INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2. पाररजस्ट्थजतकी संवदे ी जोन के जलए अचं जलक महायोजना.–(1) राज्य सरकार, द्वारा पाररजस्ट्थजतकी संवेदी जोन के प्रयोजन के जलए, राजपत्र म ें ऄंजतम ऄजधसूचना के प्रकािन की तारीख स े दो वषा की ऄवजध के भीतर, स्ट्थानीय व्यजियों के परामिा स े और आस ऄजधसूचना म ें ददए गए ऄनुबंधों का पालन करते हुए, राज्य सरकार के सक्षम प्राजधकारी के ऄनुमोदनाथ ा एक अंचजलक महायोजना बनाइ जायेगी। (2) राज्य सरकार द्वारा पाररजस्ट्थजतकी संवेदी जोन के जलए अचंजलक महायोजना आस ऄजधसूचना म ें जवजनर्ददष् ट रीजत स े तथा प्रासंजगक केंरीय और राज्य जवजधयों के ऄनुरूप तथा केंर सरकार द्वारा जारी ददिा जनदिे ों, यदद कोइ हों, के ऄनुसार बनायी जाएगी। (3) अंचजलक महायोजना म ें पाररजस्ट्थजतकी और पयाावरण सबं ंधी सरोकारों को िाजमल करने के जलए आस े राज्य सरकार के जनम्नजलजखत जवभागों के परामि ा से बनाया जाएगा, ऄथाात:्- (i) पयाावरण; (ii) वन और वन्द्यजीव; (iii) कृजष; (iv) राज ; (v) िहरी जवकास; (vi) पयाटन; (vii) ग्रामीण जवकास; (viii) स्सचाइ और बाढ़ जनयंत्रण; (ix) ग क ; (x) पंचायती राज; (xi) क राज्य प्रदषू ण जनयंत्रण बोड;ा औ (xii) लोक जन मााण जव भाग। (4) जब तक आस ऄजधसूचना म ें जवजनर्ददष्ट न हो, अंचजलक महायोजना म ें वतामान म ें ऄनमु ोददत भू-ईपयोग, ऄवसंरचना और दक्रयाकलापों पर कोइ प्रजतबंध नहीं लगाया जाएगा तथा चजलक महायोजना म ें सभी ऄवसंरचनाओं और दक्रयाकलापों म ें सुधार करके ईन्द्ह े ऄजधक दक्ष और पाररजस्ट्थजतकी-ऄनुकूल बनान े की व्यवस्ट्था की जाएगी। (5) अंचजलक महायोजना म ें वनरजहत और ऄवक्रजमत क्षेत्रों के सुधार, जवद्यमान जल जनकायों के संरक्षण, जलग्रहण क्षेत्रों के प्रबंधन, जल-संभरों के प्रबंधन, भू-जल के प्रबंधन, मृदा और नमी के संरक्षण, स्ट्थानीय की अवश्यकताओं तथा पाररजस्ट्थजतकी एव ंपयाावरण के ऐसे ऄन्द्य पहलओंु की व्यवस्ट्था की जाएगी जजन पर ध्यान ददया जाना अवश्यक ह।ै (6) अंचजलक महायोजना म ें सभी जवद्यमान पूजा स्ट् थलों, ग्रामों एवं िहरी बजस्ट्तयों, वनों की श्रेजणयों एव ं दकस्ट् मों, कृजष क्षेत्रों, पजाउ भूजम, ईद्यानों एव ं ईद्यानों की तरह के हररत क्षेत्रों, बागवानी क्षेत्रों, बगीचों, झीलों और ऄन्द्य जल जनकायों की सीमा का सहायक मानजचत्र के साथ जनधाारण दकया जाएगा और औ प्रस्ट्ताजवत भू-ईपयोग की जविेषताओं का ब्यौरा भी ददया जाएगा। (7) अंचजलक महायोजना म ें पाररजस्ट्थजतकी संवेदी जोन म ें होने वाले जवकास का जवजनयमन दकया जाएगा और सारणी म ें यथासूचीबद्ध पैराग्राफ 4 म ें प्रजतजषद्ध एव ं जवजनयजमत दक्रयाकलापों का पालन दकया जाएगा। आसमें स्ट् थानीय जनता की अजीजवका की सुरक्षा के जलए पाररजस्ट्थजतकी-ऄनुकूल जवकास का भी सुजनश्चय एव ं संवधान दकया जाएगा। (8) अंचजलक महायोजना, क्षेत्रीय जवकास योजना की सह-काजलक होगी । (9) ऄनुमोददत अंचजलक महायोजना, जनगरानी सजमजत के जलए एक संदभ ा दस्ट्तावेज होगी तादक वह आस ऄजधसूचना के ईपबंधों के ऄनुसार जनगरानी के ऄपने कताव्यों का जनवाहन कर सके ।[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 9 3. राज्य सरकार द्वारा दकए जान े वाल े ईपाय.- राज्य सरकार आस ऄजधसूचना के ईपबंधों को प्रभावी बनाने के जलए जनम्नजलजखत ईपाय करेगी, ऄथाात्:- (1) भू-ईपयोग.– (क) पाररजस्ट्थजतकी संवेदी जोन म ें वनों, बागवानी क्षेत्रों, कृजष क्षेत्रों, मनोरंजन के जलए जचजन्द्हत ईद्यानों और खुल े स्ट्थानों का वृहद वाजणजज्यक या अवासीय पररसरों या औद्योजगक दक्रयाकलापों के जलए प्रयोग या संपररवतान ऄनुमजत नहीं दकया जाएगा: परंत ु पाररजस्ट्थजतकी संवेदी जोन के भीतर भाग (क), म ें जवजनर्ददष्ट प्रयोजन स े जभन्न प्रयोजन के जलए कृजष और ऄन्द्य भूजम का संपररवतान, मानीटरी सजमजत की जसफाररि पर और सक्षम प्राजधकारी के पूवा ऄनमु ोदन से क्षेत्रीय नगर योजना ऄजधजनयम तथा यथा लाग ू केन्द्रीय सरकार एव ं राज्य सरकार के ऄन्द्य जनयमों एव ं जवजनयमों के ऄधीन तथा आस ऄजधसूचना के ईपबंधों के ऄनुसार स्ट्थानीय जनवाजसयों की जनम्नजलजखत अवासीय जरूरतों को पूरा करने के जलए ऄनुमजत दकया जाएगा जैसे:- (i) जवद्यमान सडकों को चौडा करना, ईन्द्ह ेंसुद ृ करना और नइ सडकों का जनमााण करना; (ii) बुजनयादी ढांचों और नागररक सुजवधाओं का संजनमााण और नवीकरण; (iii) प्रदषू ण ईत्पन्न न करन े वाले लघु ईद्योग; (iv) कुटीर ईद्योग एव ं ग्राम ईद्योग; पाररजस्ट्थजतकी पयाटन म ें सहायक सुजवधा भण्डार, औ स्ट्थानीय सुजवधाएं तथा गह वास; और (v) पैरा -4 म ें ईजल्लजखत बढ़ावा ददए गए दक्रयाकलापः परंत ु यह भी दक क्षेत्रीय िहरी जनयोजन ऄजधजनयम के ऄधीन सक्षम प्राजधकारी के पूवा ऄनमु ोदन के जबना तथा राज्य सरकार के ऄन्द्य जनयमों एव ं जवजनयमों एव ं संजवधान के ऄनुच्छेद 244 के ईपबंधों तथा तत्समय प्रवृत्त जवजध, जजसके ऄंतगता ऄनुसूजचत जनजाजत और ऄन्द्य परंपरागत वन जनवासी (वन ऄजधकारों की मान्द्यता) ऄजधजनयम, 2006 (2007 का 2) भी अता ह,ै का ऄनुपालन दकए जबना वाजणजज्यक या औद्योजगक जवकास दक्रयाकलापों के जलए जनजातीय भूजम का प्रयोग ऄनुमजत नहीं होगा: परंत ु यह भी दक पाररजस्ट् थजतकी संवेदी जोन के ऄतं गता अने वाली भूजम के ऄजभलेखों में हुइ दकसी त्रुरट को, मानीटरी सजमजत के जवचार प्राि करन े के पश्चात,् राज्य सरकार द्वारा प्रत्येक मामल े म ें एक बार सुधारा जाएगा और ईि त्रुरट को सुधारन े की सूचना केंरीय सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय को दी जाएगी: परंत ु यह भी दक ईपयुाि त्रुरट को सुधारन े म,ें आस ईप-पैरा म ें यथा ईपबंजधत के जसवाय, दकसी भी दिा म ें भू- ईपयोग का पररवतान िाजमल नहीं होगा (ख) ऄनुप्रय ु या ऄनत्ु पादक कृजष क्षेत्रों म ें पनु : वनीकरण तथा पयाावासों की बहाली के प्रयास दकए जाएंगे। (2) प्राकृजतक जल स्रोत.- सभी प्राकृजतक जलमागों के जलग्रहण क्षेत्रों की पहचान की जाएगी और अंचजलक महायोजना म ें ईनके संरक्षण और बहाली की योजना सजम् मजलत की जाएगी और राज य् सरकार द्वारा - क ग दक ईसम ें क्षेत्रों म ें क हु ं जवकास दक्रयाकलापों को प्रजतजषद्ध और जनबंजधत दकया गया हो । (3) पयटा न एव ं पाररजस्ट्थजतकी पयटा न.– (क) पाररजस्ट्थजतकी संवेदी जोन म ें सभी नए पाररजस्ट्थजतकी पयाटन दक्रयाकलाप या जवद्यमान पयाटन दक्रयाकलापों का जवस्ट्तार पाररजस्ट्थजतकी संवेदी जोन पयाटन महायोजना के ऄनुसार ऄनुमजत होगा। (ख) पाररजस्ट्थजतकी पयाटन महायोजना राज्य सरकार के पयावा रण और वन जवभाग के परामि ा से पयाटन जवभाग द्वारा बनायी जाएगी। (ग) पयाटन महायोजना अंचजलक महायोजना का घटक होगी। (घ) पयाटन महायोजना पाररजस्ट्थजतकी संवेदी जोन की वहन क्षमता के अधार पर तैयार की जायेगी (ङ) पाररजस्ट्थजतकी पयाटन संबधं ी दक्रयाकलाप जनम्न ानुसार जवजनयजमत दकए जाएंग,े ऄथाात:्-10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (i) की सीमा स े एक दकलोमीटर के भीतर या पाररजस्ट्थजतकी संवेदी जोन की सीमा तक, आनम ें जो भी ऄजधक जनकट हो, दकसी होटल या ररजॉट ा का नया सजन्नमाणा ऄनुमजत नहीं दकया जाएगाः परंत ु यह, पाररजस्ट्थजतकी पयाटन सुजवधाओं के जलए की सीमा स े क दकलोमीटर की दरू ी स े परे पाररजस्ट्थजतकी संवेदी जोन की सीमा तक पूवा पररभाजषत और ऄभीजहत क्षेत्रों म ें पयटा न महायोजना के ऄनुसार, नए होटलों और ररजॉट ा की स्ट्थापना ऄनुमजत होगी; (ii) पाररजस्ट्थजतकी संवेदी जोन के ऄन्द्दर सभी नए पयाटन दक्रया-कलापों या जवद्यमान पयाटन दक्रयाकलापों का जवस्ट्तार, केन्द्रीय सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय द्वारा जारी ददिाजनदेिों तथा पाररजस्ट्थजतकी पयाटन, पाररजस्ट्थजतकी-जिक्षा और पाररजस्ट्थजतकी-जवकास पर बल देने वाल े राष्ट्रीय व्याघ्र संरक्षण प्राजधकरण द्वारा जारी पाररजस्ट्थजतकी पयाटन संबंधी ददिाजनदेिों (समय-समय पर यथा सिं ोजधत) के ऄनुसार होगा; (iii) अंचजलक महायोजना का ऄनुमोदन होने तक, पयाटन के जवकास और जवद्यमान पयटा न दक्रयाकलापों के जवस्ट्तार को वास्ट्तजवक स्ट्थल-जवजिष्ट संवीक्षा तथा मानीटरी सजमजत की जसफाररि के अधार पर संबंजधत जवजनयामक प्राजधकरणों द्वारा ऄनुमजत दकया जाएगा और पाररजस्ट्थजतकी संवेदी जोन म ें दकसी नए होटल/ ररजॉट ा या वाजणजज्यक प्रजतष्ठान का सजं नमााण ऄनुमजत नहीं होगा । (4) प्राकृजतक जवरासत.