L.-33004/99 सी.जी.-डी.एल.-अ.-25072023-247589 xxxGIDHxxx CG-DL-E-25072023-247589 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 429] नई दिल्ली, मगं लवार, िुलाई 25, 2023/श्रावण 3, 1945 No. 429] NEW DELHI, TUESDAY, JULY 25, 2023/SHRAVANA 3, 1945 रेल मत्रं ालय (रेलव ेबोडड) अजधसचू ना नई दिल् ली, 11 िुलाई, 2023 सा.का.जन. 535(अ).—केंद्रीय सरकार, रेल अजधजनयम, 1989 (1989 का 24) की धारा 198 के साथ पठित धारा 60 की उपधारा (2) के खंड (छ) द्वारा प्रित् त िजियों का प्रयोग करते हुए, भारतीय रेल (चाजलत लाइनें) साधारण जनयम, 1976 का और संिोधन करन े के जलए जनम्न जलजखत जनयम बनाती ह,ै अथाडत ् :- 1.(1) इन जनयमों का संजिप्त नाम भारतीय रेल (चाजलत लाइनें) साधारण (िसू रा संिोधन) जनयम, 2023 ह।ै (2) ये रािपत्र म ेंउनके प्रकािन की तारीख को प्रवृत् त होंगे। 2. भारतीय रेल (चाजलत लाइनें) साधारण जनयम, 1976 (जिसे इसम ें इसके पश् चात ् उक्त जनयम कहा गया ह)ै के जनयम 3.47 म,ें जनम्न जलजखत उपजनयम िोडा िाएगा, अथाडत ् :- “(1) िब िो या िो स े अजधक रेलें दकसी भी दििा स े एक साथ आ रही हों तो एक स े अजधक रेलों के जलए जसगनल ‘ऑफ’ करने के जलए उन् ह ें गैर पृथक् लाइनों पर अनुमजत िी िा सकेंगी; जविेष अनुििे ों के अधीन, िब जनयम 3.40 के 4778 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अधीन पयाडप् त िरू ी की आवश् यकता पूरी हो िाती ह;ै और अनमु ोदित जविेष अनिु ेिों के अधीन, िब जनयम 3.40 के अधीन पयाडप् त िरू ी की आवश् यकता पूरी नहीं होती ह।ै ” 3. उक्त जनयमों म,ें जनयम 3.13 म,ें उपजनयम (2) के स्ट् थान पर, जनम्न जलजखत उपजनयम रखा िाएगा, अथाडत्:- “यदि बुलावा (कॉललगं -ऑन) जसगनल लगाया िाता ह ै तो वह आने वाली गाडी का जनयंत्रण करन े वाले रोक (स्ट्टॉप) जसगनल के नीच े लगाया िायेगा । जविेष अनुिेिों के अनुसार बलु ावा (कॉललंग-ऑन) जसगनल अंजतम रोक (स्ट्टॉप) जसगनल के जसवाय दकसी भी अन् य रोक (स्ट्टॉप) जसगनल के नीच ेलगाया िा सकता ह।ै ” 4. उक्त जनयमों म,ें जनयम 3.70 म,ें उपजनयम (4) के स्ट् थान पर, जनम्न जलजखत उपजनयम रखा िाएगा, अथाडत्:- “िहा ाँ जविेष अनुिेिों के अधीन कोई बुलावा (कॉललंग-ऑन) जसगनल दकसी ऐस े प्रस्ट्थ ान रोक (स्ट्टॉप) जसगनल, िो अंजतम रोक (स्ट्टॉप) जसगनल नहीं ह,ै के नीच े लगाया गया ह ै तो उस बुलावा (कॉललंग-ऑन) जसगनल को तब तक ‘ऑफ’ नहीं दकया िायेगा िब त क दक उसके ऊपर के प्रस्ट् थान रोक (स्ट्टॉप) जसगनल को ‘ऑफ’ करने की सभी ित ें पूरी नहीं हो िाती ह।ै ” 5. उक्त जनयमों म,ें जनयम 3.81 म,ें उपजनयम (1)(ख) के स्ट्थ ान पर, जनम्न जलजखत उपजनयम रखा िाएगा, अथाडत्:- “यदि जनयम 3.13 के उपजनयम (2) के अनुसार जविेष अनिु ेिों के अधीन बलु ावा (कॉललगं - ऑन) जसगनल की व् यवस्ट् था ह,ै तो उसे ‘ऑफ’ करके;” [फा. स.ं 2021/सुरिा (एएंडआर)/19/49 पाट-ड 1] िया वमा ड जसन् हा, सिस्ट् य (पठरचालन एव ंव् यवसाय जवकास) तथा पिने सजचव ठटप्प ण : मूल जनयम, भारत के रािपत्र, असाधारण, भाग-II, खंड 3, उप-खंड (i) म ें सा.का.जन. 445(अ), तारीख 21 िुलाई, 1981 के तहत प्रकाजित दकए गए थ े और सा.का.जन. 526(अ), तारीख 21 िलु ाई 2023 के तहत संिोजधत दकए गए थ े। MINISTRY OF RAILWAYS (Railway Board) NOTIFICATION New Delhi, the 11th July, 2023 G.S.R 535(E).—In exercise of the powers conferred by clause (g) of sub-section (2) of section 60, read with section 198 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules further to amend the Indian Railways (Open Lines) General Rules, 1976, namely:- 1. Short title and commencement. – (1) These rules may be called the Indian Railways (Open Lines) General (Second Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indian Railways (Open Lines) General Rules, 1976, (hereinafter referred to as said rules), in rule 3.47, the following sub-rule shall be added, namely:- “(1) Taking ‘Off’ signals for more than one train at a time when two or more trains are approaching simultaneously from any direction may be permitted over non isolated lines; under special instructions when requirements of adequate distance under Rule 3.40 are fulfilled; and under approved special instructions when requirements of adequate distance under Rule 3.40 are not fulfilled.”[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 3. In the said rules, in rule 3.13, for sub-rule (2) the following sub-rule shall be substituted, namely:- “(2) A Calling-on signal, where provided, shall be fixed below a Stop signal governing the approach of a train. Under special instructions, a Calling-on signal may be provided below any other Stop signal except the last Stop signal.” 4. In the said rules, in rule 3.70, for sub-rule (4) the following sub-rule shall be substituted, namely:- “(4) Where under special instructions a Calling-on signal has been provided below a departure Stop signal, other than the last Stop signal, the Calling-on signal shall not be taken “off” unless the conditions for taking “off” the departure Stop signal above it have been fulfilled.” 5. In the said rules, in rule 3.81, for sub-rule (1)(b) the following sub-rule shall be substituted, namely:- “(1)(b) by taking ‘off’ the Calling-on signal, if provided under special instructions, vide sub-rule (2) of Rule 3.13.” [F.
