New Delhi, the 17th June, 2020
O.N. 12(E).—In terms of the provisions of clause (e) of sub-rule (2) of Rule 24 of the Conduct of Elections
Rules, 1961, the Commission has specified that for purpose of attestation of declaration in Form 13A by an elector
who is hospitalized on account of COVID-19 and who has been issued with Postal Ballot Paper by the Returning
Officer for the current biennial elections to the Council of States as per the instruction in Commission’s letter
No. 318/CS-Multi/BIEN/2020 dated 17.06.2020, the Medical Officer attending to the elector concerned shall be the
authority to attest the said declaration.