– पाररजस्ट्थजतकी संवेदी जोन के ऄंतगता अने वाल े बहुमूल्य प्राकृजतक जवरासत के सभी स्ट्थलों जैसे दक जीन पूल ररजवा क्षत्रे , िैल संरचना, जल प्रपात, झरन,े दरे, ईपवन, गुफाए,ं स्ट्थल, वनपथ, रोहण माग,ा ईत्प्रपात अदद की पहचान की जाएगी और ईनकी सुरक्षा एव ं संरक्षण के जलए अंचजलक महायोजना के भाग के रूप म ें एक जवरासत संरक्षण योजना बनायी जाएगी। (5) मानव जनर्वमत जवरासत स्ट्थ ल.- पाररजस्ट्थजतकी संवेदी जोन म ें भवनों, संरचनाओं, कलाकृजत-क्षेत्रों तथा ऐजतहाजसक, स्ट्थापत्य संबधी, सौंदयाात्मक और सांस्ट्कृजतक महत्व के क्षेत्रों की पहचान की जाएगी और ईनके संरक्षण के जलए अंचजलक महायोजना के भाग के रूप म ें एक जवरासत संरक्षण योजना बनायी जाएगी। (6) ध्व जन प्रदषू ण.- पयाावरण ऄजधजनयम के ऄधीन ध्वजन प्रदषू ण (जवजनयमन और जनयत्रं ण) जनयम, 2000 म ें जनयत ईपबंधों के ऄनुसार पाररजस्ट्थजतकी संवेदी जोन म ेंध्वजन प्रदषू ण के जनवारण औ जनयंत्रण क ग । (7) वाय ु प्रदषू ण.- पाररजस्ट्थजतकी संवेदी जोन म,ें वाय ु प्रदषू ण क जनवारण और जनयंत्रण, वाय ु (प्रदषू ण जनवारण और जनयंत्रण) ऄजधजनयम, 1981 (1981 का 14) और ईसके ऄधीन बनाए गए जनयमों के ईपबंधों के ऄनुसार दकया जाएगा । (8) बजहस्राव का .- पाररजस्ट्थजतकी संवेदी जोन म ें ईपचाररत बजहस्राव का जनस्ट्सरण, पयाावरण ऄजधजनयम और ईसके ऄधीन बनाए गए जनयमों के ऄधीन अने वाले पयाावरणीय प्रदषू ण के जनस्ट्सरण के जलए साधारण मानकों या राज्य सरकार द्वारा जनयत मानकों, जो भी ऄजधक किोर हो, के ईपबधं ों के ऄनुसार होगा। (9) िोस ऄपजिष्ट.- िोस ऄपजिष्ट का जनपटान एव ं प्रबन्द्धन जनम्नानुसार दकया जाएगा:- (क) पाररजस्ट्थजतकी संवेदी जोन में िोस ऄपजिष्ट का जनपटान और प्रबंधन भारत सरकार के पयाावरण, वन और जलवाय ु पररवतान मंत्रालय की समय-समय पर यथा संिोजधत ऄजधसूचना सं. का.अ. 1357(ऄ), ददनांक 8 ऄप्रैल, 2016 के तहत प्रकाजित िोस ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबंधों के ऄनुसार दकया जाएगा; ऄकाबाजनक पदाथो का जनपटान पाररजस्ट्थजतकी संवेदी जोन स ेबाहर जचजन्द्हत दकए गए स्ट्थानों पर पयाावरण-ऄनुकूल रीजत स े दकया जाएगा; (ख) पाररजस्ट्थजतकी संवेदी जोन म ें मान्द्य प्रौद्योजगदकयों का प्रयोग करते हुए जवद्यमान जनयमों और जवजनयमों के ऄनुरूप िोस ऄपजिष्ट का सुरजक्षत और पयाावरण ऄनुकूल प्रबंधन (इएसएम) ऄनुमजत दकया जायगे ा। (10) जैव जचदकत्सा .- जैव जचदकत्सा ऄपजिष्ट का प्रबंधन जनम्नानुसार दकया जाएगा:- (क) पाररजस्ट्थजतकी संवेदी जोन में जैव जचदकत्सा ऄपजिष्ट का जनपटान भारत सरकार के पयाावरण, वन और जलवाय ु पररवतान मंत्रालय की समय–समय पर यथा संिोजधत ऄजधसूचना सं.सा.का.जन 343 (ऄ), तारीख 28 माच,ा 2016 के तहत प्रकाजित जैव जचदकत्सा ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबंधों के ऄनुसार दकया जाएगा। (ख) पाररजस्ट्थजतकी संवेदी जोन म ें मान्द्य प्रौद्योजगदकयों का प्रयोग करते हुए जवद्यमान जनयमों और जवजनयमों के ऄनुरूप िोस ऄपजिष्ट का सुरजक्षत और पयाावरण ऄनुकूल प्रबंधन ऄनुमजत दकया जायेगा।[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 11 (11) प्लाजस्ट्टक ऄपजिष्ट का प्रबधं न.- पाररजस्ट्थजतकी संवेदी जोन म ें प्लाजस्ट्टक ऄपजिष्ट का प्रबंधन, भारत सरकार के पयाावरण, वन और जलवाय ु पररवतान मंत्रालय की समय-समय पर यथा संिोजधत ऄजधसूचना सं.सा.का.जन 340(ऄ), तारीख 18 माच,ा 2016 के तहत प्रकाजित प्लाजस्ट्टक ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबधं ो के ऄनुसार दकया जाएगा। (12) जनमाणा और जवध्वसं ऄपजिष्ट का प्रबधं न.- पाररजस्ट्थजतकी संवेदी जोन म ें जनमााण और जवध्वंस ऄपजिष्ट का प्रबंधन, भारत सरकार के पयाावरण, वन और जलवाय ु पररवतान मंत्रालय की समय-समय पर यथा संिोजधत ऄजधसूचना सं.सा.का.जन 317(ऄ), तारीख 29 माच,ा 2016 के तहत प्रकाजित संजनमााण और जवध्वंस ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबंधों के ऄनुसार दकया जाएगा। (13) इ–ऄपजिष्ट.- पाररजस्ट्थजतकी संवेदी जोन म ें इ–ऄपजिष्ट का प्रबंधन, भारत सरकार के पयाावरण, वन और जलवाय ु पररवतान मंत्रालय द्वारा प्रकाजित तथा समय-समय पर यथा संिोजधत इ–ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबंधों के ऄनुसार दकया जाएगा। (14) सडक-यातायात.- सडक-यातायात को पयाावास-ऄनुकूल तरीके स े जवजनयजमत दकया जाएगा और आस संबंध म ें अंचजलक महायोजना म ें जविषे ईपबंध िाजमल दकए जाएंग।े अंचजलक महायोजना के तैयार होने और राज्य सरकार के सक्षम प्राजधकारी स े ऄनुमोददत होने तक, मानीटरी सजमजत प्रासंजगक ऄजधजनयमों और ईनके तहत बनाए गए जनयमों एव ं जवजनयमों के ऄनुसार सडक-यातायात के ऄनुपालन की मानीटरी करेगी। (15) वाहन जजनत प्रदषू ण.- वाहन जजनत प्रदषू ण की रोकथाम और जनयंत्रण लागू जवजधयों के ऄनुसार दकया जाएगा। स्ट्वच्छतर ईंधन के ईपयोग के जलए प्रयास दकए जाएंगे । (16) औद्योजगक इकाआया.ं - (i) सरकारी राजपत्र म ें आस ऄजधसचू ना के प्रकािन की तारीख को या ईसके बाद पाररजस्ट्थजतकी संवेदी जोन म ें दकसी नए प्रदषू णकारी ईद्योग की स्ट्थापना ऄनमु जत नहीं होगी। (ii) क , 2016 ग क ग क ग क क , क क क , समय-समय पर संिोजधत दकया जाएगा; क क क ग - क ग क क ग औ क , ग क ग क ग (17) पहाडी ढलानों का सरं क्षण.- पहाडी ढलानों का संरक्षण जनम्नानुसार दकया जाएगा:- (क) अंचजलक महायोजना म ें पहाडी ढलानों के ईन क्षेत्रों को दिााया जाएगा जजनम ें दकसी भी संजनमााण की ऄनज्ञु ा नहीं होगी; (ख) जजन ढलानों या जवद्यमान खडी पहाडी ढलानों म ें ऄत्यजधक भ-ू क्षरण होता ह ै ईनम ें दकसी भी संजनमााण की ऄनुज्ञा नहीं होगी । 4. पाररजस्ट्थजतकी सवं दे ी जोन म ें प्रजतजषद्ध या जवजनयजमत दकए जान े वाल े दक्रयाकलापों की सचू ी- पाररजस्ट्थजतकी संवेदी जोन म ें सभी दक्रयाकलाप, पयाावरण ऄजधजनयम औ ईसके ऄधीन बने जनयमों के ईपबंधों जजसम ें तटीय जवजनयमन जोन, 2011 एव ं पयाावरणीय प्रभाव अकलन ऄजधसूचना, 2006 िाजमल ह,ै सजहत वन (सरं क्षण) ऄजधजनयम, 1980 (1980 का 69), भारतीय वन ऄजधजनयम, 1927 (1927 का 16), वन्द्यजीव (संरक्षण) ऄजधजनयम, 1972 (1972 का 53), ऄन्द्य लाग ू जनयमों तथा ईनम ें दकए गए संिोधनों के ऄनुसार िाजसत होंग े और नीच े दी गइ सारणी म ें जवजनर्ददष्ट रीजत से जवजनयजमत होंगे, ऄथाात:् - सारणी क्रम संिोजधत दकया जाएगा; क क ग - क ग क क ग औ क ग - क क ग क ग 3. बडी जल जवद्युत पररयोजनाओं की प्रजतजषद्ध स्ट्थापना । 4. दकसी पररसंकटमय पदाथ ा का प्रयोग प्रजतजषद्ध या ईत्पादन या प्रस्ट्संकरण। 5. प्राकृजतक जल जनकायों या भूजम क्षत्रे प्रजतजषद्ध म ें ऄनुपचाररत बजहस्रावों का जनस्ट्सारण । 6. नइ अरा जमलों की स्ट्थापना। पाररजस्ट्थजतकी संवेदी जोन के भीतर नइ और जवद्यमान अरा जमलों का जवस्ट्तार ऄनुमजत नहीं होगा । 7. ईंट भट्टों की स्ट्थापना करना। प्रजतजषद्ध 8. जलावन लकडी का वाजणजज्यक प्रजतजषद्ध ईपयोग । ख.जवजनयजमत दक्रयाकलाप 9. होटलों और ररसोटों की वाजणजज्यक पाररजस्ट्थजतकी पयाटन दक्रयाकलापों हते ु लघु ऄस्ट्थायी संरचनाओं के स्ट्थापना । जनमााण के जसवाय, संरजक्षत क्षत्रे की सीमा स े एक दकलोमीटर के भीतर या पाररजस्ट्थजतकी संवेदी जोन की सीमा तक, आनम ें जो भी ऄजधक जनकट हो, नए वाजणजज्यक होटलों और ररसो की स्ट्थापना ऄनुमजत नहीं होगी: परंतु, संरजक्षत क्षत्रे की सीमा स े एक दकलोमीटर बाहर या पाररजस्ट्थजतकी संवेदी जोन की सीमा तक, आनम ें जो भी ऄजधक जनकट हो, पयाटन महायोजना और लागू ददिाजनदेिों के ऄनुसार सभी नए पयाटन दक्रयाकलाप करने या जवद्यमान दक्रयाकलापों का जवस्ट्तार करन े की ऄनुज्ञा होगी । 10. संजनमााण दक्रयाकलाप । (क) संरजक्षत क्षत्रे की सीमा स े एक दकलोमीटर के भीतर या पाररजस्ट्थजतकी संवेदी जोन के जवस्ट्तार तक जो भी जनकट हो, दकसी भी प्रकार का वाजणजज्यक संजनमााण ऄनुमजत नहीं दकया जाएगा: परंतु स्ट् थानीय लोगों को पैरा 3 के ईप परै ा (1) म ें सूचीबद्ध दक्रयाकलापों सजहत ईनके ईपयोग के जलए ईनकी भूजम म ें स्ट्थानीय[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 13 की अवासीय अवश्यकताओं को पूरा करने जलए संजनमााण करने की ऄन ु भवन ईपजवजधयों के ऄनुसार दी जाएगी परन्द्त ु ऐसे लघ ु ईद्योगों जो प्रदषू ण ईत् पन्द् न नहीं करते ह,ैं स े संबंजधत संजनमााण दक्रयाकलाप जवजनयजमत दकए जाएंगे और लागू जनयमों और जवजनयमों, यदद कोइ हों, के ऄनुसार सक्षम प्राजधकारी की पूवा ऄनुम स े ही न्द् यनू तम पर रखे जाएंग े । (ख) एक दकलोमीटर स े अग े अंचजलक महायोजना क ऄनुसार जवजनयजमत होंगे । 