## Policy Analysis Report: Bureau of Indian Standards Notification (July 4, 2022)
**1. Executive Summary:**
This report analyzes a notification issued by the Bureau of Indian Standards (BIS) on July 4, 2022, regarding the establishment and revision of several Indian Standards. The notification primarily concerns standards related to electrical equipment and systems, including those used in high-voltage testing, electric vehicle battery swapping, environmental testing, and low-voltage distribution systems. The core purpose is to update and align Indian standards with international standards (IEC) and to ensure the safety and performance of electrical equipment. The report highlights the new and revised standards, target audience, and likely impact of these changes.
**2. Introduction:**
This report aims to provide an informative overview of the Bureau of Indian Standards (BIS) notification dated July 4, 2022, as published in the Gazette of India. The analysis is based solely on the provided text of the notification and aims to clarify the changes to the Indian standards it announces.
**3. Policy Overview:**
This notification establishes new Indian Standards and revises existing ones. The core objective, inferred from the text, is to update, align, and harmonize Indian standards with international electrotechnical standards (IEC), particularly in the fields of electrical safety and performance.
**4. Background and Rationale:**
This appears to be a set of new policies as no original policy is referenced. The notification addresses the need for up-to-date standards in various sectors of the electrical industry. The establishment of new standards for emerging technologies like electric vehicle battery swapping systems suggests a proactive approach to ensure safety and interoperability within these new areas. Similarly, the revision of existing standards, such as those related to low-voltage distribution systems, indicates an effort to keep pace with technological advancements and evolving safety requirements.
**5. Key Provisions / Changes:**
This notification details the establishment of several new Indian Standards and the revision of existing ones. The key changes are as follows:
* **IS 15638 Part 3 : 2022 (IEC 610833:2020):** Establishes standards for hardware used in high-voltage and high-current testing with alternating and direct voltages and currents.
* **IS 17896 Part 1 : 2022 (IEC TS 628401:2016):** Establishes standards for electric vehicle battery swap systems, specifically focusing on general guidelines.
* **IS 17896 Part 2 : 2022 (IEC 628402:2016):** Establishes safety requirements for electric vehicle battery swap systems.
* **IS (IEC) 60068213 : 2021:** Establishes testing procedures for electronic and electrical items under low air pressure, replacing **IS 9000 Part XIII : 1981** (Test M: Low Air Pressure) and **IS 9002 Part 14 : 1985** (Specification for Equipment for Environmental Tests for Electronic and Electrical Items Part 14 Low Air Pressure Chamber).
* **Specific Change:** This standard replaces previous standards, updating the testing procedure and equipment specifications for low air pressure testing.
* **Effect:** Manufacturers must adopt the new IEC standard for compliance, and previous standards will be withdrawn.
* **IS (IEC) 615572 : 2019:** Revises the standard for electrical safety in low-voltage distribution systems, replacing **IS (IEC) 615572 : 2007**.
* **Specific Change:** The new standard supersedes the 2007 version.
* **Effect:** The revised standard is for electrical safety in low voltage distribution systems up to 1 000 V a.c. and 1 500 V d.c. Equipment for Testing, Measuring or Monitoring of Protective Measures Part 2 Insulation Resistance.
**6. Target Audience and Stakeholders:**
Based on the text, the primary target audience and stakeholders include:
* Manufacturers and suppliers of electrical equipment.
* Testing and certification bodies.
* Electric vehicle manufacturers and battery swap system developers.
* Industries utilizing electrical distribution systems.
* Organizations involved in environmental testing of electronic and electrical equipment.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Bureau of Indian Standards (BIS) is the responsible agency for implementing and enforcing these standards.
* **Timelines:** The established standards came into effect on either June 30, 2022, or July 29, 2022, as indicated in the schedule. Standards being replaced will be withdrawn as of those dates.
* Manufacturers and relevant stakeholders must comply with the updated and new standards to ensure product safety, performance, and market access within India.
**8. Expected Outcomes / Impact of Changes:**
The expected outcomes of these changes include:
* Improved safety and reliability of electrical equipment and systems.
* Enhanced interoperability of electric vehicle battery swap systems.
* Alignment of Indian standards with international best practices.
* Increased competitiveness of Indian manufacturers in the global market.
* Ensuring compliance with the latest technological advancements and safety regulations.
**9. Conclusion:**
The BIS notification of July 4, 2022, signifies a commitment to maintaining up-to-date and relevant standards in the electrical industry. By adopting and revising standards related to high-voltage testing, electric vehicle battery swapping, environmental testing, and low-voltage distribution systems, the BIS aims to enhance safety, promote innovation, and facilitate trade. The revised standards are significant for manufacturers, suppliers, and other stakeholders who must now comply with the updated requirements. Compliance with these standards is crucial for ensuring product quality, safety, and market access.
