L.-33004/99 सी.जी.-डी.एल.-अ.-30112023-250327 CG-DxLx-xEG-I3D0H1x1x2x0 23-250327 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 687] नई ददल्ली, बृहस्ट्प जतवार, नवम्ब र 30, 2023/अग्रहायण 9, 1945 No. 687] NEW DELHI, THURSDAY, NOVEMBER 30, 2023/AGRAHAYANA 9, 1945 रेल मंत्रालय (रेलव ेबोड)ड अजधसचू ना नई ददल्ली, 29 नवम् बर, 2023 सा.का.जन. 870(अ).—केंद्रीय सरकार, रेल अजधजनयम, 1989 (1989 का 24) की धारा 198 के साथ पठित धारा 60 की उपधारा (2) के खंड (छ) द्वारा प्रदत्त िजियों का प्रयोग करत े हुए, भारतीय रेल (चाजलत लाइन)ें साधारण जनयम, 1976 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथाडत:् - 1. संजिप्त नाम और प्रारम्भ - (1) इन जनयमों का संजिप्त नाम भारतीय रेल (चा जलत लाइन)ें साधारण (तीसरा संिोधन) जनयम, 2023 ह ै। (2) ये राजपत्र म ें उनके प्रकािन की तारीख से प्रवृत् त होंगे। 2. भारतीय रेल (चा जलत लाइन)ें साधारण जनयम, 1976 के, जनयम 15.02 म,ें खंड (ख) के पश्च ात् जनम्नजलजखत खंड अंत:स्ट् थाजपत दकया जाएगा, अथाडत:् - '(ग) योजनाबद्ध रख-रखाव और आजस्ट्त मरम्मत या प्रजतस्ट्थापन या जनमाडण काय ड "रोललग ब्लॉक कायडक्रम" के अनुसार जनष्पाददत दकया जाएगा। स्ट्पष्टीकरण:- इस खंड के प्रयोजनों के जलए, "रोललग ब्लॉक कायडक्रम" स े रखरखाव और आजस्ट्त मरम्मत या प्रजतस्ट्थापन या जनमाडण काय ड के जलए अपेजित 52 सप्ताह तक की जवजनर्ददष्ट अवजध म ें यातायात ब्लॉकों या 7397 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] जवयोजनों (जसजवल या जवद्युत या जसगनल और दरू संचार आदद, जजसके अंतगडत गैर-अंतपाडजित काय ड भी ह)ैं की अजग्रम योजना अजभप्रेत ह,ै जजसे तत्काल पूवडवती, सप्ताहों के उत् पादन का पुनविलवलोकन करत े हुए और आग े आन े वाले िेष सप्ताहों के जलए योजना बनाते हुए प्रत् येक स‍ ताह एक-एक स‍ ताह की योजना को जोकरकर रोललग आधार पर तैयार दकया जाना ह।ै [फा. सं. 2023/सुरिा (ए एंड आर)/19/12] जया वमा ड जसन्हा, सदस्ट्य (पठरचालन एव ंव् यवसाय जवकास) और पदेन सजचव ठि‍पणी.- मलू जनयम भारत के राजपत्र, असाधारण, भाग-II, खंड-3, उप-खंड (i) म ें सा.का.जन. 445(अ) तारीख 21 जुलाई, 1981 के द्वारा प्रकाजित दकए गए थे और अंजतम बार सा.का.जन. 535 (अ) तारीख 25 जुलाई, 2023 द्वारा संिोजधत दकए गए थे। MINISTRY OF RAILWAYS (Railway Board) NOTIFICATION New Delhi, the 29th November, 2023 G.S.R. 870(E).—In exercise of the powers conferred by clause (g) of sub-section (2) of section 60, read with section 198 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules further to amend the Indian Railways (Open Lines) General Rules, 1976, namely:- 1. Short title and commencement. – (1) These rules may be called the Indian Railways (Open Lines) General (Third Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indian Railways (Open Lines) General Rules, 1976, in rule 15.02, after clause (b), the following clause shall be inserted, namely:- ‗(c) Planned maintenance and asset repair or replacement or creation work shall be executed in accordance with the ―Rolling Block Programme‖. Explanation:- For the purposes of this clause, ―Rolling Block Programme‖ means advance planning of traffic blocks or disconnections (civil or electrical or signal & telecommunication etc., including non- interlocked work) over a specified duration upto 52 weeks, required for maintenance and asset repair or replacement or creation work, to be prepared on a rolling basis by adding one week plan every week by reviewing the output of the immediate preceding week and planning for the remaining weeks ahead.‘ [F.