11. गैर प्रदषू णकारी लघ ुईद्योग। फरवरी, 2016 म ें केन्द्रीय प्रदषू ण जनयंत्रण बोड ा द्वारा जारी ईद्योगों म ें वगीकरण के ऄनुसार समय-समय पर संिोजधत दकया जाएगा दक गैर- प्रदषू णकारी ईद्योग और ऄपररसंकट में, लघु और सेवा ईद्योग, कृजष, पुष्प कृजष, ईद्यान कृजष या पाररजस्ट्थजतकी संवेदी जोन से देिी सामग्री से ईत्पादों को ईत्पन्न करन े वाले कृजष अधाररत ईद्योग सक्षम प्राजधकारी द्वारा ऄनज्ञु ात होंगे। 12. वृक्षों की कटाइ । (क) राज्य सरकार के सक्षम प्राजधकारी की पूवा ऄन ु के जबना वन भूजम या सरकारी या राजस्ट्व या जनजी भूजम पर वृक्षों की कटाइ नहीं होगी । (ख) वृक्षों की कटाइ संबंजधत केंरीय या राज्य के ऄजधजनयम या ईसके ऄधीन बनाए गए जनयमों के ईपबंधों के ऄनुसार जवजनयजमत होगी । 13. वन ईत्पादों और गैर काष्ठ वन लाग ू जवजधयों के ऄधीन जवजनयजमत होगा । ड्रोन, माआक्रोलाआट्स ईडाना अदद। 18. पहाडी ढालों और नदी तटों का लाग ू जवजधयों के ऄधीन जवजनयजमत होगा । संरक्षण । 19. राजत्र म ें वाहन यातायात का संचलन लाग ूजवजधयों के ऄधीन वाजणजज्यक प्रयोजन के जलए जवजनयजमत होगा । । 20. स्ट्थानीय जनता द्वारा ऄपनायी जा स्ट्थानीय जनता के प्रयोग के जलए लागू जवजधयों के ऄधीन ऄनमु जत होंगे। रही वतामान कृजष और बागवानी पद्धजतयों के साथ डेयररयां, दग्ु ध ईत्पादन, जल कृजष (ऄन्द्यथा प्रदान दकए गए) होंग े संपदा और कुक्कुट फामों की स्ट्थापना । 22. प्राकृजतक जल जनकायों या भू क्षत्रे म ें जल जनकायों म ें ईपचाररत ऄपजिष्ट जल या बजहस्रााव के जनस्ट्सारण स े ईपचाररत ऄपजिष्ट की जनगरानी के जलए जनगरानी सजमजत.- पयाावरण (संरक्षण) ऄजधजनयम, 1986 की धारा 3 की ईपधारा (3) क क क ग क क क एक ग सजमजत का गिन करेगी जो जनम्नजलजखत से जमलकर बनेगी, :[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 15 क्र.स. ग सजमजत का गिन पद (i) जजला कलेक्टर, आडुक्की , ऄध् यक्ष; (ii) जवधान सभा के सदस्ट्य ( ), देवीकुलम सदस्ट्य; (iii) जजला पंचायत ऄध्यक्ष, आडुक्की सदस्ट्य; (iv) केरल राज्य प्रदषू ण जनयंत्रण बोडा या केरल या राज्य जवद्युत बोडा या केरल जल प्राजधकरण सदस्ट्य; या केरल राज्य स्सचाइ जवभाग या केरल राज्य पयाावरण जवभाग के प्रजतजनजध (v) केरल सरकार द्वारा नाजमत प्राकृजतक संरक्षण (जवरासत सरं क्षण सजहत) के क्षत्रे म ें काम सदस्ट्य; करने वाल ेगैर-सरकारी संगिनों के प्रजतजनजध (vi) केरल सरकार द्वारा नाजमत राज्य संस्ट्थान के प्रजतजष्ठत संस्ट्थान या जवश्वजवद्यालय के सदस्ट्य; पाररजस्ट्थजतकी म ें एक जविेषज्ञ (vii) राज्य जैवजवजवधता बोडा का एक प्रजतजनजध सदस्ट्य; (viii) वन्द्य जीव वाडान, मुन्नार वन्द्यजीव प्रभाग सदस्ट्य- सजचव 6. जनदेि जनबधं न:- (1) जनगरानी सजमजत आस ऄजधसूचना के ईपबंधों के ऄनुपालन की जनगरानी करेगी। (2) जनगरानी सजमजत का कायाकाल ग क क ग , क क ग - क क - क क ग (3) पाररजस्ट्थजतकी संवेदी जोन म ें भारत सरकार के तत्क ालीन पयाावरण और वन मंत्रालय की ऄजधसूचना स.ं का.अ. 1533 (ऄ), तारीख 14 जसतंबर, 2006 की ऄनुसूची के ऄधीन सजम्मजलत दक्रयाकलापों और आस ऄजधसूचना के पैरा 4 के ऄधीन सारणी में यथा जवजनर्ददष्ट प्रजतजषद्ध गजतजवजधयों के जसवाय अन े वाले ऐसे दक्रयाकलापों की वास्ट्तजवक दिाओं क जनगरानी सजमजत द्वारा संवीक्षा की जाएगी और ईि ऄजधसूचना के ईपबंधों के ऄधीन पूवा पयाावरण ऄनापजत्त के जलए केन्द्रीय सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय को जनर्ददष्ट की जाएगी। (4) आस ऄजधसूचना के पैरा 4 के ऄधीन सारणी म ें यथा जवजनर्ददष्ट प्रजतजषद्ध दक्रयाकलापों के जसवाय, भारत सरकार के तत्क ालीन पयाावरण और वन मंत्रालय की ऄजधसूचना संख्या का.अ. 1533(ऄ), तारीख 14 जसतंबर, 2006 की ऄजधसूचना के ऄनुसूची के ऄधीन ऐसे दक्रयाकलापों, जजन्द्ह ें सजम्मजलत नहीं दकया गया ह,ै परंत ु पाररजस्ट्थजतकी संवेदी जोन म ें अत े ह,ैं ऐसे दक्रयाकलापों की वास्ट्तजवक दिाओं क जनगरानी सजमजत द्वारा संवीक्षा की जाएगी और ईसे संबद्ध जवजनयामक प्राजधकरणों को जनर्ददष्ट दकया जाएगा । (5) जनगरानी सजमजत का सदस्ट्य-सजचव या संबद्ध ईपायुक् त ऐसे व्यजि के जवरूद्ध, जो आस ऄजधसूचना के दकसी ईपबंध का ईल्लघं न करता ह,ै पयाावरण ऄजधजनयम की धारा 19 के ऄधीन पररवाद दायर करन े के जलए सक्षम होगा। (6) जनगरानी सजमजत संबंजधत जवभागों के प्रजतजनजधयों या जविेषज्ञों, औद्योजगक संघों के प्रजतजनजधयों या संबंजधत पक्षों को, प्रत्येक मामले म ेअवश्यकता के ऄनुसार, ऄपन ेजवचार-जवमि ा म ेंसहायता के जलए अमंजत्रत कर सकेगी । (7) जनगरानी सजमजत प्रत्येक वषा 31 माचा की जस्ट्थजत के ऄनसु ार ऄपनी वार्वषक कारावाइ ररपोटा राज्य के मख्ु य वन्द्यजीव वाडान को, ईपाबंध VII म ेंददए गए प्रपत्र के ऄनुसार, ईस वष ाकी 30 जून तक प्रस्ट्तुत करेगी । (8) केन्द्रीय सरकार का पयाावरण, वन और जलवाय ु पररवतान मंत्रालय जनगरानी सजमजत को ईसके क के प्रभावी जनवाहन के जलए ऐसे जनदेि दे सकेगा जो वह ईजचत समझे । 7. ऄजतररक्त ईपाय.- आस ऄजधसूचना के ईपबंधों को प्रभावी बनाने के जलए केंरीय सरकार और राज्य सरकार, ऄजतररक्त ईपाय, यदद कोइ हों, जवजनर्ददष् ट कर सकेंगी। 8. ईच्चतम न्द्यायालय क अदेि अदद.- आस ऄजधसूचना के ईपबंध भारत के माननीय ईच्चतम न्द्यायालय या ईच्च न्द्यायालय या राष्र ीय हररत ऄजधकरण द्वारा पाररत दकए गए या पाररत दकए जाने वाल े अदिे , यदद कोइ हो, के ऄध्यधीन होंगे । [फा. स.ं The total area of the combining five protected areas is 264.643 square kilometres; AND WHEREAS, the Eravikulam National Park is a part of the Western Ghats in the High Ranges (Kannan Devan Hills) of the southern Western Ghats and lies between 100 05‘N - 100 20‘ Latitude and 770 0‘ - 770 10‘ E Longitude and has an area of 97 square kilometres; The National Park holds the largest viable population of the endangered Nilgiri Tahr (Nilgiritragus hylocrius) with an estimated population of 725-750 individuals. By recognising this importance, the Government of Kerala declared the area as Eravikulam- Rajamala Wildlife Sanctuary in 1975; vide G.O No. 8907/FM/375/AD dated 31st28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] March, 1975; later it was declared as a National Park in 1978, vide G.O (MS) 142/78 dated 19th May, 1978, the first protected area in Kerala to get the status of National Park; and the National Park is the catchment area of major fresh water bodies like east-flowing Pambar River and west-flowing Periyar and Chalakudi Rivers adds to the conservation importance of the Eravikulam National Park; AND WHEREAS, the Eravikulam National Park is also home to a wide and diverse range of endemic, endangered flora and fauna. The floral diversity includes the ‗Neelakurinji‘ (Strobilanthes kunthiana), which blooms once in a 12 years and other species of flora such as Mahonia leschenaultia (mullumanjanathi), Hypericum mysorense (avaramkola), Rhododendron arboreumssp Nilagiricum (kattupoovarasu), Rubus ellipticus (mullippazham), Drosera peltata (kosuvettipullu), Maesa indica (kattuvizhal), Didymocarpus tomentosa (kalthamara), Gnidia glauca (nanju), Alnus nepalensis (theepettimaram), Eurya nitida (kattukarana), Cinnamomum sulphuratum (kattukuruva), Strobilanthes luridus (muttakannikurinji), and the faunal diversity includes species like Elephas maximus (Asian elephant), Muntiacus muntjak (barking deer), Paradoxurus jerdoni (brown palm civet), Bos gaurus (gaur), Hystri xindica (Indian crested porcupine), Felis chaus (jungle cat), Panthera pardus (leopard), Prionailurus bengalensis (leopard cat), Rusa unicolar (sambar deer), Herpeste svitticollis (stripe-necked mongoose), Panthera tirgis (tiger), Nilgiri tragushylocrius (Nilgiri tahr), etc; AND WHEREAS, rare, threatened and endangered (RET) species of the Eravikulam National Park are Anaphalis.bournei, Hedyotis.articularis ssp. articularis, Campanula