L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E1x9x0x 52023-245959 CG-DL-E-19052023-245959 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 305] नई दिल्ली, िुक्िार, मई 19, 2023/ििै ाख 29, 1945 No. 305] NEW DELHI, FRIDAY, MAY 19, 2023/VAISAKHA 29, 1945 कार्मकि , लोक जिकायत तथा पिें न मत्रं ालय (कार्मकि और प्रजिक्षण जिभाग) अजधसचू ना नई दिल्ली, 19 मई, 2023 सा.का.जन. 377(अ).—केंद्रीय सरकार, अजखल भारतीय सेिा अजधजनयम, 1951 (1951 का 61) की धारा 3 की उपधारा (1) द्वारा प्रित्त िजियों का प्रयोग करत े हुए और भारतीय पुजलस सेिा (परीिीक्षा की अंजतम परीक्षा) जनयमािली, 2012 को, उन बातों के जसिाय अजधक्ांत करत े हुए, जिन् ह ें स े अजधक्मण स े पूिि दकया गया ह ै या करन े का लोप दकया गया ह,ै राज्य सरकारों और संघ लोक सेिा आयोग के परामिि से, जनम्नजलजखत जनयम बनाती ह,ै अथाित:- 1. संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप् त नाम भारतीय पुजलस सेिा (पररिीक्षाधीन अंजतम परीक्षा) जनयम, 2023 ह।ै (2) ये रािपत्र म ें उनके प्रकािन की तारीख से प्रिृत् त होंगे। 2. पररभाषाएँ – (1) इन जनयमों में, िब तक दक संिभि स ेअन्यथा अपेजक्षत न हो,- (क) “अकािमी” से सरिार िल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी अजभप्रेत ह;ै (ख) “जनिेिक” से अकािमी के जनििे क अजभप्रेत ह;ै (ग) "पररिीक्षाधीन" स े पररिीक्षा पर भारतीय पुजलस सेिा म ेंजनयिु व्यजि अजभप्रेत ह।ै 3217 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) उन िब् िों और पिों के, िो इसमें प्रयुक् त ह,ै और पररभाजषत नहीं ह ै ककंतु अजखल भारतीय सेिा अजधजनयम, 1951 (1951 का 61) में पररभाजषत ह,ैं िही अथ िहोंग ेिो अजधजनयम में ह।ै 3. आधारभतू पाठ्यक्म- (1) पररिीक्षाधीनों के जलए प्रजिक्षण का पाठ्यक्म (कॅरीकुलम) और आधारभूत पाठ्यक्म का अध्ययन तीन भागों म ें होगा जिसमें भाग 1: अजनिायि आंतररक जिषय; भाग 2: अजनिायि बाहरी जिषय; और भाग 3: अहकि जिषय, जनम्न ानुसार ह:ैं- भाग -1: अजनिाय िआतं ररक जिषय पेपर I भारतीय िंड संजहता, 1860 और जििेष जिजधयां 100 अंक पेपर II भारतीय साक्ष्य अजधजनयम, 1872 100 अंक पेपर III िंड प्रदक्या संजहता, 1973 100 अंक पेपर IV अन् िेषण 150 अंक पेपर V न् याय संबंधी 100 अंक पेपर VI भारत में अपराध जिज्ञान और पुजलस प्रबंधन 150 अंक पेपर VII िजृ िकोण, नैजतकता और मानि अजधकार 100 अंक पेपर VIII आंतररक सुरक्षा और लोक व्यिस्ट्था 150 अंक पेपर IX सूचना और संचार प्रौद्योजगकी 150 अंक पेपर X जिला प्रायोजगक प्रजिक्षण और चरण-II के िौरान दिये गये प्रजिक्षण का 100 अंक मल्ू यांकन कुल 1200 अकं भाग - 2: अजनिाय िबाहरी जिषय 1. िारीररक योग् यता 120 अंक 2. जिल 80 अंक 3. आयुध प्रजिक्षण और गोलीचालन 120 अंक 4. योग 40 अंक 5. जनरायुध योधन 40 अंक 6. क्षेत्र कौिल और रण-कौिल और मानजचत्र पढ़ना 160 अंक 7. अश्वारोहण 40 अंक कुल 600 अकं भाग - 3: अहकि जिषय 1 प्रािेजिक भाषाएं और काडर अध्ययन 2 जहन्िी भाषा 3 मोटर तंत्र और चालन 4 तैराकी 5 प्राथजमक उपचार और रोजगिाहन जिल (2) उपजनयम (i) में जिजनर्ििि प्रत्येक जिषय के जलए पाठ्य जििरण जनिेिक द्वारा पाठ्यक्मों के प्रारंभ होने से पूिि बनाया िाएगा और अनुमोिन के जलए केन्द्रीय सरकार को भेिा िाएगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 4. परीक्षा.- (1) अकािमी म ें आधारभूत प्रजिक्षण की अिजध के िौरान प्रत्येक पररिीक्षाधीन व्यजि को आिजधक परीक्षाओं और अंजतम परीक्षा म ेंउपजस्ट्थत होना होगा। (2) प्रजिक्षण पाठ्यक्म के िौरान प्रत्येक जिषय में आयोजित की िाने िाली आिजधक परीक्षाओं की तारीख और समय तथा पाठ्य जििरण जनिेिक द्वारा सी आिजधक परीक्षा आयोजित करने से कम से कम एक सप्ताह पहले अिधाररत दकया िाएगा। (3) जनिेिक परीक्षा आयोजित करने के जलए उत् तरिायी होंगे। (4) जिन तारीखों को और उन स्ट्थानों का िह स्ट्थ ल, िहां आिजधक परीक्षाए ं और अंजतम परीक्षा आयोजित की िानी ह ै, जनिेिक द्वारा अजिम रूप से अजधसूजचत दकया िाएगा। 5. परीक्षा म ें अहकि अकं .-(1) प्रत्यके पररिीक्षाधीन व्यजि को अंजतम परीक्षा म ें प्रत्येक अजनिायि आंतररक जिषय में और प्रत्येक अजनिायि बाहरी जिषय में कुल आबंरटत अंकों का न्यूनतम पचास प्रजतित प्राप्त करना अपेजक्षत होगा। रटप् पणी: अकािमी द्वारा अंजतम परीक्षा प्रजिक्षण के अंत में आयोजित की िाएगी जिसमें आिजधक परीक्षओं में प्राप् त दकए गए अंकों को भी िोडा िाएगा; (2) प्रत्येक पररिीक्षाधीन व्यजि को प्रत्येक अहकि जिषय म ें प्रिीणता के से मानक प्राप्त करना भी अपेजक्षत होगा िैसा दक जनिेिक केंद्रीय सरकार के पिू ि अनुमोिन से अिधाररत करे। 6. परीक्षा उत्तीण ि करन े म ें असफलता.- िहां कोई पररिीक्षाधीन व्यजि जनयम 5 के उप-जनयम (1) के अधीन यथाजिजनर्ििि न्यूनतम अहकि अकं प्राप्त करन े म ें असफल रहता ह,ै तो उसके मामल े को भारतीय पुजलस सेिा (पररिीक्षा) जनयमािली, 1954 के जनयम 8, जनयम 9, जनयम 10 और जनयम 12 के उपबंधों के अनुसार जनपटाया िाएगा। [फा. सं. 11058/05/2022-अ.भा.से.