L.-33004/99 सी.जी.-डी.एल.-अ.-18092026-276306 CG-DxLx-xEG-I1D8H0x9x2x0 26-276306 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 4879] िई दिल्ली, मगं लर्ार, जसतम्ब र 15, 2026/भाद्र 24, 1948 No. 4879] NEW DELHI, TUESDAY, SEPTEMBER 15, 2026/BHADRA 24, 1948 उपभोक्ता मामल,े खाद्य और सार्िव जिक जर्तरण मत्रं ालय (खाद्य और सार्िव जिक जर्तरण जर्भाग) (भाडं ागारण जर्कास एर् ं जर्जियामक प्राजधकरण) अजधसचू िा िई दिल्ली, 14 जसतंबर, 2026 का.आ. 5069(अ).— पहचाि स्ट्थाजपत करिे के जलए आधार संख्या का उपयोग व्यजक्तयों को सुजर्धाििक और जिबावध रीजत स े सहायकी, लाभ और सेर्ाए ं प्राप्त करि े में सक्षम बिाता ह,ै पहचाि स्ट्थाजपत करिे के जलए अिेक िस्ट्तार्ेिों की आर्श्यकता को समाप्त करता ह,ै प्रदियाओं को सरल बिाता ह ैऔर पारिर्ितव ा और िक्षता का संप्रर्तवि करता ह:ै और भारत सरकार के इलेक्ट्रॉजिक्ट्स और सूचिा प्रौद्योजगकी मंत्रालय ि े भारतीय जर्जिष्ट पहचाि प्राजधकरण स े परामि वके पश्चात,् तारीख 9 ििर्री 2023 के पत्र संख्या फा. स.ं 13(17)/2022-ईिी-II द्वारा खाद्य और सार्विजिक जर्तरण जर्भाग, उपभोक्ता मामल,े खाद्य और सार्विजिक जर्तरण मंत्रालय, भारत सरकार को सुिासि के जलए आधार अजधप्रमाणि (सामाजिक कल्याण, िर्ाचार, ज्ञाि) जियम, 2020 (जिसे इसम ें इसके पश् चात ् ‘’उक्त जियम’’ कहा गया ह)ै के जियम 3 के उप-जियम (1) म ें जचजनित प्रयोििों के जलए, यह अिुमजत प्रिाि की थी दक भांडागारण जर्कास एर् ं जर्जियामक प्राजधकरण (डब्लल्यूडीआरए) तथा उसके जर्जियजमत भडं ारगृहों को अजधप्रमाणि करि ेकी अिुमजत िी िाए तथा आधार संख्या धारक की पहचाि स्ट्थाजपत करिे के जलए अजधप्रमाण ि के िौराि आधार संख्या के उपयोग की अिुमजत िी िाए और इसे आधार (जर्त्तीय और अन्य सहायकी, लाभ एर् ं सेर्ाओं की लजक्षत प्रिायगी) अजधजियम, 2016 (2016 का 18) (जिसे इसम ें इसके पश् चात ् ‘’उक्त अजधजियम’’ कहा गया ह)ै की धारा 4 की उपधारा (4) के खडं (ख) के उप-खंड (ii) के साथ पठित उक्त जियमों के जियम 5 के अधीि अजधसूजचत दकया िाएगा। 7071 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और िमाकतावओं, भाण् डागारपाल और जहतधारकों की पहचाि सत्यापि के जलए आधार अजधप्रमाणि उक्त जियमों के जियम 3 के उप-जियम (1) के अधीि यथा जर्जहत अिुसार दकया िाएगा और उक्त प्रयोिि के जलए आधार अजधप्रमाणि का जिष्पािि स्ट्र्ैजछिक आधार पर होगा और भांडागारण जर्कास एर् ं जर्जियामक प्राजधकरण और इसके जर्जियजमत भडं ारगृह, इस अजधसूचिा के रािपत्र म ें प्रकािि की तारीख स े केर्ल िीच े दिए गए उद्देश्यों के जलए आधार अजधप्रमाणि करेंग,े अथावत:् —— (क) आधार ई-केर्ाईसी के माध्यम स े डब्लल्यडू ीआरए पोर्वल और उसके जर्जियजमत भंडारगहृ मंच पर िमाकताओंव , भांडागारपाल और अन्य को सजम्मजलत करिा;

