be adjusted in the current year.

c) The NIRC has the outstanding TDS demand of Rs. 60,580/-. Note – 20 d) Statutory Dues i. EPFO payable outstanding for FY 2023-24 includes Rs. 1,62,244 payable to EPFO as arrears and penalty u/s 7A vide letter DLCPM/17428/comp-II/3 dated 17th April, 2023, which is in the process of reconciliation in the current year.

ii. In the ‘Employer Contribution to EDLI Payable’ account, the opening balance as per the books of NIRC is Rs. 6,910/-. However, as on 9th April, 2024, the balance reflected is Rs.

1,846/-, resulting in a difference of Rs. 5,064/-. iii. In the ‘EDLI Inspection Charges payable’ account, the opening balance as per the books of NIRC is Rs. 4,107/-. However, as on 9th April, 2024, the balance reflected is Rs. 725, resulting in a difference of Rs. 3,382/-.

e) The management is in the process of preparing the Fixed Assets Register. Physical Verification of Fixed Assets has been conducted during the FY 2023-24 and shall be again conducted in the next accounting year.

f) The basis for the amount shown under ‘Accrued Income’ of Rs. 30,39,200/- under Current Assets as on 31st March, 2025.

6. In respect of Cochin Chapter Contingent Liability a) During the Financial Year 2018-2019 there was a Sub Court order against the Institute.

These cases were filed by the neighbors of CFE claiming damage to their building due to the construction carried out by the CFE. The decreed amount is Rs.19,38,785/- comprising of Rs. 13,00,000/- for compensation and Rs. 6,38,755/- towards interest. Chapter filed an appeal against this order with District court of Ernakulum along with the appeal, a stay petition was also moved and the District Court, Ernakulum was pleased to stay the operation of the decree on a condition that the chapter will furnish a bank guarantee to cover compensation and interest. Accordingly, two BGs for a sum of Rs. 15,00,000/- towards compensation and Rs.5,43,885/- towards updated interest were issued and submitted to Court. The District Court has upheld the verdict of the lower court and hence the Institute has decided to go for appeal in the Honorable High court of Kerala. The case has now been handed over to the HQ as per directives from HQ and case is handled by advocates empaneled by the HQ. The HQ has begun appeal proceedings. As the appeal is only in the primary stage, the final outcome cannot be predicted with any significant probability. The bank guarantee stands as per the directive of the lower courts. Hence, no provision for contingent liabilities is being made at this stage.

b) In case of works contracts awarded by the Chapter for the Constructions of Building at Chalikkavattom, Gramina Vayanasala Road, Vytilla, Ernakulam, awarder is responsible for deduction of tax for those works contract involves both supply of materials and the labour.

Cochin chapter is liable to deduct and pay the works contract tax from the contractors90 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] THE INSTITUTE OF COST ACCOUNTANTS OF INDIA NOTES FORMING PART OF THE FINANCIAL STATEMENTS (CONTD.) Note – 20 before the payment is made to them unless a certificate in form No. 1EE is collected from respective contractors. In the case of work contracts amounting to Rs. 75,80,762/- the Form 1EE is not obtained. The works contract tax liability on the above will be Rs. 6,06,461/- plus the interest. The Chapter has not taken WCT registration, as all contractors are registered with the tax department, and have agreed to submit Form 1EE. The Chapter has retained an amount of Rs. 4,67,057/- which will be released to contractors only after the liabilities in relation for 1EE have been fulfilled.

7. In respect of Bhubaneswar Chapter a) Provision for leave encashment had been made amounting to Rs. 3,52,760/- up to 31st March, 2024 by the Chapter in the FY 2023-24. However, the Head Office had taken Rs. 7,82,356/- for the period. The differential amount of Rs. 4,29,596/- is being treated as prior period expenses during the FY 2024-25.

8. Necessary adjustment entries pertaining to Regional Councils and Chapters have been made at the time of consolidation of financial statements.

9. Previous year’s figures have been regrouped and rearranged wherever necessary to conform to the current year’s classification/disclosure.