alphonsii., Crotalaria fysonii, Exacum.atropurpureum, Habenaria barnesii, Impatiens coelotropis (Balsam), Impatiens pandata (Balsm), Rhododendron arboreum. sp..nilgiriccum, (Kattupoovarasu) Sonerila.pulneyensis, Trachypithecus johnii (Nilgiri langur), Martes gwartkinsii (Nilgiri marten), Panthera pardus (leopard), Elephas maximus (Asian elephant), Nilgiritragus hylocrius (Nilgiritahr), Panthera tigris (tiger), Cuonalpinus (wild dog), Melursus ursinus (sloth bear), Rusa unicolor (sambar deer), Bos gaurus (gaur), Columbia elphinstonii (Nilgiri wood pigeon), Schoenicolaplatura (Broad tailed grass warbler), Anthus nilghiriensis (Nilgiri pipit), Ficidula subrubra (Kashmir Flycatcher), etc; while endemic species recorded from the region are Crotalaria walkeri, Kalanchoe grandiflora Hedyotisstylosa (thavalakkalchedi), Hedyotis buxifolia, Anaphalistravancorica, Campanula alphonsii, Swertiacorymbosa, Strobilanthes foliosus, Brachycorythis wightii, Malaxis densiflora, (chonappullu), Chrysopogon tadulingamii, Tripogonanantaswamianus, Pycnonotus priocephalus (greyheaded bulbul), Eumyiasabli caudata (Nilgiri flycatcher), Nectarinia minima (Crimson-backed Sunbird), Salea anamallayana (Anamalai spiny lizard), Uropeltes maculates (common shieldtail), Rana Curtipus (bicoloured frog), Raorchestesl eucorhinus (point-nosed bush frog), Bufo melanostictus (common Indian Toad), Indirana leptodactyla (thin limbed frog), etc; AND WHEREAS, the Chinnar Wildlife Sanctuary is situated in the eastern part of the High Ranges of southern Western Ghats of Kerala between 10° 15‘ to 10° 21‘ N latitude 77° 05‘ to 77° 16‘ E longitude; The area was notified as a notified Reserve in May 1942, vide notification R.D No. 1414/42/Dept. and later declared as a Wildlife Sanctuary in August 1984 as per the notification G.O (P) No. 229/84/AD of the Government of Kerala and the Sanctuary is spread over an area of 90.44 square kilometres; the Sanctuary is one of the important protected areas in the Western Ghats due to its ecological, floral and geomorphological significance with shola-grassland to dry thorny scrub habitat across diverse cultural landscape as well, making unique in comparison with others. AND WHEREAS, The Chinnar Wildlife Sanctuary is the prominent catchment area of an east flowing river Pambar and the immediate catchment of Amaravathy reservoir in Tamil Nadu and topographically link between Anamalai hills and the Kodaikanal slopes and occupies a crucial position in the eastern slope forests of the Western Ghats. The Sanctuary is pivotal for the longevity of the shola grasslands ecosystem of Eravikulam National Park and southern portion of the Anamalai Tiger Reserve of Tamil Nadu. The Chinnar Wildlife Sanctuary holds the lone population of grizzled giant squirrel in Kerala and major fauna of the Sanctuary includes Trachypithecus.johnii (Nilgiri langur), Ratufa. The Park includes three distinct Sholas of which Mannavan shola is the largest in South India. Originally, the National Park was notified as Pambadum Shola Reserve No. 55 in 1901, it was declared as National Park in December 2003 as per Notification no. 12875/Fe/2003/F&WLD dated 14th December, 2003 of Kerala Government due to its unique ecological and geographical significance; AND WHEREAS, the major vegetation of the Pambadum Shola National Park consists mostly of southern subtropical hill forests with shola-grassland system at the higher altitudes; the vegetation comprises of species viz; Actinodaphne malabaricum, Alnus nepalensis, Canthium neilgherrense, Eleocarpus munronii, Eleocarpus recurvatus, Cinnamomum macrocarpum, Ficus levis, Gomphandra coriacea, Litsea glabrata, Neolitsea cassia, Persea macrantha, Mastixia arborea, Cuculago orchiodes, Carexfilicina, Chenopodium amborossoides, Oberonia chandrasekharanii, Oberonia thwaitesii, Oberonia verticillata, Drosera peltata, Prunus zylanica, etc; AND WHEREAS, Pambadum Shola National Park is a corridor connecting Kannan Devan Hills and Palani Hills and having a significant population of endemic species with exceptional diversity; some endemic species of the National Park includes Andrographis neesiana, Barleria involucrata, Strobilanthes kunthianus, Heracleum sprengelianum (Kattugeerakam), Pimpinella pulneyensis, Anaphalis aristata (Panjichedi), Anaphalis meeboldii, Gynura travancorica (Koppuchedi), Vernonia bourneana, Vernonia heynei), Vernonia saligna, Impatiens elegans, Impatiens herbicola, Impatiens phoenicea, Impatiens uncinata, Trachypithecus johnii (Nilgiri langur), Martes gwartkinsii (Nilgiri marten), Nilgiri tragushylocrius (Nilgiri Tahr), Columba elphinstonii (Nilgiri wood pigeon), Cyornispallipes (white-bellied blue flycatcher), Eumyiasabli caudata (Nilgiri flycatcher), Anthus nilghiriensis (Nilgiri pipit), Nectarinia minima (small sunbird), Bufo melanostictus (common toad), Hemiphyllodactylus aurantiacus (Western Ghat worm gecko), Kaestlea laterimaculatum (side spotted ground skink), Kaestlea palnicum (palani ground skink), Saleaana malayana (Anaimalai spiny lizard), Uropeltis ellioti (Elliot's Sheildtail), etc; while rare, threatened and endangered (RET) species of the Pambadum Shola National Park are Anaphalis travancorica, Vernonia peninsularis, Vernonia saligna, Impatiens elegans), Impatiens phoenicea, Pimpinella pulneyensis, Vanasushava pedata, Helichrysum perlanigerum, Trachypithecus johnii (Nilgiri langur), Martes gwartkinsii (Nilgiri marten), Nilgiri tragushylocrius (Nilgiri Tahr), Bos gaurus (gaur), Rusa unicolor (sambar deer), Panthera tigris (tiger), Cuon alpines (wild dog), Melursus ursinus (sloth bear), Panthera pardus (common leopard), Ficedula nigrorufa (black-and-orange flycatcher), Columba elphinstonii (Nilgiri wood pigeon), Cyornis pallipes (white-bellied blue flycatcher), Eumyiasabli caudata (Nilgiri flycatcher), Anthus nilghiriensis (Nilgiri pipit), Psittacula columboides (Malabar parakeet), etc; AND WHEREAS, it is necessary to conserve and protect the area, the extent and boundaries of Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park which are specified in paragraph 1 as Eco-sensitive Zone from ecological, environmental and biodiversity point of view and to prohibit industries or class of industries and their operations and processes in the said Eco-sensitive Zone; NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) and clauses (v) and (xiv) of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) (hereafter in this notification referred to as the Environment Act) read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area to an extent varying from 0 (zero) to 1.0 kilometres around the boundaries of Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park, in Idukki District in the State of Kerala as the Eravikulam National Park-Chinnar Wildlife Sanctuary- Anamudi Shola National Park-Kurinjimala Wildlife Sanctuary-Pambadum Shola National Park Eco-sensitive Zone (hereafter in this notification referred to as the Eco-sensitive Zone) details of which are as under, namely: - 1. Extent and boundaries of Eco-sensitive Zone. – (1) The Eco-sensitive Zone shall be to an extent of 0 (zero) to 1.0 kilometres around the boundaries of Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park. The zero extents at other directions are contiguous with notified reserve of Munnar territorial division.  