(ख) डब्लल्यूडीआरए पोर्वल और उसके जर्जियजमत भंडारगृहों पर सेर्ा संव् यर्हार का जिष्पािि करिा। अतः अब, केंद्रीय सरकार उक्ट्त अजधजियम की धारा 4 की उपधारा (4) के खडं (ख) के उपखंड (ii) के साथ पठित उक्त जियमों के जियम 5 के अिुसरण म,ें और उपभोक्ता मामले, खाद्य और सार्विजिक जर्तरण मंत्रालय की तारीख 10.02.2023 की अजधसूचिा सा.आ. 698 (अ) िो भारत के रािपत्र, असाधारण, भाग-2, खंड 3, उपधारा (ii) म ें प्रकाजित हुई थी, को अजधिान् त करत े हुए, उि बातों के जसर्ाय जिन्ह ें ऐस े अजधिमण स े पहल े दकया गया ह ै या जििका लोप दकया गया ह,ै जिम्नजलजखत को अजधसूजचत करती ह,ै अथावत्:—

1. (1) भांडागारण जर्कास एर् ं जर्जियामक प्राजधकरण तथा इसके जर्जियजमत भंडारगृह, उक्त अजधजियम म ें यथा उपबंजधत अजधप्रमाणि के उद्दश्े य स े आधार संख्या धारक की सहमजत प्राप्त करेंगे।

(2) उक्त जियमों के जियम 3 के उप-जियम (2) के अिुसार, आधार अजधप्रमाणि स्ट्र्ैजछिक आधार पर ह,ै भांडागारण जर्कास एर् ं जर्जियामक प्राजधकरण और उसके जर्जियजमत भंडारगृह, आधार संख्या धारक को पहचाि करिे के र्ैकजल्पक और व्यर्हायव साधिों की सूचिा िेंगे और आधार अजधप्रमाणि स े इिकार करि े या असमथव होिे के कारण आधार संख्या धारक को दकसी भी सेर्ा स े र्ंजचत िहीं करेंगे, िामत:— (क) स्ट्थायी लेखा संख् या;

(ख) ड्राइवर्ंग लाइसेंस; (ग) पासपोर्व; (घ) भारत सरकार के डाक जर्भाग द्वारा िारी फोर्ोयुक्त पता काडव; (ङ) डाकघर या दकसी सार्विजिक क्षत्रे के अिुसूजचत बैंक की फोर्ोयुक्त र्तवमाि पासबुक; (च) फोर्ोयुक्त दकसाि पासबुक;

(ि) मतिाता पहचाि पत्र।

NOTIFICATION New Delhi, the 14th September, 2026 S.O. 5069(E).— Whereas, the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promote transparency and efficiency:[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India, had allowed vide its letter no. F. No.

13(17)/2022-EG-II, dated 9thJanuary 2023 to the Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, Government of India for the purposes prescribed under sub-

rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereafter referred to as the said rules) that Warehousing Development and Regulatory Authority (WDRA) and its regulated repositories may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section

(4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016)(hereinafter referred to as the said Act):

And whereas, the Aadhaar authentication shall be performed for identity verification of depositors, warehousemen and stakeholders as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and Warehousing Development and Regulatory Authority and its regulated repositories shall perform Aadhaar authentication solely for the purposes given below, with effect from the date of publication of this notification in the Official Gazette, namely:——

(a) Onboarding of depositors, warehouseman and others on WDRA portal and its regulated repositories platform through aadhaar e-KYC;

(b) performing service transactions on WDRA portal and its regulated repositories.

Now, therefore, in pursuance of rule 5 of the said rules,read with sub-clause (ii) of clause (b) of sub-

section (4) of section 4 of the said Act and in supersession of the Notification of Ministry of Consumer Affairs, Food and Public Distribution,S.O 698 (E) dated 10.02.2023 published in Gazette of India, Extraordinary, Part-II, Section 3, Sub Section(ii), except as respects things done or omitted to be done before such supersession, the Central Government thereby notifies the following, namely:——

1. (1) The Warehousing Development and Regulatory Authority and its regulated repositories, as

provided in the said Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein.

(2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis, the Warehousing Development and Regulatory Authority and its regulated repositories shall inform the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:——

(a) PAN;

(b) Driving Licence;

(c) Passport;

(d) Address Card with photograph issued by Department of Posts, Government of India;

(e) Current Passbook of Post Office or any Public Sector Scheduled Bank having photograph; (f ) Kisan Passbook having photograph;

(g) Voter Identity Card.