-III] कुलिीप चौधरी, अिर सजचि MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (Department of Personnel and Training) NOTIFICATION New Delhi, the 19th May, 2023 G.S.R. 377(E).—In exercise of the powers conferred by sub-section (1) of section 3 of the All-India Services Act, 1951 (61 of 1951) and in supersession of the Indian Police Service (Probationers’ Final Examination) Rules, 2012, except as respects things done or omitted to be done before such supersession, the Central Government, in consultation with the State Governments and the Union Public Service Commission, hereby makes the following rules, namely: - 1. Short title and commencement.–(1)These rules may be called the Indian Police Service (Probationers’ Final Examination) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.–(1) In these rules, unless the context otherwise requires,- (a) “Academy” means the Sardar Vallabhbhai Patel National Police Academy; (b) “Director” means Director of the Academy; (c) “Probationer” means a person appointed to the Indian Police Service on probation. (2) Words and expressions used herein and not defined but defined in the All India Services Act, 1951 (61 of 1951) shall have the meanings respectively assigned to them in that Act. 3. Basic Course.–(1) The curriculum of training and study of the basic course for the probationers shall be in three parts containing Part I: Compulsory Indoor Subjects; Part II: Compulsory Outdoor Subjects; and Part III: Qualifying Subjects, as follows:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Part - I: Compulsory Indoor Subjects Paper I Indian Penal Code,1860 and Special Laws 100 Marks Paper II Indian Evidence Act, 1872 100 Marks Paper III Code of Criminal Procedure, 1973 100 Marks Paper IV Investigation 150 Marks Paper V Forensics 100 marks Paper VI Criminology and Police Management in India 150 Marks Paper VII Attitudes, Ethics and Human Rights 100 Marks Paper VIII Internal Security and Public Order 150 Marks Paper IX Information and Communication Technology 150 Marks Paper X The assessment of the training imparted during District practical 100 Marks Training and Phase-II Total 1200 Marks Part - II: Compulsory Outdoor Subjects 1. Physical Fitness 120 Marks Drill 2 80 Marks 3. Weapon Training & Firing 120 Marks 4. Yoga 40 Marks 5. Unarmed Combat 40 Marks 6. Field Crafts & Tactics and Map Reading 160 Marks 7. Equitation 40 Marks Total 600 Marks Part- III: Qualifying Subjects 1 Regional Languages and Cadre studies 2 Hindi Language 3 Motor Mechanism and Driving 4 Swimming 5 First Aid and Ambulance Drill (2) The syllabus for each subject specified in sub-rule (i) shall be made by the Director before the commencement of courses and shall be forwarded to the Central Government for approval. 4. Examination.–(1) Every probationer during the period of basic training in the Academy shall have to appear in the periodical tests and in the final examination. (2) Date and time and the syllabus of the periodical test to be conducted in each subject during the course of training shall be determined by the Director, at least one week in advance of conducting such periodical test. (3) The Director shall be responsible for conducting the Examinations. (4) The dates on which and the location of places at which the periodical tests and final examination are to be conducted shall be notified by the Director in advance.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 5. Qualifying marks in the examination.– (1) Every probationer shall be required to obtain a minimum of fifty percent of the total allotted marks in each compulsory indoor subject and in each compulsory outdoor subject in the final examination. Note: Final examination shall be conducted by the Academy at the end of the training, including the marks secured in the periodical tests; (2) Every probationer shall also be required to obtain such standard of proficiency in each qualifying subject as the Director may determine with the prior approval of the Central Government. 6. Failure to pass the examination.– Where any probationer is failed to secure minimum qualifying marks as specified under sub-rule (1) of rule 5, his case shall be dealt with in accordance with the provisions of rule 8, 9, 10 and 12 of the Indian Police Service (Probation) Rules, 1954.