Zero extents of Eco-Sensitive Zone in north, north-east and east boundary is due to the interstate boundary with Tamil Nadu state and most of this area is protected as Anamalai Tiger Reserve. While, the zero extents of Eco-sensitive Zone in South-east direction is contiguous with Kurinjimala Sanctuary, similarly zero extents at the west and north-west direction are due to contiguous with boundary of Eravikulam National Park.  Zero extent of Eco-Sensitive Zone in north-east direction is due to contiguous with Kurinjimala Sanctuary and adjoining with other Protected Areas of Munnar Wildlife Division.  Zero extents of Eco-sensitive Zone in the Northern, North-East, Eastern and South Eastern side of Kurinjimala sanctuary is due to interstate boundary with Tamil Nadu. While, zero extents of Eco- sensitive Zone in the South and North-west is due to contiguous with other Protected Areas of Munnar Wildlife Division (Pambadum Shola National Park and Anamudi Shola National Park).  Zero extents of Eco-sensitive Zone in the North-eastern, Eastern, South-eastern, and Southern sides of Pampadum Shola National Park are due to contiguous with the interstate boundary with Tamil Nadu or adjoining with other Protected Areas of Munnar Wildlife Division. The total area of the Eco-sensitive Zone for Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park is 102.26 square kilometres. (3) The boundary description of Eco-sensitive Zone around Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park is appended in Annexure-II. (4) The maps of the Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park demarcating Eco- sensitive Zone along with boundary details and latitudes and longitudes are appended as Annexure- IIIA, Annexure-IIIB and Annexure-IIIC. (5) Lists of geo-coordinates of the boundary of Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park are given in Annexure-IV. (6) Lists of geo-coordinates of the Eco-sensitive Zone boundary around Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park are given in Annexure-V.[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 33 (7) The list of villages falling in the Eco-sensitive Zone along with their geo co-ordinates at prominent points is appended as Annexure-VI. 2. Zonal Master Plan for Eco-sensitive Zone.- (1) The State Government shall, for the purposes of the Eco-sensitive Zone prepare a Zonal Master Plan within a period of two years from the date of publication of this notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this notification for approval of the competent authority in the State. (2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any. (3) The Zonal Master Plan shall be prepared in consultation with the following Departments of the State Government, for integrating the ecological and environmental considerations into the said plan:- (i) Environment; (ii) Forest and Wildlife; (iii) Agriculture; (iv) Revenue; (v) Urban Development; (vi) Tourism; (vii) Rural Development; (viii) Irrigation and Flood Control; (ix) Municipal; (x) Panchayati Raj; (xi) Kerala State Pollution Control Board; and (xii) Public Works Department. (4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and eco-friendly. (5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local community and such other aspects of the ecology and environment that need attention. (6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and kinds of forests, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas, orchards, lakes and other water bodies with supporting maps giving details of existing and proposed land use features. (7) The Zonal Master Plan shall regulate development in Eco-sensitive Zone and adhere to prohibited and regulated activities listed in the Table in paragraph 4 and also ensure and promote eco-friendly development for security of local communities‘ livelihood. (8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan. (9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification. 3. Measures to be taken by the State Government.- The State Government shall take the following measures for giving effect to the provisions of this notification, namely:- (1) Land use.– (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes in the Eco-sensitive Zone shall not be used or converted into areas for commercial or residential or industrial activities:34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Provided that the conversion of agricultural and other lands, for the purposes other than that specified at part (a) above, within the Eco-sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central Government or State Government as applicable and vide provisions of this notification, to meet the residential needs of the local residents and for activities such as- (i) widening and strengthening of existing roads and construction of new roads; (ii) construction and renovation of infrastructure and civic amenities; (iii) small scale industries not causing pollution; (iv) cottage industries including village industries; convenience stores and local amenities supporting eco-tourism including home stay; and (v) promoted activities given in paragraph 4: Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of the State Government and without compliance of the provisions of article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007): Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change: Provided also that the correction of error shall not include change of land use in any case except as provided under this sub-paragraph. (b) Efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat restoration activities. (2) Natural water bodies.-The catchment areas of all natural springs shall be identified and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the State Government in such a manner as to prohibit development activities at or near these areas which are detrimental to such areas. (3) Tourism or eco-tourism.