supersession of the existing norms for appointment to the posts of Additional Members, Railway Board and Secretary, Railway Board, issued vide Resolutions No. ERB- I/2000/11/2 dated 11.10.2000 and 05.03.2002, the Government of India have now decided to adopt and follow the following norms while selecting officers for appointment to these posts (Annexure I) in Pay Level 16:- (i) The posts of Additional Member in Railway Board, {except Additional Member (Planning) and Secretary, Railway Board} shall be Service specific posts as shown in the Annexure-1. For Service specific posts, officers of the relevant Service working in Pay Level 15 on regular basis shall be considered in the order of their seniority. For the general post of Additional Member (Planning) and Secretary, Railway Board, officers of various Group ‘A’ Railway services (except IRMS and RPF), working in Pay Level 15 on regular basis would be eligible for consideration as per their inter-se- seniority position. (ii) Only such of the officers who would be having at least one year residual service before superannuation on the date of occurrence of vacancy falling in their turn would be eligible for consideration for these posts. (iii) For appointment to the posts of Additional Member (Traffic), Additional Member (Mechanical Engineering), Additional Member (Civil Engineering), Additional Member (Traction), Additional Member (Signal), and Additional Member (Planning) in addition to the above requirements, the officer concerned to be considered suitable for these posts should have worked as Divisional Railway Manager (DRM) for a minimum tenure of 15 months, as the incumbents of these posts are directly involved in Railway operations. The officer considered suitable for appointment to the post of Secretary, Railway Board, should also have worked as Divisional Railway Manager (DRM) for a minimum tenure of 15 months. (iv) Incumbents for the posts of Additional Member {other than Additional Member (Planning) and Secretary, Railway Board} shall be recommended by a Selection Committee comprising of Chairman, Railway Board as Chairman, Secretary/DoP&T and the concerned Member of Railway Board, as Members. Incumbents for the posts of Additional Member (Planning) and Secretary, Railway Board shall be recommended by a Selection Committee comprising of Chairman, Railway Board (CRB) as Chairman, Secretary/DoP&T and one of the Members of Railway Board (to be nominated by CRB on rotation basis) as Members. (v) Overall performance record of the officer should be ‘Very Good (+)’ in his/her APARs of the last 10 years. The Selection Committee shall make assessment of officers in the zone of consideration based on APARs (10 years), relevant experience gained by an officer in different assignments, particularly in challenging positions, his/her technical and professional exposure and his/her potential for shouldering higher challenging responsibilities. Also, officers of proven integrity with clean record should only be recommended by the Selection Committee if otherwise suitable for appointment against the posts of Additional Member and Secretary, Railway Board, for approval of the Appointments Committee of the Cabinet.¹Hkkx Iµ[k.M 1] Hkkjr dk jkti=k % vlk/kj.k 5 2. The newly created posts of Additional Members, consequent upon Cadre restructuring, will be operated in Railway Board and in Zonal Railways/Production Units/Training Institutes etc. as shown in Annexure-II. 3. The norms mentioned above, if considered necessary in the public interest, may be relaxed to the extent necessary with approval of the ACC.
