Reference is invited to Para 2.57 of the Foreign Trade Policy (FTP) 2023, which prescribes the requirement of Registration-cum-Membership Certificate (RCMC) or Certificate of Registration for availing authorisations, benefits and concessions under the FTP. 2. In line with Para 1.07A of FTP 2023, which provides for stakeholder consultations during the formulation and amendment of the Foreign Trade Policy, a draft amendment to Para 2.57 of FTP 2023 has been formulated to provide a de minimis exemption from the requirement of RCMC or Certificate of Registration for low-value export consignments. The proposed amendment Notification is enclosed as Annexure-I to this Trade Notice. 3. This Directorate invites views, suggestions and comments from exporters, industry associations and other stakeholders on the proposed amendment. Stakeholders may submit their inputs within 10 days from the date of issuance of this Trade Notice. Suggestions and comments may be sent by email to e-commerce-dgft@gov.in. 4. S.O. (E): In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby inserts Para 2.57(c) in Foreign Trade Policy, 2023 with immediate effect as under: 2.57 Registration-cum-Membership Certificate (RCMC) (c) Notwithstanding provisions under para (a) and (b) above, RCMC or Certificate of Registration shall not be required for applying for an Authorisation to import/export under the FTP (except items listed as ‘Restricted’ items in ITC (HS)) or applying for any other benefit or concession under FTP, for export consignments where FOB value is less than or equal to ₹ 10,000/- Effect of the Notification: With an objective to promote small value exports, especially Exports through Postal, Courier and other emerging channels, a de minimis exception for export consignment of FOB Value up to ₹ 10,000/- for RCMC or Certificate of Registration requirements is notified with immediate effect.