- (a) All new eco-tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be as per the Tourism Master Plan for the Eco- sensitive Zone. (b) The Tourism Master Plan shall be prepared by the State Department of Tourism in consultation with the State Departments of Environment and Forests. (c) The Tourism Master Plan shall form a component of the Zonal Master Plan. (d) The Tourism Master Plan shall be drawn based on the study of carrying capacity of the Eco- sensitive Zone. (e) The activities of eco-tourism shall be regulated as under, namely:- (i) new construction of hotels and resorts shall not be allowed within one kilometre from the boundary of the protected area or upto the extent of the Eco-sensitive Zone whichever is nearer: Provided that beyond the distance of one kilometre from the boundary of the protected area till the extent of the Eco-sensitive Zone, the establishment of new hotels and resorts shall be allowed only in pre- defined and designated areas for eco-tourism facilities as per Tourism Master Plan; (ii) all new tourism activities or expansion of existing tourism activities within the Eco- sensitive Zone shall be in accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest and Climate Change and the eco- tourism guidelines issued by the National Tiger Conservation Authority (as amended from time to time) with emphasis on eco-tourism, eco-education and eco-development;[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 35 (iii) until the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation of the Monitoring Committee and no new hotel, resort or commercial establishment construction shall be permitted within Eco-sensitive Zone area. (4) Natural heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and a heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan. (5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical, architectural, aesthetic, and cultural significance shall be identified in the Eco-sensitive Zone and heritage conservation plan for their conservation shall be prepared as part of the Zonal Master Plan. (6) Noise pollution. - Prevention and control of noise pollution in the Eco-sensitive Zone shall be carried out in accordance with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 under the Environment Act. (7) Air pollution.- Prevention and control of air pollution in the Eco-sensitive Zone shall be carried out in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the rules made thereunder. (8) Discharge of effluents.- Discharge of treated effluent in Eco-sensitive Zone shall be in accordance with the provisions of the General Standards for Discharge of Environmental Pollutants covered under the Environment Act and the rules made thereunder or standards stipulated by the State Government whichever is more stringent. (9) Solid wastes.- Disposal and Management of solid wastes shall be as under:- (a) the solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance with the Solid Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number S.O. 1357 (E), dated the 8th April, 2016; the inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-sensitive Zone; (b) safe and Environmentally Sound Management of Solid wastes in conformity with the existing rules and regulations using identified technologies may be allowed within Eco-sensitive Zone. (10) Bio-Medical Waste.– Bio-Medical Waste Management shall be as under:- (a) the Bio-Medical Waste disposal in the Eco-sensitive Zone shall be carried out in accordance with the Bio-Medical Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 343 (E), dated the 28th March, 2016. (b) safe and Environmentally Sound Management of Bio-Medical Wastes in conformity with the existing rules and regulations using identified technologies may be allowed within the Eco- sensitive Zone. (11) Plastic waste management.- The plastic waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the 18th March, 2016, as amended from time to time. (12) Construction and demolition waste management.- The construction and demolition waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 317(E), dated the 29th March, 2016, as amended from time to time. (13) E-waste.- The e - waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the E-Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change, as amended from time to time.36 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (14) Vehicular traffic.– The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is prepared and approved by the competent authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder. (15) Vehicular pollution.- Prevention and control of vehicular pollution shall be incompliance with applicable laws and efforts shall be made for use of cleaner fuels. (16) Industrial units.– (a) On or after the publication of this notification in the Official Gazette, no new polluting industries shall be permitted to be set up within the Eco-sensitive Zone. (b) Only non-polluting industries shall be allowed within Eco-sensitive Zone as per the classification of Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, as amended from time to time, unless so specified in this notification, and in addition, the non-polluting cottage industries shall be promoted. (17) Protection of hill slopes.- The protection of hill slopes shall be as under:- (a) the Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted; (b) construction on existing steep hill slopes or slopes with a high degree of erosion shall not be permitted. 4. List of activities prohibited or to be regulated within Eco-sensitive Zone.- All activities in the Eco- sensitive Zone shall be governed by the provisions of the Environment Act and the rules made there under including the Coastal Regulation Zone, 2011 and the Environmental Impact Assessment Notification, 2006 and other applicable laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of 1927), the Wildlife (Protection) Act 1972 (53 of 1972), and amendments made thereto and be regulated in the manner specified in the Table below, namely:- TABLE Sl. Commercial establishment of hotels No new commercial hotels and resorts shall be permitted and resorts. within one kilometer of the boundary of the protected area or upto the extent of Eco-sensitive Zone, whichever is nearer, except for small temporary structures for eco- tourism activities: Provided that, beyond one kilometer from the boundary of the protected area or upto the extent of Eco-sensitive Zone, whichever is nearer, all new tourist activities or expansion of existing activities shall be in conformity with the Tourism Master Plan and guidelines as applicable. 10. Construction activities. (a) New commercial construction of any kind shall not be permitted within one kilometer from the boundary of the protected area or upto extent of the Eco- sensitive Zone, whichever is nearer: Provided that, local people shall be permitted to undertake construction in their land for their use including the activities mentioned in sub-paragraph (1) of paragraph 3 as per building bye-laws to meet the residential needs of the local residents: Provided further that the construction activity related to small scale industries not causing pollution shall be regulated and kept at the minimum, with the prior permission from the competent authority as per applicable rules and regulations, if any. (b) Beyond one kilometer it shall be regulated as per the Zonal Master Plan. 11. Small scale non polluting Non polluting industries as per classification of industries. industries issued by the Central Pollution Control Board in February, 2016, as amended from time to time, and non-hazardous, small-scale and service industry, agriculture, floriculture, horticulture or agro-based industry producing products from indigenous materials from the Eco-sensitive Zone shall be permitted by the competent authority. 12. Felling of trees. (a) There shall be no felling of trees in the forest or Government or revenue or private lands without prior permission of the competent authority in the State Government. (b) The felling of trees shall be regulated in accordance with the provisions of the concerned Central or State Act and the rules made thereunder.38 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 13. Monitoring Committee for Monitoring the Eco-sensitive Zone Notification.- For effective monitoring of the provisions of this notification under sub-section (3) of section 3 of the Environment (Protection) Act, 1986, the Central Government hereby constitutes a Monitoring Committee, comprising of the following, namely:- Sl. No. Constituent of the Monitoring Committee Designation (i) The District Collector, Idukki Chairman, ex officio; (ii) Member of the Legislative Assembly (MLA), Devikulam Member; (iii) District Panchayat President, Idukki Member; Representatives of Kerala State Pollution Control Board or Kerala (iv) State Electricity Board or Kerala Water Authority or Kerala State Member; Irrigation Department or Kerala State Environment Department Representative of Non-governmental Organizations working in the (v) field of natural conservation (including heritage conservation) to be Member; nominated by the Government of Kerala One expert in Ecology from reputed Institution or University of the (vi) Member; State of Kerala to be nominated by the Government of Kerala (vii) One representative of State Biodiversity Board Member; (viii) The Wildlife Warden, Munnar Wildlife Division Member-Secretary. 6. Terms of reference. – (1) The Monitoring Committee shall monitor the compliance of the provisions of this notification. (2) The tenure of the Monitoring committee shall be till further orders, provided that the non-official members of the Committee shall be nominated by the State Government from time to time. (3) The activities that are covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the provisions of the said notification. (4) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forest number S.O. 1533 (E), dated the 14th September, 2006 and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned regulatory authorities.40 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (5) The Member-Secretary of the Monitoring Committee or the concerned Deputy Commissioner(s) shall be competent to file complaints under section 19 of the Environment Act, against any person who contravenes the provisions of this notification. (6) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue to issue basis. (7) The Monitoring Committee shall submit the annual action taken report of its activities as on the 31st March of every year by the 30th June of that year to the Chief Wildlife Warden in the State as per proforma appended at Annexure VII. (8) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions. 7. Additional measures.- The Central Government and State Government may specify additional measures, if any, for giving effect to provisions of this notification. 8. Supreme Court, etc. orders.- The provisions of this notification shall be subject to the orders, if any passed or to be passed by the Hon‘ble Supreme Court of India or High Court or the National Green Tribunal. BOUNDARY DESCRIPTION OF ERAVIKULAM NATIONAL PARK IN THE STATE KERALA The notification of the National Park mainly follows ridges as the boundary and the description is as follows North: The boundary commences from the point where the Kannan Devan Hills Produce Village boundary meets the interstate boundary between Kerala and Tamil Nadu at point 5540‘ (1689m). From that point the boundary runs along the interstate boundary passing through peaks with altitude of 3984' (1214 m), 5011' (1527 m), 5885' (1794 m) and 7388' (2252 m) to Perattumala 7033' (2144 m). Thence turning southeast, the boundary reaches Kumarickal Mala 8275' (2522 m). East: The boundary follows the Kannan Devan Hill Produce Village boundary along the ridge through Kattumala 8373‘ (2552m) and then to Perumalmala 7736' (2355 m) till it reaches Thirumudi 5676' (1830 m). South: The boundary follows the western boundary of Chattamunnar Estate (Thalayar group), northern boundaries of Vaguvarrai and Nyamakad Estate to meet the Kannan Devan Hill Produce Village boundary about 3 Km south west of Rajamala peak 7209' (2197 m). West: The boundary follows the Kannan Devan Hill Produce Village boundary to Rajamala 7209‘ (2197 m) and then turning north-east, the boundary reaches Sampamala 7581' (2311 m) and thence to Bhimamala 4719' (1438 m) and from there turns in a north east direction to Kolukkumalai, 7137' (2175 m) and thence proceeds in north direction to the starting point at 5540' (1689 m) passing through Erumamalai, 7496' (2284 m) and Erumapettymalai, 6999' (2133 m). B. BOUNDARY DESCRIPTION OF CHINNAR WILDLIFE SANCTUARY IN THE STATE KERALA North: Starting from cairn No.1 at the trijunction of the boundaries of Coimbatore District, MarayoorPakuthy and Kannan Devan Hills at the North West corner of the Reserve, the line goes in a nearly north easterly direction for about 5643/4 chains along the Chinnar River to cairn No.2 at a State Boundary Survey Stone on the bank of the Chinnar River, thence more or less east- south east for about 2141/4 chains along the above said river to cairn No.3 at the State Boundary Survey Stone on thebank of the river side of that Survey No. for about 11/4 chains to cairn No.4 at its south west corner. No. 257/1/1 for about 333/4 chains passing cairns No. 5 to 15 to cairn No.16 at its south east corner. BOUNDARY DESCRIPTION OF ANAMUDI SHOLA NATIONAL PARK IN THE STATE KERALA North: Starting from Ottakombumala (hill point 2164) on the south western corner of Tirthalar proposed reserve forests, thence along the southern boundary of the said reserve till it reaches the north eastern corner of Mannavan shola reserve thence along the north eastern boundary of the said reserve up to Madavarimala, thence north east along the southern boundary of Idivara Shola reserve passing along hill points 2153, 2104, 2199, 2132, 2127 (Velligirimala). East: Starting from hill point at 2127 (Velligirimala) runs along the eastern boundary of Idivara Shola Reserved Forests and Pullaradi Shola Reserved Forest till it the south eastern corner of Pullaradi Shola Reserved Forests adjoining the boundary of Kannan Devan Hills village concession lands. South: Starting from the south eastern corner of Pullaradi Shola reserved Forests runs more or less south along the southern boundary of Pullaradi Shola Reserved forests, Idivara Shola Reserved Forest and Mannavan Shola reserved Forests adjoining to the Northern Boundary of Kannan Devan Hills Village Concession Lands till it reaches Tirthamala. West: Starting from Tirthamala runs along eastern boundary of Mannavan Shola Reserved Forests till it reaches hill point 2164, Ottakombumala. D. BOUNDARY DESCRIPTION OF KURINJIMALA WILDLIFESANCTUARY IN THE STATE KERALA The boundary descriptions as per the initialnotification dated 6th October 2006 vide GO (MS) No. 36/06/Forest is as follows: North: Starting from the point on the north of Vellagiri peak (2127 mts) at the boundary of Chinnar Wildlife Sanctuary, the boundary follows east along the south- eastern boundary of Chinnar Wildlife Sanctuary along the Karuvepin Shola and thence runs along the Kottamboor sheet rock to the Point No. 1769 on the Inter – State boundary. East: Thence the boundary runs south along the Inter – State boundary up to the north – eastern extremity of Pampadum Shola National Park on the Inter– State boundary through the peaks Kolakkattu Malai (2066 m) Para Thumbu (2356 m), Kadavari Kanavai (2219 m), Tulukkanpatti Malai (2461 m), KalladankanavaiMettu (2457 m) and Pattitalaichi (2494 m) South: From the north – eastern extremity of Pampadum Shola National Park at the Inter – State boundary, the boundary runs west along the northern boundary of Pampadum Shola National Park till it reaches the Munnar – Kovilur road.[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 43 West: Thence the boundary runs in an northern direction along the western boundaries of the forest plantations in Block No. 62 of Vattavada Village till it reaches the southern boundary of Block No. 58 of Kottakkamboor Village and from there it runs in a north – western direction along the boundary of Block No. 58 till it reaches the north – eastern boundary of Anamudi Shola National Park and thence running north along the boundary of the Sanctuary and further north till it reaches the starting point on the north of Vellagiri Peak (2127 m) at the boundary of Chinnar Wildlife Sanctuary. Though the boundaries are described as per the first notification, only the northern, eastern and southern boundaries are clearly identifiable. The western boundary which borders the private holdings is not demarcated. E. BOUNDARY DESCRIPTION OF PAMBADUM SHOLA NATIONAL PARK IN THE STATE KERALA North: The southern boundary of Pambadum Shola Reserved Forest No.55, starting from a point about 500m towards south from hill point 2162, thence runs more or less south East to hill point 1896 and thence towards East to meet at a point roughly in the middle of hill points 2497 (Pattitalachai Malai) and 2531 (Vandaravu Malai) on the interstate boundary. East: The boundary runs more or less south along the interstate boundary. South: The boundary runs more or less west along the interstate boundary. West: The western boundary of Pambadum Shola Reserved Forest No.55 adjoining to the eastern boundary of Chittuvarai Tea estate till it reaches North Eastern corner at the starting point. ANNEXURE- II A. BOUNDARY DESCRIPTION OF ECO-SENSITIVE ZONE AROUND ERAVIKULAM NATIONAL PARK IN THE STATE KERALA North Northern side of Eravikulam National Park is contiguous with Anamalai Tiger Reserve (ATR) hence, no Eco Sensitive Zone is proposed. East The Eco Sensitive Zone of eastern side starts from the point P13 (10°17'24.66"N, 77° 7'27.16"E) where CWS, ENP and Marayoor Sandal Division joins to form a trijunction, thence the boundary of ESZ runs towards south parallel to the boundary of ENP up to P12 (10°16'48.22"N, 77° 7'41.73"E ) in MSD‘s Koodakkad proposed Reserve, then moves to P 11 in MSD, from P11 the boundary runs towards east to reach P10 (10°14'5.18"N, 77° 8'24.04"E), a point along the Marayoor-Munnar state Highway near Pallanadu then the ESZ boundary proceeds towards south to reach till P8(10°12'49.97"N, 77° 7'57.61"E) a point near the Talayar Church, from P8 proceeds south in a straight line through the tea orchards to meet a shola, from the shola thence proceeds through the ridge of the shola to meet a point at upper Vagavurai along the 8th mile- Vagavurai estate road, then runs along the estate road till P6 at 8th mile gap (10° 9'3.46"N, 77° 4'58.33"E), thence the ESZ boundary proceeds along the road till 5th mile, thence to south through the estate to reach P5 (10° 7'58.80"N,77° 2'54.60"E). South The southern boundary of the ESZ starts from P5, thence proceeds towards west direction to meet P4 ( 100 8‘ 33.72‘‘ N, 7701‘ 20.28‖ E) , a point near Panthu Mala, thence towards north along Rajamala-Pettimudy road to reach P3 (100 8‗ 57.59― E , 77 01‗11.75 ― E), a point near the abandoned Rajamala factory, thence towards north west to reach P2 AT Pettimudy ( 100 9‘ 43.60‖ N, 760 59‘ 57.52‖ E), thence towards north east direction to reach the ENP boundary (P1) (100 10‗ 2.03― N, 77 0 0‗ 22.36 ― E) where ENP boundary joins with Anamudi notified Reserve. West West part of ENP is contiguous with Anamudi RF, hence no Eco Sensitive Zone is proposed. B. BOUNDARY DESCRIPTION OF ECO-SENSITIVE ZONE AROUND CHINNAR WILDLIFE SANCTUARY IN THE STATE KERALA44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] North Northern part of Chinnar Wildlife Sanctuary is contiguous with Anamalai Tiger Reserve of Tami Nadu, hence no Eco-Sensitive Zones is proposed. East Eastern part of Chinnar Wildlife Sanctuary is contiguous with Anamalai Tiger Reserve of Tamil Nadu, hence no Eco Sensitive Zone proposed. South The boundary starts from P13 (10°17'24.66"N, 77° 7'27.16"E) at the trijuntionof Eravikulam National Park, Kudakkadu RF in Marayoor Sandal Division and Chinnar Wildlife Sanctuary. Then it proceeds on north eastern direction and reaches at P15 (10°18'8.57"N, 77° 8'56.15"E) at Marayur Sandal Division, thence to south eastern direction to reach P21(10°14'43.87"N,77°13'15.56"E), where the ESZ meets with the ESZ of ASNP. West The northern boundary of CWS is contiguous with ENP, hence no ESZ is proposed. C. BOUNDARY DESCRIPTION OF ECO-SENSITIVE ZONE AROUND ANAMUDI SHOLA NATIONAL PARK IN THE STATE KERALA North The northern boundary of the ESZ stars from P 26 (10°12'10.61"N ,77° 9'3.62"E ) a point on top of Pamba Mala, thence to eastern direction to reach P24 (10°12'43.66" N ,77°11'58.76"E) near Gokanathapuram. Thence to northern direction to reach P21 where the ESZ joins with the ESZ of CWS. East In east, the ESZ starts from P34 (10°12'58.14"N, 77°14'24.64"E) a point where the ESZ of KMS and ASNP meets and from P34 proceeds southwards to reach point P 32 (10° 9'57.13"N,77°13'50.99"E). South In south, the boundary starts from P32, then proceeds towards west direction, to meet P 30 (10° 9'40.68"N, 77°10'7.47"E). West The western side of the boundary starting from P 30 (10° 9'40.68"N,77°10'7.47"E) then it passing across Ottakombu mala, Theerthamala and reached Kundalathalai mala, thence to north to reach P26 (10°12'10.61"N,77° 9'3.62"E) on top of Pamba mala. BOUNDARY DESCRIPTION OF ECO-SENSITIVE ZONE AROUND KURINJIMALA WILDLIFE SANCTUARY IN THE STATE KERALA North Northern part of the Kurinjimala Sanctuary is contiguous with Chinnar Wildlife Sanctuary, hence no Eco- sensitive zone is proposed.
